RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT
BETWEEN THE CITY OF NATIONAL CITY AND THE NATIONAL CITY JAYCEES
BE IT RESOLVED. by the City Council of the City of
National City, California, that the Mayor is hereby auth-
orized and directed to execute, and the City Clerk is auth-
orized to attest, that certain "CONTRACT BETWEEN. THE CITY
OF NATIONAL CITY AND NATIONAL CITY JAYCEES.."

CONTRACT BETWEEN CITY OF NATIONAL CITY
AND
NATIONAL CITY_ JAYCEE'S
THIS AGREEMENT, made and entered into as of the
10th day of October, 1972, by and between the City of National
City, California, a municipal corporation, in the County of
San Diego, State of California, hereinafter designated as City
and National City Jaycee's, an association, hereinafter
designated as Jaycees.
WITNESSETH:
WHEREAS, The purpose of the Jaycees is to provide
leadership training for its members through community service.
WHEREAS, The purpose of the Junior Miss Pageant is a
Nation wide program to recognize, reward and encourage excel-
lence in our young people. Jaycees have annually, since 1966,
selected an Outstanding Sweetwater High School senior girl from
the many who have sought this title. National City's local
winners advance to the California pageant which determines the
candidate for the National Crown. The Junior Miss Pageant is
not a Beauty Contest but judging standards are high. All levels
of judging (Local, State, and National) are based on scholastic
ability, poise, and appearance, youth fitness, creative and per-
forming art, awareness, perception, ability in human relations
and contribution to family, community and church.
• WHEREAS, The purpose of the Miss National City contest
is to select a City representative for the Annual Fairest of
the Fair Contest.and to provide an official representative of.
National City at appropriate functions. The Miss National
City Pageant judges its winner on beauty, personality and
character.
WHEREAS, That as a result in years past, Jaycee's has
performed certain services for city for such purposes and has
supervised certain phases of the work necessary to conduct such
activities and programs, and the City Council does further find
and does hereby determine that the expenditure of the sum of
$1500.00 for the conducting of such activities and program is
proper for the purposes herein above set forth.
NOW, THEREFORE, it is mutually agreed as follows:
1. That Jaycee's shall use its special knowledge
and experience in carrying out such activities and programs,
and City agrees to pay the Jaycees the sum of $1500.00 (fifteen
hundred dollars) subject to the terms, conditions and restrictions
imposed by this agreement.
2. Jaycee's covenant and agree that it shall expend
from the fund paid to it pursuant to this agreement not more
than the sum of $750.00 total for the Miss National City Contest.
Jaycees further agree to promote the youth in our community
and promote the general welfare of said City and will publicize
and advertise National City.
3. City agrees to pay Jaycees in two equal installments
of $750.00 each. First installment in October 1972 for the
Junior Miss Pageant to be held December 1972 and a second in-
stallment in February 1973 for Miss National City Contest to
be held in April 1973. All such sums paid to be substantiated
by itemized statement of money actually spent or liabilities
incurred by Jaycees pursuant to this contract.
4. That the term of this agreement shall expire on
April 30th, 1973.
5. That it is hereby mutually agreed that no part of
any money paid by the City to Jaycees shall ever be used to
pay any part of the salaries of its officers.
.6. That on or before the first day of each month
during the term of this agreement, beginning with November lst,
1972, Jaycees shall submit to the City a report giving details
of the steps taken by Jaycees to car.Ly out the purposes herein -
above set forth, an evaluation of the results of such activities
and programs and further setting forth bills itemized in detail
showing the expenditures made and work done with the sums pro-
vided by City to Jaycees pursuant to this agreement.
7. It is distinctly understood and agreed that Jaycees
shall not be entitled to receive any compensation for its own
services in conducting said program, and that the entire sum
paid Jaycees by City pursuant to this agreement shall actually
be paid out by Jaycees for the sole purpose of conducting the
activities and programs hereinabove defined.
IN WITNESS WHEREOF, said City has caused this agree-
ment to be executed by its Mayor and attested by its City Clerk
and Jaycees has caused this agreement to be executed by its
President and its Secretary thereto duly authorized.
