RESOLUTION ESTABLISHING EUCLID AVENUE UNDERGROUND
UTILITY DISTRICT NO. 3
WHEREAS, there is located in the City of National
City an area along a roadway known as Euclid Avenue from the
center line of 22nd Street South to a point 500 feet southerly
of the southerly line of 24th Street, which area is described
on Exhibit "A" attached hereto, which exhibit is hereby
incorporated herein, and
WHEREAS, said district consists of developed urban
property now being served with public utilities, and
WHEREAS, it appears to be in the public interest,
convenience, necessity and general welfare that all new
public utilities within said district be required to be
constructed, installed and thereafter maintained underground,
and
WHEREAS, it appears to be in the public interest,
convenience, necessity and general welfare that all existing
public utilities within said district be converted to under-
ground installations;
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of National City as follows:
1. That this Council finds and determines that it
is in the public interest, convenience, necessity and general
welfare that all public utilities hereafter constructed, in-
stalled, operated and maintained within an area described on
Exhibit "A" attached shall be placed underground pursuant to
agreement between the City of National City, developer, sub-
divider or individual owner and the respective utility company.
2. That this Council finds and determines that it
is in the public interest, convenience, necessity and general
welfare that all public utilities heretofore constructed,
installed, operated and maintained within an area described
on Exhibit "A" attached shall be converted to underground
installations pursuant to agreement between the City of
National City, developer, subdivider or individual owner and
the respective utility company; provided, however, that a
program of installation shall require as follows:
a. The construction of the underground system
shall be in accordance with plans and specifications approved
by the utility company concerned and subject to inspection by
said company, which company shall be required to sign the plans
prior to submission to the City.
b. All street lights within said designated
area shall be of an ornamental nature and of the type approved
by the City Engineer, and shall be wired for underground service.
3. Any electric transmission lines of 60 KV, and
over, placed overhead within said area shall be installed
along such routes as shall be planned by the utility, but
placement of such addition of overhead electric transmission
lines shall insofar as possible be limited to such locations
which are hidden from view and which do not conflict with
the underground utility appearance of the area.
4. Temporary extensions of overhead facilities along
and across undeveloped property shall be permitted only upon a
demonstration to the satisfaction of the City Manager that an
immediate undergrounding of the proposed extensions would en-
tail an unnecessary and wasteful duplication of future under-
ground facilities which will be required to serve additional
surrounding areas within the near future.
5. Nothing stated in this resolution shall in any
way modify, alter, waive, diminish or terminate any rights
the City or the utility company has.
