RESOLUTION CREATING A DEPARTMENT OF
ADMINISTRATION CREATING THE HEAD OF
THE DEPARTMENT OF ADMINISTRATION AND
PROVIDING THAT THE POSITION OF DEPART-
MENT HEAD WILL BE APPOINTIVE AND NOT
PART OF THE COMPETITIVE SERVICE
WHEREAS, the City Manager of National City has
presented to the City Council a report concerning the creation
of a Department of Administration, and
WHEREAS, said report demonstrates that the efficient
operation of City government will be enhanced by the creation
of a Department of Administration, and
WHEREAS, the City Council has considered said report
from the City Manager and agreed with the conclusions and recom-
mendations in said report;
NOW, THEREFORE, BE IT RESOLVED that:
Section 1. Establishment of Department of Admin-
istration. There is created in the municipal government of
the City of National City a Department of Administration. The
functions of the Department of Administration shall be the ad-
ministration of clerical staff, switchboard operation, emergency
services coordination and general administrative studies.
Section 2. Department Head. The Assistant City
Manager shall be head of the Department of Administration.
Section 3. Appointive Position. The position of
Assistant City Manager, as head of the Department of Administra-
tion, shall be an appointive position and not a part of the
competitive service, as the same is described in Title III of
the National City Municipal Code.
By adopting this resolution the City Council removes
the position of Assistant City Manager from the competitive
service, simultaneously with the creation of the Department
of Administration, and the designation of the Assistant City
Manager as the head of that department.
Section 4. Job Description. A job description of
the Assistant City Manager as head of the Department of Admin-
istration shall be prepared by the City Manager.
Section 5. Salary Schedule. The Assistant City
Manager, as head of the Department of Administration, shall
be paid such compensation as the City Council may determine
from time to time.
PASSED AND ADOPTED this 12th day of November, 1974.
