RESOLUTION APPROVING AMENDMENT TO THE GENERAL PLAN
TO ESTABLISH PROCEDURES FOR INITIATING AMENDMENTS
TO THE GENERAL PLAN AND ANY SPECIFIC PLAN
BE IT RESOLVED by the City Council of the City
of National City that amendment to the General Plan to es-
tablish procedures for initiating amendment to the General
Plan and any Specific Plan is haeby approved by adding to
Page 8 thereof a new paragraph 6 as follows:
6. Amendments to the General Plan and Specific
Plans
a. Purpose
The General Plan Map, General Plan and any
Specific Plan may be amended whenever public necessity,
general welfare, convenience, or sound planning prin-
ciples require, in the manner prescribed in Section
65350 through 65360, and 65500 through 65506 of the
Government Code of the State of California.
b. Initiation of. Amendment
Amendments to the General Plan Map, General
Plan, or any specific Plan may be initiated by:
(1) Resolution of Intention of the City
Council.
(2) Resolution of Intention of the PLan-
ping Commission.
c. Application for Amendment
Any person desiring to initiate a change
in the General Plan Map, General Plan, or any Specific
Plan shall address his request, on a form prescribed
by the Planning Commission, to the City Planning Com-
mission which shall consider the request at a regular
meeting within 30 days of receipt of such a request,
shall fix the date at which the request will be pre-
sented to the Planning Commission and inform the appli-
cant thereof not later than 10 days prior to such meeting.
d. ActWon of Planning Commission
The Planning Commission shall, in its sole
discretion, determine whether or not to initiate any
amendatory proceedings as requested by such person.
e. Fee
In the event that the proposed amendment
to the General Plan shall be requested by a private
citizen, no steps shall be taken to hold any hearings
on such proposed amendment until said person has deposited
with the city a sum equal to the estimated cost of making
such amendment, but in no event less than $100..00.
