HomeMy WebLinkAboutCC RESO 10,697i RESOLUTION NO. 10,697 RESOLUTION GRANTING A RESIDENTIAL PLANNED DEVELOPMENT PERMIT PURSUANT TO ORDINANCE 1077 (3306 Plaza Boulevard, Arnbro Corporation) The City Council of the City of National City, California, does hereby find, determine, order and resolve as follows: 1. At a regular meeting of the City Planning Com- mission on May 22, 1972, said Commission unanimously adopted. a recommendation that the owner of the real property known as 3306 Plaza Boulevard, and also known as Lot 5 0. D. Arnold Estates, Unit No. 1 according to Map No. 3700, be granted a Residential Planned Development Permit upon the conditions hereinafter stated. 2. That .the City Council has received the recommendation of the 'Planning Commission, and after full and complete consider- ation of said recommendation hereby grants. a Residential Planned Development Permit to construct a 15-unit apartment . complex subject to the following terms and conditions: A. Prior to the issuance of a building permit by the Department of Building and Housing, the property owner shall first. (1) File with the Planning Department an.acknow- ledgment in writing stating that he is cognizant of all conditions as hereinbelow set forth and agrees to accomplish same, except as otherwise provided for, prior to the issuance of a certificateof occupancy for any unit by the Housing Division, Department of Building and Housing, City of National: City. (Acceptance form available from the -Planning Depart- ment.) (2) Resolve the matter of using untreated redwood embedded in the ground and supporting a permanent structure (retaining wall) with the Department of Building and Housing. B. Site development,.including building arrangement, landscaping and irrigation, exterior lighting, parking and pedestrian access, shall be installed in accordance with the plans on file in the Planning Department.: C. Maximum ratio of fill slopes shall be 2 to 1 or as approved by the City Engineer based upon a qualified soils report. D. Maximum ratio of slope for grass banks shall be 4 to 1. E. Off-street parking area and driveway, except driveway approach,shall be surfaced with minimum four inch (4") thick Portland cement concrete or paved with minimum three inch (3") thick asphaltic .surfacing or minimum two inch (21') thick asphalt surfacing over four inch (4") base of compacted material approved by the City Engineer. All such paving shall thereafter be properly maintained. F. All open parking sites shall be adequately striped.. G. All parking sites shall be sloped to drain with a maximum grade of two percent (2%). H. Parking sites shall be installed and maintained at a minimum ratio of 1.5 spaces per living unit. (23 spaces) I. An enclosed trash area shall be provided and perman- ently maintained. J. All. vehicular access areas, parking areas, and pedes- trian walkways that provide access to dwelling units shall be. lighted. K. All lighting shall be so shaded and adjusted as to fall only upon those properties on which said light source is located, and further shaded to screen the windows of habitable rooms from the direct rays of light. L. A building permit shall be obtained within a period of time not to exceed sixty (60) days from date of City Council adoption of resolution granting Planned Develop- ment Permit No. 45. PASSED AND ADOPTED this 20th day of Ju
