RESOLUTION IN SUPPORT 'OF ASSEMBLY BILL 1409 AND
ASSEMBLY BILL 1410 REQUIRED FOR RIGHT-OF-WAYS
IN THE FLOOD CONTROL CHANNEL, SWEETWATER RIVER
WHEREAS, The United States Government has, under
authority of Public Law 90-483, approved August 13, 1968,
undertaken design and construction of a flood control pro-
ject in San Diego County, California, known as the Sweetwater
River Flood Control Project; and
WHEREAS, the California Water Code, Sections 12745
and 12745.1 adopted and authorized said Project and authorized
reimbursement to the County of San Diego for the cost of lands,
easements and right-of-ways for the Project after Congress has
appropriated funds for the construction of the Project; and
WHEREAS, on October 5, 1971, the President signed
the appropriations bill designated as Public Law 92-134 which
included $200,000 for the start of construction of the Project;
and
WHEREAS, since December 1971 the Department of Water
Resources has been advancing reallocation funds to the County
of San Diego to repay the California Division of Highways for
right-of-ways acquired for the Project; and
WHEREAS, in April 1973 the Department of Water
Resources advised the County that pending claims amounting to
approximately $400,000 were approved for payment but, as State
Flood Control Subvention Program funds have been exhausted,
payment of the approved amounts will be delayed until additional
funds are available; and
WHEREAS, Assembly Bills Nos. 1409 and 1410 have been
introduced on April 23, 1973, and referred to the Committee
on Water; NOW THEREFORE BE IT RESOLVED, that the City Council
of the City of National City, State of California, does hereby
support the passage of the aforementioned Assembly Bills Nos.
1409 and 1410 by the respective branches of the State Legislature;
and
BE IT FURTHER RESOLVED, that the City Clerk of
the City of National City is hereby authorized to forward
a copy of this resolution to the City's legislative repre-
sentative in Sacramento for distribution to the appropriate
committees of the Senate and Assembly and to such members
of the administrative branch of the government as the City's
legislative representative may deem proper.
