RESOLUTION OF THE CITY OF NATIONAL CITY REQUESTING
IMMEDIATE LEGISLATIVE ACTION TO REGULATE THE OIL
INDUSTRY AND TO FUND, RESEARCH AND DEVELOP
ALTERNATIVE FUELS
WHEREAS, the so-called "oil shortage" is a serious
threat to the social and economic well being of all the
citizens of the United States; and
WHEREAS, it appears that the failure of the Federal
Government to anticipate oil shortages was, in part, based
upon a lack of reliable information concerning reserves,
production and refining practices of the oil industry; and
WHEREAS, it appears that a few large oil companies
control the production, refining and distribution functions
of the oil industry; and
WHEREAS, there is evidence that the oil industry
has pursued practices aimed at increasing their economic
returns and with insufficient regard to the public welfare;
and
WHEREAS, President Nixon has publicly asked for
suggestions by the public for ways and means of dealing with
the "energy crisis",
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY AS FOLLOWS:
It is the recommendation of the City Council of the
City of National City as follows:
1. The oil industry should be placed under the
control of a new regulatory agency and regulated
as a public utility so as to serve the public interest.
2. Legislation should provide for a governmental
right of access to information concerning oil explora-
tion, reserves, refining capacities and other factors
which bear upon the public interest in assuring adequate
future oil supplies.
3. The single ownership or control by oil companies
of the supply, refining and distribution functions must
be eliminated.
4. The Federal Government should regulate the
design and production of all internal combustion
engines.
5. The Highway Trust funds must be utilized for
the development and improvement of mass transit
and for research into alternative fuel sources
and more efficient utilization of existing fuel
sources.
BE IT FURTHER RESOLVED that copies of this Resolution
shall be forwarded to the President of the United States,
California Senators Cranston and Tunney, Governor Reagan,
members of the State Legislature and United States Congressman
Lionel Van Deerlin.
