PLANNING ORGANIZATION "INITIAL COASTLINE STUDY
AND PLAN"

line Study and Plan" and the plans and policies of the City

3. That Comprehensive Planning Organization magnify
the "land use management" phase of the Plan to realistically
deal with a total spectrum of land use types that would treat

now evidenced by the overall tenor of the Plan.

or "freeze" on coastal development within the metropolitan
area (San Diego Bay).
5. That the City Council strongly opposes Policy
#22 as being inconsistent with the policy of,.the Council in
prosecuting the development of the Paradise Marina project
in the City of National City.

power of the Comprehensive planning Organization to an advisory
