RESOLUTION GRANTING A RESIDENTIAL PLANNED DEVELOPMENT
PERMIT PURSUANT TO ORDINANCE 1077
(No. 43 - 3120 Sweetwater Road, Lear
Land Corporation)
The City Council of the City of National City,
California, does hereby find, determine, order and resolve
as follows:
1. At a regular meeting of the City Planning Com-
mission on May 8, 1972, said Commission unanimously adopted
a recommendation that the owner of the real property known
as 3120 Sweetwater Road, and more fully described in Exhibit
"A" attached hereto and made a part hereof as though set
forth in full, be granted a Residential Planned Development
Permit upon the conditions hereinafter stated:
2. That the City Council has received the recom-
mendation of the Planning Commission, and after full and
complete consideration of said recommendation hereby grants
a Residential Planned Development Permit to construct a
56-unit apartment complex subject tothe following terms and
conditions:
(1) That prior to the issuance of a building
permit by the Department of Building and Housing, the property
owner shall first:
a. File with the Planning Department an
acknowledgment in writing stating that he is cognizant of all
conditions as hereinbelow set forth and agrees to accomplish
same, except as otherwise provided for, prior to the issuance
of a certificate of occupancy for any unit by the Housing
Division, Department of Building and Housing, City of National
City. (Acceptance form available from the Planning Department.
b. Submit to, and have approved by, the
City Engineer of the City of National City, structural speci-
fications of bridge spanning the drainage channel.
c. Adequate provisions shall be confirmed
for connecting this project to the City sewer system.
(2) The concrete drainage channel as indicated
on the plans at northerly and northeasterly sides of parcel
shall be constructed in accordance with the following dimen-
sions: Depth - 4.0 feet; Slope of Sides 1.5 to 1; Width
at Base - 12.0 feet. (Construction details to be approved
by City Engineer prior to installation.)
(3) Northerly twenty-one feet (21') of said
parcel shall be dedicated for the widening of Sweetwater Road.
(4) A brow ditch shall be constructed at the
westerly and southwesterly perimeters of subject parcel. Brow
ditch to slope to the north and drain into channel. (Construct-
ion details to be approved by City Engineer prior to installa-
tion.)
(5) A solid fence or wall, six (6) feet in height,
or combination six (6) foot high chain link fence and evergreen
hedge, maintained at a height of six (6) feet, shall be installed
along the westerly, southwesterly, south and easterly property
lines of said parcel, excepting therefrom those areas along the
easterly property line where parking or vehicular circulation
is adjacent, a solid wall or fence, 6° in height will be required.
(6) Off-street parking areas and areas surfaced
for vehicular access, except driveway approaches on public
property, shall be surfaced with a minimum four -inch (4") thick
portland cement concrete or paved with minimum three-inch (3")
thick asphalt surfacing or minimum two-inch (2") thick asphalt
surfacing over four -inch (4") base of compacted material ap-
proved by the City Engineer. All such paving shall thereafter
be properly maintained.
a. All parking sites shall be striped for
a minimum width of nine (9) feet, except where perpendicularly
adjacent to a fence, wall or other obstruction, where three
(3) feet shall be added to the width.
b. All parking sites shall be sloped to
drain with a maximum grade of two (2) percent.
c. Parking sites shall be installed and
maintained at a ratio of 1.3 spaces per one -bedroom unit, and
1.5 spaces per two -bedroom unit. (81 spaces required.)
d. Parking lots shall drain northerly
into channel.
(7) Private Fire Hydrants shall be provided
at locations approved by the Fire Marshal. (One 2-1/2" and
one 4" outlet - Minimum flow 750 G.P.M. each hydrant.)
a. Fire lanes shall be a minimum width of
fifteen feet (1.5') with a minimum turning radius of 30.feet
and surfaced as recommended by the Fire Marshal.
b. Fire lane shall be chain barricaded in
a manner approved by the Fire Marshall.
(8) Site Development shall be in accordance
with the plans filed in the Planning Department.
(9) Maximum ratio of fill slopes shall be 2 to
1. (3. to 1 preferable.)
a. All slopes shall be plantedand provided
with a permanent underground sprinkler system.
b. Maximum ratio of slope for grass banks
shall he 4 to 1.
(10) All areas allocated as useable open space
not otherwise surfaced for walk -ways or improved useable open
space shall be landscaped and provided with a permanent under-
ground irrigation system.
a. All slopes shall be adequately planted
and maintained to minimize the possibility of erosion, and
provided with a permanent underground sprinkler system.
(11) Tot lots shall be enclosed within a fence
a minimum height of three feet (3'). Said area shall be sur-
faced with grass and provided with play apparatus.
(12) Pedestrian walkways providing access to
dwelling units, parking areas, and service areas shall be a
minimum width of 36 inches.
(1.3) A minimum of. three. (3) enclosedtrash areas
shall be provided not more than 250 .fee.t from the farthest unit,
and permanently maintained.
(14) All vehicular access areas, parking areas,
and pedestrian walkways that provide access to dwelling units
shall be lighted.
a. All lighting shall be so shaded and ad-
justed as to fall only upon those properties on which said
light source is located, and further shaded to screen the
windows of habitable rooms from the direct rays of light.
(15) A detailed landscape and irrigation plan
shall be submitted to and approved by the Director of Parks
and Recreation prior to installation.
a. Trees, approved as to number, type,
size and specie, by the Director of Parks and Recreation, shall
be installed along Sweetwater Road frontage.
(16) The drainage channel shall be completely
enclosed within a six foot (6') high chain link fence.
(17) All distribution and communication utilities
and facilities within the boundaries of this Planned Development
shall be underground.

EXHIBIT "A"
All that portion of the Northerly One -Third of Lots 5 and
8, in Quarter Section 99, of L. W. Kimball's Subdivision
of parts of Quarter Sections 98, 99, 110 and 111 of the
Rancho de la Nacion, in the County of San Diego, State of
California, according to the Map thereof No. 63, filed in the
office of the County Recorder of San Diego County, May 11,
1885, together with a portion of the Southwesterly Quarter
of Quarter Section 100 of Rancho de la Nacion, in the County
of San Diego, State of California, according to the map
thereof No. 166 made by Morrill, filed in said County Recor-
der's office, said property being described as a whole as
follows:
Commencing at the Northwesterly corner of said Quarter
Section 99, being also the Southwesterly corner of said
Quarter Section 100; thence Southerly along the Westerly
line of said Quarter Section 99, a distance of 440.01 feet
to the Southwesterly corner of the Northerly One -Third of
said Lot 8; thence Easterly along the Southerly line of said
Northerly One-Third,464 feet to the true point of beginning;
thence Northerly parallel with the Westerly line of said
Quarter Section, 440 feet more or less to its intersection
with the common line between said Quarter Sections 99 and 100;
thence North 19° West along a line parallel with the Westerly
line of said Quarter Section 100, to the Northerly line of a
portion of said Quarter Section conveyed to C. C. Inskeep by
deed dated January 18, 1911 and recorded in Book 506, page
466 of Deeds, said Northerly line being along the center line
of a 40 foot County Road; thence North 88° 38' East along said
Northerly line, 210 feet more or less to an angle point there-

the Northerly line of Bonita Vista No. 2 according to the Map
thereof No. 3236 filed in the Office of the Recorder of said
San Diego County May 25, 1955, a distance of 822.85 feet to the
Northeast corner of Lot 23 of said Bonita Vista No. 2, being
the true point of beginning of the herein described line; thence
North 55° 20';West 242.67 feet; thence North 8° 25' 30" West
to the Northerly line of the above described property.
