HomeMy WebLinkAboutCC RESO 11,027RESOLUTION NO. 11,02.7 RESOLUTION AUTHORIZING EXECUTION OF CONTRACT BETWEEN CITY OF NATIONAL CITY AND WESTEC SERVICES BE IT RESOLVED by the City Council of the City of National City, California that the City Manager is hereby authorized to execute an agreement between the City of National City and Westec Services for the preparation of an Environmental Impact Report for the Public Works Facility for an amount not to exceed $1,400.00. The analysis will assemble available data and provide assess- ments of the probable short-term and long-range effects of the project, as well as any measures to mitigate impacts. The analysis will be addressed to: 1. Biological impacts with regard to vegetative cover and wildlife, endemic and endangered species and other flora and fauna related assessments. 2. Physical impacts dealing with: a. b. c. Water quality effects Air quality effects Geologic and soils conditions 3. Human environmental impacts on the project related to: a. b. c. d. e. f. Traffic Noise Effects on public facilities and services Any archaeological or historic resources Aesthetic and visual characteristics Socio-economic factors Mr. Cleo Osborne April 12, 1973 Page 2 The impact analysis will follow the format and ordinances adopted by the City of National City to implement the California Environmental Quality Act of 1970 and State of California Environmental Impact State- ment Guidelines adopted on February_.5, 1973. A draft report in the amount of 2 copies can be provided two weeks after an agreement to per- form the work is signed. 'Thereafter., when the review is complete and comments are received, 20 copies of the final environmental impact report will be provided in five working days. Program Responsibilities WESTEC Services, Inc. will be responsible for the preparation of the environmental impact analysis with David L. Parkinson serving as study director. Our performance of the analysis will be dependent on timely provision of site plans, project data, soils -geologic reports, engineering studies and other available information concerning the project. The objective of our work will be a complete and comprehensive analysis of the environmental impacts of the proposed maintenance yard project. Our experience has indicated that areas of potential environ- mental concern may be found and that it will be necessary to work closely with your staff to determine measures to mitigate these problems. Fees We estimate that our total fee for the services outlined above will be in the range of $1,400.00 and we will not exceed this cost without specific authorization from the City. We propose to be compensated on a time and material basis with progress payments as follows: Delivery of draft report - $700.00 We will invoice the City for the remainder of the charges upon submission of the final report and upon an accounting of the total costs incurred. The fee quoted would cover costs involved in completing the assign- ment with the submission of the environmental impact report to the City of National City. Any follow-up assignments related to presentations or reviews with public bodies could be best provided for in a mutually acceptable supplemental agreement. If potentially significant environ- mental problems are encountered during the course of the analysis such as discovery of an endangered species of flora or fauna on the property we will indicate the nature of the problem to you and provide a specific__ recommendation for any additional courses of action that may be necessary to provide a full analysis of the problem and measures to mitigate against it.
