RESOLUTION ADOPTING INTERIM OPEN SPACE
PLAN FOR SUBMISSION TO SECRETARY OF STATE.
OF CALIFORNIA RESOURCES AGENCY
BE IT RESOLVED that upon recommendation of the
Planning Commission of the City of National City, the. City
Council hereby approved and adopts the Interim Open Space
Plan as being in accordance with the laws of the .State of
California, which plan is attached hereto as Exhibit "A"
and incorporated herein by reference as if fully set forth
hereinafter and directs the Planning Director of the City
of National City to transmit the same to the SEcretary of
the State of California Resources Agency.

1972.

Preeerve oven space as necessary to conserve natural ral resources
including, but not limitej to the following:
areas required for the preservation of plant and animal lif .,
including habitat for fish and Wildlife species;
areas required for ecological and other scientific study pur-
poses:
rivers, streams, bays and estuaries;
and coastal beaches, lakes?ores, banks of rivers and strea.ns,
and Watershed lairds.
2. Preserve open space as necessary to maintain managed production. of ces
including but not limited to the following:
(a) forest lands, range land, agricultural lands and areas of
economic importance for the production of food or fiber;
(b) areas required for recharge of ground water basins;
(c) bays, estuaries, marshes, rivers and streams which are important
for the management of commercial fisheries;_
(d) areas containing major mineral deposits, including those in
short supply.
3. 'Preserve -open space as necessary to provide adequate outcoor recreation
including but not limited to the following:
(a) areas of outstanding scenic, historic and cultural value;
(b) areas particularly suited for park and recreation purposes,
including access to la'keshores, beaches, and rivers and streams;
(c) and areas which serve as links between major recreation and
open space reservations, including utility easements, banks of
rivers and streams, trails, and scenic highway corridors.
4. Preserve open space as necessary to protect public health and safety
including, but not limited to the following:
(a) areas which require special management or regulation because
of hazardous or special conditions,aftecting public health,
including areas required for the protection of water quality
and water reservoirs and areas required for the protection
and enhancement of air quality.;
(b) and areas which require special management or regulation
because of hazardous or special conditions affecting public.
safety including earthquake fault zones, unstable soil arc,,
floodplains, watersheds and areas presenting high fire risks.

maintain a proper balance of local and regional open space;
endeavor to make open space areas more accessible to the public;
(e) pru:,:ote tourism by preserving recreational and scenic open spaces;

enhance the tax base by preserving open space as an environmental
amenity;
(g) encourage open space use of military lands where such use does
not conflict with defense activities;
(h) establish means whereby- open space lands are protected from de-
velopment (open space should not be considered a -reserve to be
drawn upon for other public uses);
(i) to determine open space deficiencies[, to determine how ntich land
will satisy future needs; and to determine which lands should be
preserved;
(j) establish means to control ,uses bordering on open space lands;
(k) create or restore open space in areas where redevelopment is
occurring;
(1) identify specific projects and matters of concern to later be
made part of community action programs. Reference is made to
the attached "Preliminary Outline".

Explore methods of land acquisition and prepare a summary of Federal
funding programs for land acquisition
Prepare a draft cony of the "Open Space Plan"
Prepare a draft copy of the "Open Space Zoning Ordinance" consistent with
the "Open Space Plan"

Present the tentative Open Space Plan and Open Space Zoning Ordinance to
National City Citizen's Advisory Croup and the Park and Recreation Committee
for inputs and discussion
First revision of the plan as necessary
FEBRUARY, 1973
February.26, 1973:
Submit tentative Open Space Plan and Open Space Zoning Ordinance to the
Planning Commission for hearing
Second revision of the Plan as IIecessary
