HomeMy WebLinkAboutCC RESO 11,235RESOLUTION NO. 11,235 RESOLUTION OPPOSING PARTS OF THE COMPREHENSIVE PLANNING ORGANIZATION "INITIAL COASTLINE STUDY AND PLAN" WHEREAS, the Comprehensive Planning Organization has prepared an "Initial Coastline Study and Plan', and WHEREAS, the same has been studied by the Planning Department of the City of National City for determination of compatibility of the plan with the official General Plan of the City of National City and various policy positions taken by the City Council of National City, and WHEREAS, the Planning Department of National City has found various inconsistencies between::the "Initial Coast- line Study and Plan" and the plans and policies of the City of National City; NOW, THEREFORE., the City Council of the. City. of National City resolves as follows: 1. City Council supports the intent and purpose of a "Coastline Plan." 2. City Council recommends that any "Coastline Plan" be prepared and adopted in such a way that the same can be convertible to a "Coastal Plan" pursuant to Proposition 20. 3. That Comprehensive Planning Organization magnify the "land use management" phase of the Plan to realistically deal with a total spectrum of land use types that would treat industrial, commercial and recreational questions with the same emphasis as the pro -open space/anti-residential concern now evidenced by the overall tenor of the Plan. 4.. City Council strongly opposes any "mor.atorium" or "freeze" on coastal development within the metropolitan area (San Diego Bay). 5. That the City Council strongly opposes Policy #22 as being inconsistent with the policy of,.the Council in prosecuting the development of the Paradise Marina project in the City of National City. 6. Policy #38 should bemodified to remove the power of the Comprehensive planning Organization to an advisory service only. 7. City Council strongly opposes the "specific recommendations for local coastal jurisdictions" contained in pages 68 through 72 of the Plan, specifically: (a) Policy #2; (b) Policy #8; (c.) Policy #9; as being inconsistent with the previously announced goals of the City of National City for the development of the City. PASSED AND ADOPTED this ATTEST: 4th day of December, 1973.
