HomeMy WebLinkAboutCC RESO 10,747RESOLUTION NO. 10,747 RESOLUTION AUTHORIZING EXECUTION OF CONTRACT FOR PARKWAY TREES BE IT RESOLVED by the City Council of the City of National City, California that the Mayor is hereby auth- orized and directed to execute, and the City Clerk is auth- orized to attest, that certain "CONTRACT BETWEEN THE CITY OF NATIONAL CITY AND WILLIAMSON, MORRIS & PAIGE. PASSED AND ADOPTED this 25th day of July, 1972. ATTEST: AGREEMENT THIS AGREEMENT, made and entered into this 25th day of July , 1972, by and between the CITY OF NATIONAL CITY, State of California, (hereinafter called the CITY), and WILLIAMSON, MORRIS & PAIGE, (hereinafter called PARK PLANNER). WITNESSETH: WHEREAS, the CITY intends to provide a program for the control and development of street tree improvements for the CITY; and WHEREAS, it will be necessary to review and evaluate existing street tree plantings, physical restrictions and basic service requirements and further, to develop typical design concepts, recommend amendments to the Street Tree Ordinance, and obtain recommendations for implementing and financing a complete Street Tree Improvement Program; and WHEREAS, the PARK PLANNER has signified his willingness to -provide the consulting and landscape architectural work in connection therewith; NOW, THEREFORE, the CITY and the PARK PLANNER, for the considerations hereinafter named, agree as follows: 1. PARK PLANNER'S SERVICES. The PARK PLANNER agrees to perform professional services in accordance with public laws, ordinances and regulations applicable to the work to be per- formed, and as hereinafter set forth. The services to be rendered by the PARK PLANNER shall consist of such services as are customarily rendered, shall meet the standards of the pro- fession, and shall specifically include the followiing: Preliminary Stages a. 'Allnecessaryconsultations and conferences with employees and other representatives of the CITY to develop, prepare and evaluate project scope, proposed solutions, problem areas and work schedules, in accordance with the proposal heretofore submitted/ - to the CITY by the PARK PLANNER. b. Training of CITY Staff members, and furnishing of necessary forms and general supervision for a CITY performed inventory of existing street tree plant- ings, landscape resources, parkway and median in- formation as may affect the design or development of a street tree program. The CITY shall provide necessary personnel to accomplish such inventory. c. Review and evaluation of existing plant materials and their growth habits within the various micro - climatic conditions existing within National City. Upon completion of such review and evaluation, the PARK PLANNER will provide such information as it has obtained thereby, in writing, to the CITY. d. Preparation of preliminary design concepts, includ- ing written analysis, maps and drawings, where appropriate, for the four most typical parkway conditions for review and evaluation by CITY Staff and Advisory Committee. e. Preparation of final design concepts to meet needs of existing conditions and problem areas with specific recommendations on new developments, includ- ing written analysis, maps and drawings, where appropriate. -2- Development of recommended tree groupings, includ- ing maintenance and replacement schedules. Draft of recommended amendments to the Street Tree Ordinanace. Narrative report, in writing, outlining methods of implementation, including recommendations to improve volunteer maintenance of trees and parkways. Such report shall reflect the PARK PLANNER'S full study and analysis and shall be accompanied by appropriate maps and drawings. Review and recommendations on methods of financing installation of parkway, median and beautification improvements with particular attention to commercial and primary entrance areas. Total services shall include provision of one set of colored renderings suitable for public display, ten (10) copies of the narrative report and a maximum of four visitations for presentation of preliminary and final reports to elected and/or citizen groups exclusive of visits required to perform actual work. -2. :EXTRA SERVICES. No extra services shall be rendered he PARK PLANNER under this agreement unless such extra 4es shall first be authorized by order of the CITY. ASSIGNMENT ITED. The PARK PLANNER shall not assign its obligations or interest under this assignment to any other person or persons except by written consent of the CITY.
