RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY, CALIFORNIA,
REQUESTING THE BOARD OF SUPERVISORS OF
THE COUNTY OF SAN DIEGO TO CONSOLIDATE
THE SPECIAL ELECTION OF SAID CITY TO
BE HELD NOVEMBER 5, 1974, WITH STATE-
WIDE ELECTION TO BE HELD ON SAME DATE.
WHEREAS, the City Council of the City of National
City has called an election to be held in National City on
November 5, 1974; and
WHEREAS, a statewide general election has been
called to be held the same date, to wit:

November 5, 1974;
WHEREAS, pursuant to Division 12, Part 2, Chapter 4,
(commencing at Section 23300) of the Elections Code and in par-
ticular Sections 23302 and 23314 thereof, the Board of Super-
visors of the County of San Diego has authority to consolidate
elections called by a district, city or other political sub-
division for the submission of any question, proposition or
office to be filled, with a statewide election to be held
the same date; and
WHEREAS, it is desirable and in the public interest
that the said elections be consolidated;
NOW, THEREFORE, BE IT RESOLVED that pursuant to
Division 12,'Part 2, Chapter 4 (commencing atSection 23300)
of the Elections Code the Board of Supervisors of the County
of San Diego be,.and is hereby requested to consolidate the
election called by the City of National City to be held on
November 5, 1974, with the statewide general election to be
held .the same date.
BE IT FURTHER RESOLVED that for the purposes of
such consolidation the exact form of the question, proposition,
or office to be voted upon at the said election shall be set
forth on the ballot as follows:
Shall the City Council rezone the west
side of National City, as described,
from industrial zoning to residential •
R-1 zoning? The west side is that part : YES.
of National City lying between Roosevelt:
Avenue and Interstate 5 on the East and :
West and between Plaza Boulevard on the :
North and 22nd Street on the South, ex- :
cepting therefrom the redevelopment area:
established by a vote of the people of .
National City and also, city owned , NO
properties.
BE IT FURTHER RESOLVED that if this consolidation is
ordered then pursuant to Section 23306 of the Elections Code,
(a) the election shall be held in all respects as if there
were only one election; (b) only one form of ballot shall
be used; and (c) the Registrar of Voters of the County of
San Diego shall canvass the returns of the subject election
as part of the canvass of the returns of the special state-
wide election.
BE IT FURTHER RESOLVED that if this consolidation is
ordered, then pursuant to Section 23305 of the Elections Code,
within the territory affected by the order of consolidation,
the election precincts, polling places, voting booths and
polling hours shall, in everycase be the same, and there shall
be only one set of election officers in each of the precincts.
BE IT FURTHER RESOLVED that the Board of Supervisors
of the County of San Diego be, and is hereby requested to
authorize and direct the Registrar of Voters of the County
of San Diego, to perform services necessary to conduct the
election called by the City of National City to be held on
November 5, 1974; with the cooperation and assistance of
the City Clerk, such services to include the following as ap-
propriate to the subject election:
1. Furnish a tabulation of the number of registered
voters in each precinct.
2. Examine the signatures on nomination papers or
petitions of candidates for public office.
3. Establish voting precincts, secure locations for
polling places, secure the services of election officers for each
precinct as required by law, and furnish a list of pre-
cincts, polling places, and election officers for filing
in the office of the City Clerk.
4. Prepare and furnish to the election officers
necessary election supplies for the conduct of the election.
5. Cause to be printed the requisite number of
sample ballots, official ballots, polling place slips,
rosters, tally sheets, and other necessary forms.
6. Furnish and address to envelopes necessary to
mail sample ballots to the registered voters of the City of
National City.
7. Insert the sample ballots and other printed
matter into envelopes for mailing, and cause the same to be
mailed, as required by law.
8. Assemble the election material and supplies
into ballot bags and make necessary arrangements for their
delivery to the various precincts.
9. Issue absent voter ballots as required by law.
10. Receive the returns of the elections and sup-
plies.
11. Sort and assemble the election material and
supplies in preparation for the canvassing of the returns of
the election.
12. Canvass the returns of the election, including
the absent voter ballots.
13. Furnish a tabulation of the number of votes
given in each precinct.
14. Make all arrangements and take the necessary
to pay the members of the precinct boards, the polling place
rentals, the persons returning the ballot bags, and to pay
all other costs of the election incurred as the result of
services performed for the City of National City. Pay for
the election officials in the amounts prescribed by the
Board of Supervisors of the County of San Diego.
BE IT FURTHER RESOLVED that the Board of Supervisors
of the County of San Diego be, and is hereby requested to
authorize and direct the Auditor and Controller of the County
of San Diego to assist the Registrar of Voters of the County
of San Diego in the conduct of the election by the drawing
of warrants as appropriate for the payment of the members of
the precinct boards, $ie polling place rentals, the persons
returning the ballot bags, and the other cots of the election
incurred as the result of services performed for the City of
National City in the conduct of the election.
BE IT FURTHER RESOLVED that the City of National
City reimburse the County of San Diego in full for services
performed by the Registrar of Voters of the County of San
Diego in conducting the subject election as aforesaid.
BE IT FURTHER RESOLVED AND ORDERED that the City
Clerk is hereby directed to deliver forthwith four certified
copies of this resolution to the Clerk of the Board of Super-
visors of the County of San Diego and one certified copy of
this resolution to the Registrar of Voters of the County of
San Diego.
PASSED AND ADOPTED by the City Council of the City
of National City this 13th day of August, 1974.
