A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL
CITY APPROVING AN APPLICATION FOR FEDERAL ASSISTANCE
PURSUANT TO THE U. S. HOUSING AND COMMUNITY DEVELOPMENT
ACT OF 1974 AND AUTHORIZING AND DIRECTING THE MAYOR TO
FILE SAID APPLICATION ON BEHALF OF THE CITY
WHEREAS, the Redevelopment Agency of the City of
National City, at the request of the City Council of the
City of National City has prepared, with the assistance
of the City's staff, an Application for Federal Assistance
pursuant to the U. S. Housing and Community Development
Act of 1974 (The Act); and
WHEREAS, said Application was reviewed at three
separate public meetings by the City's duly and regularly
appointed Citizen's Committee for Community Development; and
WHEREAS, said Application and the recommendations
of said Citizen's Committee were reviewed and considered
by the City Council at two separate public hearings which
were constructively noticed in two newspapers having
general circulation in the City of National City; and
WHEREAS, said Application was reviewed by the City's
Environmental Impact Committee pursuant to the requirements
of the Act, the California Environmental Quality Act
of 1970, and the City's adopted Guidelines for Environmental
Impact Review and a Negative Declaration as to Environmental
Impact was issued, with stipulations, thereon; and
WHEREAS, said Application is currently under review,
for environmental impact clearance purposes, by the
Comprehensive Planning Organization of the San Diego
Region (A-95 Review) and by the State Clearinghouse, State
of California; and
WHEREAS, said Application, consisting of 17 pages
and including the City's Three Year Community Development
Plan, Housing Assistance Plan, and One Year Community
Development Program, said Citizen's Committee Recommendations
and all written communications received prior to and at
said public hearings and all written and oral communications
received at said public hearings were each and all
considered by the City Council; and
WHEREAS, the City Council of the City of National
City, by its Resolution No. 11,665 adopted January 14,
1975 designated the Redevelopment Agency of the City of
National City as the unit of local government to be the
recipient organization and administer the City's Application
for and undertaking of its Community Development Program
pursuant to the Act; and
WHEREAS, the City of National City is aware of
the various assurances which must be provided for and
certified to in connection with said Application; and
WHEREAS, the City of National City wishes to file
said Application with the U. S. Department of Housing and
Urban Development.
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of National City that the City Council hereby
approves and adopts the City's Application for Federal
Assistance pursuant to the U. S. Housing and Community
Development Act of 1974, (The Act), a copy of said Appli-
cation being attached hereto, marked Exhibit "A", and
incorporated herein by reference as though fully set forth
herein, subject to the provisions and modifications contained
in the memorandum dated February 12, 1975, attached hereto,
marked Exhibit "B" and by reference incorporated herein; and
BE IT FURTHER RESOLVED that the Mayor of the City
of National City is hereby authorized and directed to
execute said Application and to file it with the U. S.
Department of Housing and Urban Development; and
BE IT FURTHER RESOLVED by the City Council of the
City of National City that it hereby reaffirms the provisions
of Resolution No. 11,665 adopted January 14, 1975 and
entitled "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NATIONAL CITY DESIGNATING THE REDEVELOPMENT AGENCY OF THE
CITY OF NATIONAL CITY AS THE UNIT OF LOCAL GOVERNMENT TO BE
THE RECIPIENT ORGANIZATION AND ADMINISTER THE APPLICATION
FOR AND UNDERTAKING OF A COMMUNITY DEVELOPMENT PROGRAM
PURSUANT TO THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF
1974"; and
BE IT FURTHER RESOLVED that the City's Manager is
hereby authorized and requested to provide assurances and,
or certify as to the assurances required to be provided
in connection with said Application including, but not
limited to, those contained in the following: OMB Circular
No. A-95, Federal Management Circulars 74-4 and 74-7,
Title VI of the Civil Rights Act of 1964, Title VIII of the
Civil Rights Act of 1968; Section 3 of the Housing &
Community Development Act of 1968; the Uniform Relocation
and Real Property Acquisition Policies Act of 1970; the
Hatch Act; the National Environmental Policy Act of 1969;
Executive Order 11063 on equal opportunity in housing;
Executive Order 11296 on flood hazards; Executive Order
11128 on water pollution; the Housing & Community Develop-
ment Act of 1974 and the regulations published in connection
therewith; and other certifications as required and set
forth in Housing & Urban Development Form 7015.12 dated
November, 1974; and
BE IT FURTHER RESOLVED that the City's Attorney is
hereby authorized and requested to certify as to the facts
and representations contained in Assurance numbered 1 and
contained in said Housing & Urban Development Form 7015.12,
dated November, 1974;
BE IT FINALLY RESOLVED That the City's Manager is
hereby authorized and requested to provide such additional
information in connection with said Application as may be
required by the U. S. Department of Housing and Urban
Development.

A- i•Housing for Senior Citizens: 0n April 11, 1972 the voters of National City, by a
2 to 1 majority,' approved the construction of a Senior Citizens Residential Center
pursuant to Section I, Article XXXIV of the..California Constitution (Public Housing
Provision). The City Council's Senior Citizens Housing Committee, in its initial plan,,
called fora high rise complex consisting of approximately 200 dwelling units financed,
at least in part, with Federal funds. This number of units for Senior Citizen low and
moderate income elderly persons is consistent with the Regional Housing Plan and Program,
San Diego Region, referred to in Tables II_and III - Housing Assistance Plan - of this
application. Provision for this housing is consistent with the City's General Plan, -
, including the Housing Element thereof. .

A- 2. Housing for Low Income Large Families: The City's General Plan Housing Element and
related Technical Report evidence a need for new nonelderly large rental units for
families of low income. 15% of National -City families have female head of household.
47% of the Ci.y's poor families have women heads of household and 95% of these families
have minor children (G.P. Technical Report, page 16). "Information from the 1970 Census
shows that the characteristically small National City -home with a median size of only
4.3 rooms houses a relatively large median household size (3.10 persons). Comparative
regional medians are respectively.4.7 rooms and a household size of 2.94 persons."

- would be large units, assisted, and intended primarily for large families with head of
- household female.

A-3. Neighborhood Improvement: The residential neighborhood within the proposed
Housing Assistance Area, which will also be a Redevelopment Survey Area to comprise
one or more Redevelopment Projects sponsored by the Redevelopment Agency pursuant to
the California Community Redevelopment Law, is in need of spot clearance,rehabilitation
and conservation pursuant to standards to be designed to extend the life of the housing
for fifteen to twenty years.. Private rehabilitation and improvement loans will be
encouraged. Public rehabilitation loans and hardship rehabilitation grants may also
be used. . This area and its proposed treatment is further described in Table IV, B.2. of
the City's application. Neighborhood improvement will also include limited clearance of
substandard residences for private office -professional and limited commercial uses.
Neighborhood improvement also includes undergrounding of utilities and replacement and
improvement of public streets including curb and gutter, sidewalk, street tree, street
lighting and other street right-of-way improvements.

A- 4. Community Service Building: This building would provide space and facilities for
elderly persons 'and a Service Center for public and semi-public or nonprofit and
charitable services, offices and facilities in a coordinated mahner under one roof.
The Service Center, whether obtained by acquiring existing facilities and rehabilitating
them or by__acquiring a site and building a.new building would be located close to the
existing Civic Center and Park, Library and Community -Building and the site of the
proposed Senior Citizen's:Housing.

1. Establish a Redevelopment Survey Area coterminus with a Housing Assistance Area, and
in the first Program Year, conduct economic, marketability and financial feasibility
studies, housing and building conditions studies, urban design studies, refine the
Housing Assistance Plan, and prepare and adopt a Redevelopment Plan and an Environmental.
Impact Report for the Area based upon such survey and studies.
2 Establish a public housing authority to plan, construct and manage Senior Citizens
Housing and to administer rental assistance payments on existing housing within the
Housing Assistance Area. Rental assistance payments to 30 existing units are proposed
in the first program year.
3. After adoption of a Redevelopment Plan, acquire a site or sites for Senior's Housing-.
(b) Second and Third Year:
Prepare Senior Citizens housing site(s) including appurtenant utilities and public
facilities and build Senior Citizens' Housing.

Line 1—Acquisition of Real Property. Enter costs of acquisition by purchase, lease. donation, or otherwise, of real property
(including air rights, water rights, and other interests therein), which is (1) blighted; (2) appropriate for rehabilitation or
Conservation; (3) appropriate for the preservation or restoration of historic sites, the beautification of urban land, the
conservation of open spaces, natural resources, and scenic areas, the provision of recreational opportunities, or the guidance
of urban development; (4) to be used for the provision of eligible public works, facilities, and improvements; or (5) to be used
for other public purposes, including the conversion of Iand where necessary or appropriate to the Community development
program.
Line 2-Public Works, Facilities, Site Improvements.Enter the costs of acquisition, construction, reconstruction, or installation
of the following: neighborhood facilities, senior centers, ,historic properties, utilities, streets, street lights, water and sewer
facilities, foundations and platforms for air or water rights sites, pedestrian malls, walkways and parks, playgrounds and other
facilities for recreational participation; flood and drainage facilities where assistance is unavailable under other Federal
ptograms;parking facilities. solid waste disposal facilities, and fire protection services and facilities located in areas or
serve areas in which other activities described in the community development plan are being, or are to be; carried out.
A separate schedule shall be provided indicating specific cost estimates for water and sewerfacilities, preservation of open
space, neighborhood facilities, and treatment of historic properties.
Line 3-Code Enforcement. Enter costs for code enforcement in deteriorated areas in which such enforcement, together
with public improvements and services to be provided, may be expected to arrest the decline of the area.
Line 4-Clearance. Demolition, Rehabilitation. Enter the costs of clearance, demolition, removal, and rehabilitation of
buildings and improvements(including interim assistance to alleviate harmful conditions in which immediate public action
is needed). Costs of demolition and modernization (but not new construction) of publicly owned low -rent housing included in
this line item shall be supported by a separate schedule listing the housing projects affected and the costs.
Line 5-Rehobilitotion Loans and Grants. Enter the costs of financing rehabilitation of privately owned properties through
the use of grants, loans, loan guarantees, and other means, when in support of other activities described in the community
development program.
Line 6-Special Projects for Elderly and Handicapped. Enter the costs of program activity directed to the removal of material
and architectural barriers which restrict the mobility and accessibility of elderly and handicapped persons. Include only
those costs incurred for a special project. Such activity which is merely incidental to other activities shown elsewhere in
this budget shall be included in the other appropriate program activity category.
Line 7-Payments for Loss of Rental Income. Enter the total of payments to housing owners for losses of rental income
incurred in holding for temporary periods housing units to be utilized for the relocation of individuals and families displaced
by program activities.
Line 8-Disposition of Reol Property. Enter the costs of disposition, through sale, lease, donation, or otherwise of any real
- property acquired pursuant to Title I of the Housing and Community Development Act of 1974 or its retention for public purposes.
Line 9-Provision of Public Services. Enter the costs of public services not otherwise available in areas, or servicing resi-
dents of areas, in which the applicant will undertake other activities described in the community development program, pro-
vided these services are necessary to support such other activities and assistance in providing these services under other
Federal laws or programs was denied or not made available. Such services shall be directed toward (1) improving the
community's public services and facilities concerned with the employment, economic development, crime prevention, child
care, health, drug abuse, education, welfare, or recreation needs of persons residing in such areas, and (2) coordinating public
and private development programs. ,
Lino 10-Poyment of plan -Federal Shares. Enter the total of payments representing non -Federal shares required for Federal
grant-in-aid programs undertaken as part of the community development program. Only payments for categorical programs
- approved after January 1. 1975 may be included in this activity.
Lino 11—Completion of Urban Renewal Projects. Enter the total of payments for completion of previously approved activities
in projects funded under Title I of the Housing Act of 1949, including the provisions for financial settlement of urban renewal
projects purusant to the (lousing and Community Development Act of 1974. The entry shall also include the amount estimated
in the Request and Authorization for Advance, if any, to continue previously approved urban renewal activities. Supporting
data for this entry stall be provided on Form THUD-7015, Community Development Program, in accordance with the instructions
for completing the form.

Line 12— Relocation Poyments and Assistance. Enter the total costs of relocation payments and assistance for individuals,
families, businesses, organizations, and farm operations displaced by activities described in the community development
program. The amount entered shall be sufficient to fully fund relocation payments and assistance for all persons expected to.
be displacedby that year's community development program, even if such displacement will not occur until a later year.
Line 13— Planning and Management Development. Enter the costs of (1) developing a comprehensive community development
plan and (2) developing a policy -planning -management capacity to enable the applicant to more rationally and effectively
(A) determine its needs, (B) set Iong-term goals and short-term objectives, (C) devise programs and activities to meet the
goals and objectives, (D) evaluate the progress of such programs, and (E) carry out management, coordination, and moni-
toring of activities necessary for effective planning implementation. This entry should also include the amount estimated
In the Request and Authorization for Advance, if any, to plan and prepare for the implementation of activities to be carried
out as part of the Community Development Program.
Line 14- Administrative. Enter the costs of reasonable administrative costs charges related to the planning and executionof
community development and housing activities, including the provision of information and resources to residents of areas in
which other activities described in the community development program and the housing assistance plan are to be concentrated.
Line 15- Continuation of Model Cities Activities. Enter the costs of carrying out any ongoingmodel cities program activity,
including the amount estimated in the Request and Authorization for Advance, if any. The. amount of the entry may not exceed
that portion of the applicant's hold -harmless amount attributable to model cities programs pursuant to Sec. 106(g) of the Housing
and Community Development Act of 1974. No activity costs -should be entered in this program activity category after the fifth
year of the applicant's model cities program. After the fifth year, model cities activities which are eligible under the community
development program shall be entered in the appropriate program activity category elsewhere in the budget.
Line 16- Subtotal. Enter the total of lines 1-15.
Line 17- Contingencies and/or Unspecified Local Option Activities. Enter an amount not to exceed ten percent of line 16, to
provide a contingency for designated activities and/or amounts for eligible unspecified program activities.
Line 18- Tool Program Activity Costs. Enter the sum of lines 16 and 17.
Line F- Resources for Program Activity Costs.
Line 1— Entitlement Amount. Enter the entitlement amount as shown on HUD Form 7014.
Line 2- Less Deductions. Enter the total of grants used or to be used (1) to amend projects or programs under Title I of the
Housing Act of 1949 and/or Title I of Demonstration Cities and Metropolitan Development Act of 1966 (FY '75 transition fund-
ing, (2) to settle outstanding urban renewal loans and (3) for security in connection with a HUD -guaranteed loan (line F-4 of
Application for CD Loan Guarantee). The amount representing settlement of outstanding urban renewal loans shall not include
any amount shown on Line 11, Completion of Urban Renewal Projects. A supporting schedule indicating specific projects and .
the respective amounts relating to transition funding and the settlement of outstanding renewal loans shall be submitted.

Line 4- Progrom Income. Enter total of all income to be derived from program activity for which there is reasonable assurance

Regional Housing Plan and Program, San Diego Region, referred to in Table'II,
above shows a need for 300 low income and 820 moderate income dwelling units
in National City in the period 1974 to 1980. About 200 new publicly developed
senior citizens dwelling units (potential all assisted) and about 100 new low
and moderate income dwelling units (about 30 of them large and assisted, 70
not large and not assisted, privately developed) address this need for.low
and moderate income dwelling units. About 30 units of rehabilitated housing
(all potentially assisted) and Housing Assistance Payments on about 40 existing
standard dwelling units also address this need.

New construction presently estimated at 200 dwelling units for Senior Citizens
Housing and 100 dwelling units for Low and Moderate Income Families (30 large
family units assisted) is proposed within Census Tract No. 117 and within the
Housing Assistance Area shown on the Census Tract Drawing attached hereto. These
units are proposed to be built in the second and third Program Years. The sites
conform to the requirements of the Housing and Community Act of 1974 and the
site and neighborhood standards established by HUD for the Housing Assistance
Payments Program.
2. REHABILITATIONS
Approximately 50 single family housing units within the Housing Assistance Area
portion of Census Tract No. 117 are in need of rehabilitation. About 20 of
these units are owner -occupied, about 30 tenant -occupied. Housing Assistance
Payments contracts will be used as an incentive to owners to improve the 30
tenant occupied single family units over the next three years. About 20 single
family housing units within Census Tract No. 117 and also within the Housing
Assistance Area are dilapidated and probably beyond rehabilitation, therefor
requiring clearance and reconstruction. Housing Assistance payments will also
be made to about 40 of the families and individuals occupying standard rental
units within the Housing Assistance Area including tracts numbered 114, 115,
117, 118 and 120. Such payments should be an incentive for continued
maintenance and improvement by owners of these units.

INSTRUCTIONS FOR FORM HUD-7015.8 thru 11.
GENERAL INSTRUCTIONS
The Housing Assistance Plan section of the Community Development Block Grant application consists of four forms
and a map, with narrative explanations, showing, respectively: I. Survey of Housing Conditions; II. Housing Assistance Needs
of Lower Income Households; III. Annual Goal for Housing Assistance; and IV. General Locations for Lower Income
Housing.
Applicants are required to complete all portions of the forms, except for columns indicated as optional. The first year's
application should be completed using already available data or, as necessary making responsible estimates based on
defensible estimating procedures. Data should be drawn from generally available materials, published or unpublished, that are
readily accessible to the applicant and to HUD. These include materials from the Census Bureau; records of code enforcement
agencies; records of other local agencies; 701 plans; reputable research, community service, or planning organizations; and the
materials prepared by HUD as described below. Data sources, reference dates, and methods of estimation should be supplied
for each entry of required information. For submissions in subsequent years, applicants are encouraged to develop improved
sn : auditional data and information suited to the requirements of the Housing Assistance Plan.
Unless otherwise defined in these instructions, definitions with regard to housing and occupancy characteristics are
those employed by the U. S. Bureau of the Census.
HUD Area Offices are prepared to provide certain data and guidance to applicants requesting their assistance.
Specifically, data and estimates are available for all entries on Table I and for lines A.I, A.2, and A.3. of Table II. Applicants
desiring this assistance should contact the Director of the HUD Area Office serving its locality.
In Items 1 through 4 on each form enter:
Item 1 Name of Applicant. Enter the name of the unit of general local government as it appears in the Application for
Federal Assistance, Part 1, Item 4.
Item 2 Application Number. Enter the assigned application number.
Item 3 Original - Amendment. Check "Original" box if this is the first such table submitted for the current year in the
Housing Assistance Plan; otherwise, check "Amendment" box.
Item 4 Program Year. Leave blank.
The information required in the table is largely self-explanatory. Detailed instructions are provided just for those items
requiring further explanation. Unless otherwise noted, components are additive to the totals indicated.
SPECIFIC INSTRUCTIONS
1. SURVEY OF HOUSING CONDITION (HUD-7015.8)
Basic Requirement
The plan must describe the condition of the housing stock in the community. There should be a summary description
of the total number of year-round units, identifying those in substandard condition, and to the extent information is
available, units suitable for rehabilitation, and in each case distinguishing those which are occupied and which are vacant.
Section A.
Substandard. The applicant should adopt a definition which conforms to the broad understanding of the
term locally. A suitable, but not mandatory, definition would include units lacking some or all plumbing
facilities and/or dilapidated. (The 1960 Census of Housing defines "dilapidated" housing as that which
does not provide safe and adequate shelter. It has one or more critical defects, or has a combination of
intermediate defects in sufficient number to require extensive repair or rebuilding, or is of inadequate
original construction.)

Section B.
Suitable for rehabilitation. Applicants are encouraged to develop means of estimating the numbers of
housing units both privately and publicly owned which can be economically repaired or improved in
order to bring them up from a less than acceptable condition to a locally acceptable standard condition.
In determining suitability and feasibility for rehabilitation, consideration should be given to
neighborhood conditions, including quality of public facilities, adverse land uses, and crime, traffic and
health conditions.
II. HOUSING ASSISTANCE NEEDS OF LOWER INCOME PERSONS (HUD-7015.9)
Basic Requirements
The plan must contain estimates of the housing assistance needs of lower income households either already residing
in the community or expected to reside in the community as a result of planned or existing employment opportunities.
Separate estimates are required of assistance needs of: elderly and handicapped households; large size (4-or more minors)
households; and households displaced or to be displaced. The estimates should take into consideration any special needs
(such as special minority group requirements) found to exist in any segment of the total group of lower income persons in
the community.
R>eis for Estimating Housing Assistance Needs
Estimates of housing assistance needs should be based primarily on the estimated number of lower income
households that spend, or would have to spend, an excessive proportion of income in order to afford adequate, non -luxury
housing which is decent, safe, and sanitary and suited to their household requirements. Estimates should not be excessive:
they should recognize that some lower income households occupy adequate housing without spending an excessive
proportion of income. Estimated needs should exclude households requiring, but already receiving, an adequate level of
housing assistance. Need estimates may be based on the income eligibility requirements establishe;by the Secretary of
HUD for the Lower Income Housing Assistance Program, (i.e., families whose income does not exceed 80 percent of
median income for the area, with adjustments upward and downward for larger and smaller families, or other limits
established by HUD because of construction cost levels or for other reasons).
Columns
Black; Spanish (or other). Complete these columns if five percent or more of the households in the locality comprise a
single group that is of Spanish heritage, or Black, or of other racial origin. If data are shown for a group other than
Black or Spanish heritage, identify the group. Attach extra forms for additional groups that comprise five percent or
more of the households in the locality.
Rows
Separate (additive) estimates are to be made of needs, during the one year (and optional three year) goal period, of
lower income households:
Section A. Currently residing in the locality, excluding those displaced or expected to be displaced.
Section B. Displaced or expected to be displaced, due to clearance, demolitions, major rehabilitation, or other
reasons.
Section C. Additional households expected to be residing in the locality, (net of those expected to leave) taking
into account changes in employment and population, and other demographic and labor market changes.
The sum of these three components consitutes the locality's total housing assistance needs during the period(s) covered.
11I. ANNUAL GOAL FOR HOUSING ASSISTANCE (HUD-7015.10)
Basic Requirement
The plan must specify a realistic annual goal for the number of dwelling units to be assisted, using Federal or other
available housing assistance resources, taking into consideration the housing conditions and needs described in the first two
parts of the plan. Goals must separately identify the proportion of new, rehabilitated, and existing dwelling units, and the

sizes and types of dwelling units that need to be assisted, taking into account. the kinds of assistance best suited to the
needs lower income persons in the community.
Columns
Goal Period. There must be a one-year goal describing planned numbers of assisted units. The year should
coincide with the first year program 'described elsewhere in the Community Development Block Grant application. To
provide a longer term framework for the annual goal, applicants are encouraged, but not required, to prepare the
one-year goal within the context of a three year planning period which coincides with the three-year plan prescribed
elsewhere in the application.
New, Existing, Rehabilitated Units. Goals for new, rehabilitated, and existing units must be consistent with the
findings regarding the availability of vacant existing units and of units suitable for rehabilitation. Goals should reflect
the maximum feasible use of the existing housing stock in accordance with generally known data, taking into
consideration that HUD priorities for use of the Section 8 Housing Assistance Program emphasize the use of existing
housing. The distribution of assistance between new and rehabilitated units should be made taking into consideration
the objectives of: curtailment of housing deterioration; promotion of neighborhood stability; minimizing detrimental
environmental impact; avoidance of undue concentrations of low income and minority group persons; and economic
feasibility.
Rows
Section A. Show the (additive) components of housing assistance goals in terms of the types of households that will
be assisted. •
Section B. Indicate anticipated sources of assistance, in terms of numbers of housing units, to meet the goals
established in Section A. Potential sources of assistance include Federal programs such as the Section 8
Lower Income Housing Assistance program, programs administered by the Farmers Home
Administration, the use of Block Grant funds for rehabilitation, and general revenue sharing funds. State
and local government as well as private, programs may also be employed. Applicants are encouraged to
use existing programs, and to develop new programs, that are suited to the housing needs of their
locality.
Line B-ia. should identify first the goals for assisted units using the Section 8 Lower Income Housing
Assistance program. The following line should show the dollar amount of annual assistance payments
that would ahve to be contracted for during the one year goal (and, optionally, during the three year
planning period) in order to accommodate the number of Section 8 program units indicated. If the
applicant knows anticipated plans by a State agency to utilize the Section 8 program in the locality, such
State agency amounts should be included in lines B.I .a. and separately explained in Section C of Table
III.
Goals for using Section 8 Lower Income Housing Assistance payments must be consistent with the
amount of such resources currently available, at the time the plan is prepared, to the HUD field office in
the aggregate and to the geographic area of which the locality is a part. HUD offices will make known
the aggregate amounts of Section 8 Program assistance available for their respective jurisdictions, and in
addition, upon request, will indicate .the general range within which the ultimate authorization for an
individual geographic area may be expected to fall. This preliminary estimate will be based on a
statistical "Fair Share Measurement" of housing assistance needs in the geographic area. Applicants
should be aware that in making the final authorization for individual geographic areas, the field office
will consider, in addition to the statistical Fair Share Measurement, the contents of available local
Housing Assistance Plans and any other information bearing upon the housing needs in an area which
may be brought to its attention by the applicant or by others.
Section D. The plan should be accompanied by a brief narrative explanation of what housing needs priorities are
reflected in the goals prescribed and the basis for setting these priorities.

I-V. GENERAL LOCATIONS OF LOWER INCOME HOUSING (HUD-7015.11)
Basic Requirement
The plan must indicate general locations of proposed housing for lower income persons. Such locations must be
selected with the objective of:
• (a) furthering community revitalization, including neighborhood restoration and rehabilitation;
(b) promoting increased housing choices for low income persons and avoiding undue concentrations of assisted housing in
areas containing a high proportion of low income persons; '
(c) assuring the availability of public facilities and services adequate to serve proposed housing projects.
Map and Supporting Materials
The basic requirement may be met by indicating, on maps as called for elsewhere in the Block Grant application
requirements, listing general locations by Census tract or groups of Census tracts of planned new and rehabilitation
projects for lower income persons, and a narrative explanation, to be provided in -Table IV, of how the locations will serve
to meet the above objectives.
In selecting general locations for HUD assisted housing, in addition to the basic requirements, consideration should
be given to:
a. The site and neighborhood standards established by HUD for the Housing Assistance Payments Program.
b. The availability, in the locations designated, of units suitable for rehabilitation and sites suitable for new
'construction, in amounts consistent with the plan's goals for rehabilitated and newly constructed housing. The
general locations'indicated should be of sufficient size and number to enable a reasonable degree of flexibility in
selecting specific project sites, and to avoid unduly limiting the availability of sites for otherwise acceptable
assisted housing projects.

COMMUNITY DEVELOPMENT PROGRAM, HUD-7015.1
INSTRUCTIONS
General Instructions
Column (1)
Describe briefly the projects or activities which the applicant proposes to undertake with funds available in
the program year. For purposes of this application, a project is an eligible program activity or a group of
related eligible program activities whose undertaking will accomplish, in whole or in part, one or more of the
program objectives. Related projects or activities requiring a single environmental review shall be grouped
together so as to clearly portray the status of all environmental reviews. Indicate with an asterisk ('') those
projects or activities which are designed to meet (pursuant to the certification of the applicant) other particu-
larly urgent community development needs which are specifically identified and described in the applicant's
community development plan summary and Community Development Program.
Special Instructions
Paymei±t of non -Federal share: For each project or activity for which community development block grant fends
will be used to pay all or part of the non -Federal share, identify the type of project or activity to be carried
out (e.g., water and sewer facility, drug abuse program), and enter "Payment of non -Federal Share." Complete
remaining columns.
Completion of Urban Renewal Projects: In Column (1) identify by project number each project approved under
Title I of the Housing Act of 1949 which is scheduled to receive Community Development Funds in the program
year. Complete remaining columns.
Model Cities Continuation: List each ongoing activity being carried out in a Model Cities program to be con-
tinued with community development block grants and identify such projects as "Model Cities Continuation."
The total amount of funds in each year's Community Development Budget for continuation of Model Cities proj-
ects not otherwise eligible under the Act may not exceed the recipient's hold harmless amount attributable to
Model Cities. If Model Cities projects are otherwise eligible under the•Community Development Block Grant
Program after the fifth Model Cities funding year, they should be listed as a new activity and included in the
budget line item appropriate for that activity.
Unobligated Funds - prior program year: Funds from the previous program year's budget that will not be obligated
by the end of that program year may, at the discretion of the applicant, be shown as a budget resource on the
Community Development Budget (Resources for Program Activity Costs, line 7). If the funds are to be used
for new or different activities, such activities must be listed in column (1) of the Community Development Pro-
gram. If the funds are to be used for initiating or continuing a previously approved activity, the activity shall
be listed by the same title under which it was previously approved, along with the notation "Previously approved
activity." Complete remaining columns.
Column (2) - Related Objective. Enter the number of each objective identified in the Community Development
Plan which the activity will support.
Column (3) - Environmental Review Status. Enter either: "Exempt" (project is exempt, as defined in the
Environmental Handbook); or "Assessment" (project is under assessment; finding not yet made); or
"Clearance - EIS" (finding made; project in clearance requiring EIS): or "Clearance - No EIS" (finding made:
project in clearance not requiring EIS); or "Certification" (environmental review completed; ready for certi-
fication submitted).
Column (4) - Census Tract or Enumeration District. Identify the census tract or tracts in which activity waill be
undertaken. If city-wide or county -wide, enter "city-wide" or "county -wide." If the applicant's jurisdiction
does not have census tracts, enter the enumeration district or districts.
Column (5) - Estimated Cost. Column (5a). Enter the amount (in S000) from the current year's Community
Development Budget which is expected to be obligated in the current program for the program or activity.
Column (5b). Enter the amount (in 5000) from the current year's Community Development Budget which is ex-
pected to be obligated in the subsequent program year for the project or activity.

Column (G) - Estimated Other Sources of Funds. Column (Ga). Enter the amount (in $000) of funds estimated
to be available from sources other than those shown in Part F of the Community Development Budget which
