RESOLUTION ADOPTING WAGE SCALE
(10th Street, llth Street, 12th Street, "R" Avenue,
Paradise Drive and Palm Avenue, Assessment District No. 161)
The City Council of the City of National City does
hereby resolve as follows:
The City Council does hereby determine and establish
that the general prevailing rate of per diem wage for each type
of craft or workman needed to execute or perform the necessary
work and improvement on 10TH STREET, 11TH STREET, 12TH STREET,
"R" AVENUE, PARADISE DRIVE AND PALM AVENUE, ASSESSMENT DISTRICT
NO. 161 is in accordance with the schedule appended to Resolu-
tion No. 10,282 and entitled "Schedule of Per Diem Wage Rate"
and said schedule shall be embodied in the notice inviting
sealed bids and all contract documents in connection with
said work and improvements.

RESOLUTION ESTABLISHING GENERAL PREVAILING RATE
SCHEDULE OF PER DIEM WAGES FOR PUBLIC WORKS
CONTRACTS
Supersedes Resolution No. 9903
WHEREAS, a study of the general prevailing rate of per
diem wages and of holiday work, including employer payments
for health and welfare, pension, vacation and similar purposes,
to the City of National City, for each craft, classification or
type of workman needed to execute public works contracts for
the City of National City, has been made, and
WHEREAS, the applicable wage rate established by collective
bargaining agreements and such rates as may have been prede-
termined for Federal public works within the locality and in the
nearest labor market area have thereby been ascertained, and
WHEREAS, where such rates do not constitute the rates
actually prevailing in the locality, further data from labor or-
ganizations and employers or the employer associations concerned,
including the recognized collective bargaining representatives for
the particular craft, classification or type of work involved have
been considered;
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of National City as follows:
1. That based upon the reports and recommendations
made to it, the City Council ascertains and determines
that the prevailing rate for each craft, classification
or type of workman needed to execute public works con-
tracts for the City of National City is as hereinafter set
forth in Exhibit "A", attached hereto and made a part
hereof;
2. That the City Clerk be, and she is hereby directed
to cause to be published such prevailing wage rate sched-
ule one time in the National City Star -News, a news-
paper published twice a week in said City, and of general
circulation;
3. That by reference to this resolution by number,
the City Council may establish the schedule of prevailing
rate of per diem wages for public works contracts, award-
ed by the City Council of the City of National City for
work performed for each craft, classification, or type
of workmen needed to execute such contracts, including
contracts awarded pursuant to special assessment pro-
ceedings: and
4. That until such time as the determination herein
made is superseded by resolution of this Council such
prevailing rate of per diem wage schedule, or so much
thereof as is applicable to the work to be performed under
the particular contract, shall be included as a specifica-
tion in all.

WAGE SCALES FOR THE BASIC TRADES
The following wage scales are taken from the Master Labor
Agreements negotiated between the San Diego County Construc-
tion Negotiating Committee (AGC, BCA and EGCA) and the baste
construction crafts Labor Negotiating Committee.
AREAS COVERED: Unless otherwise indicated, these wage
scales are applicable in the area known as San Diego County and
off shore islands, California.
CARPENTERS (Main Dispatch Office, 953 23rd St.-233-6162)
HEALTH & WELFARE: 46c per hour; 5-1-71 56c
PENSION: 55c per hour; 5-1-71 35c

Premium pay of 25c per hour shall be paid on all classifications
where carpenters work from or with bos'n chairs, swinging scaf-
folds or from any safety belts or any similar equipment. Premi-
um pay of 25c per hour shall be paid for welding in any carpenter
classification.
Pile Drivers and Millwrights have special working rules and
receive travel expense and subsistence in designated areas. Please
refer to the Agreement for these special working rules.

TO WAGES AND/OR EXISTING FRINGE BENEFIT PRO-
GRAMS AT THE OPTION OF THE UNION.
All Operators and Oilers on equipment with booms of eighty (80)
to one hundred (100) feet, including jib and pile driving rigs
with hammer leads of eighty (80) to one hundred (100) feet, shall
receive fifteen cents (15c) per hour pay in addition to the regular
rate of pay. Thereafter, they shall receive an additional twenty
cents (20c) per hour pay additional to the regular rate of pay
for each additional twenty (20) feet of boom or portion thereof,
including jib, up to two hundred (200) feet; thereafter, the oper-
ator shall receive one dollar and fifty cents ($1.50) per hour in
addition to his regular rate of pay, which shall include the above
mentioned long boom rate; and the Oiler shall remain at the two
hundred (200) foot rate. The rate of pay established by this
paragraph shall become the base rate for the entire shift.
Operators on Tandem -type equipment, excluding compaction units,
shall receive an additional one dollar ($1.00) per hour in addition
to the regular rate and this shall become the base rate for the
entire shift.
Operators on Tower Crane equipment shall receive an additional
forty-five cents (45c) per hour in addition to the regular rate
and this shall become the base rate for the entire shift (long
boom pay does not apply).
Operators on hoists with three- (3) drums shall receive fifteen
cents (15c) per hour additional pay to the regular rate of pay.
For each additional drum, he shall receive an additional fifteen
cents (15c) per hour. The additional pay shall be added to the
regular rate and become the base rate for the entire shift.

working rules.
