RESOLUTION GRANTING A RESIDENTIAL PLANNED DEVELOPMENT
PERMIT PURSUANT TO ORDINANCE 1077
(No. 49 - 22 Unit Apartment Complex at 2227 East Sixteenth
Street - Robert Harvey)
The City Council of the City of National City,
California, does hereby find, determine, order and resolve
as follows:
1. At a regular meeting of the City Planning Com-
mission on July 31, 1972, said Commission unanimously adopted
a recommendation that the owner of the real property known
as 2227 East Sixteenth Street and more fully described in
Exhibit "A" attached hereto and made a part hereof as though
set forth in full, be granted a Residential Planned Development
Permit upon the conditions hereinafter stated.
2. That the City Council has received the recommenda-
tion of the Planning Commission, and after full and complete
consideration of said recommendation hereby grants a Residential
Development Permit to construct a proposed 22-Unit Apartment
Complex subject to the following terms and conditions:
a. Prior to the issuance of a building permit
by the Department of Building and Housing, the property owner
shall first:
(1) File with the Planning Department an
acknowledgment in writing stating that he is cognizant of all
conditions as hereinbelow set forth and agrees to accomplish
same, except as otherwise provided for, prior to the issuance
of a certificate of occupancy for any unit by the Housing
Division, Department of Building and Housing, City of National
City. (Acceptance form available from the Planning Department.)
b. Site development shall be in accordance with
the plans filed in the Planning Department.
c. Maximum ratio of fill slopes shall be 2 to 1,
or as approved by the City Engineer based upon a qualified soil
engineer's report.
(1) All slopes shall be planted and pro-
vided with a permanent underground sprinkler system.
(2) Maximum ratio of slope for grass banks
shall be 4 to 1.
d. All areas allocated as useable open space
not otherwise surfaced for walkways or improved useable open
space shall be landscaped and provided with a permanent under-
ground irrigation system.
(1) All slopes shall be adequately planted
and maintained to minimize erosion, and provided with a perm-
anent underground sprinkler system.
e. Areas surfaced for off-street parking and
vehicular access, except driveway approaches on public property,
shall be surfaced with a minimum of four (4) inch thick Port-
land cement concrete or paved with minimum three (3) inch thick
asphalt surfacing or minimum two (2) inch thick asphalt sur-
facing over four (4) inch base of compacted material approved
by the City Engineer. All such paving shall thereafter be
properly maintained.
(1) All parking sites shall be sloped to drain
with a maximum grade of two (2) per cent, and installed, striped,
and maintained in accordance with City Ordinance No. 1306.
f. All vehicular access areas, parking areas,
and pedestrian walkways that provide access to dwelling units
shall be lighted.
g. A detailed landscape and irrigation plan
shall be submitted to and approved by the Director of Parks
and Recreation prior to installation.
h. Compliance with all conditions as herein -
above set forth prior to the issuance of a certificate of
occupancy for any unit.

being a portion of 80 acre Lot 2 in Quarter
Section 129 of the Rancho de la Nacion, in
the City of National City, County of San
Diego, State of California, according to
the Map thereof by Geo. S. Morrill No. 166,
filed in the office of the County Recorder
of said San Diego County, described as
follows:
Beginning at the Southwesterly corner of
said Southeasterly Quarter of Quarter Section
129; thence Easterly along the center line of
16th Street, being also the Southerly line of
said Quarter Section, a distance of 866 feet
to the TRUE POINT OF BEGINNING; thence at
right angles Northerly, a distance of 378
feet; thence Westerly and parallel with the
Southerly line of said Quarter Section, a
distance of 140 feet thence at right angles
Northerly, a distance of 282 feet; thence
at right angles Easterly and parallel with
the Southerly line of said Quarter Section
to the Westerly line of the Easterly 264
feet of the Southerly Quarter of Quarter
Section 129; thence Southerly along said
Westerly line to the Southerly line of
said Quarter Section; thence Westerly along
said Southerly line, 190 feet to the TRUE
POINT OF BEGINNING.
EXCEPTING from said Southerly 210 feet there-
of, that portion thereof conveyed to the City
of National City for street purposes recorded
April 30, 1956 in Book 6080, page 518 of
Official Records.
ALSO EXCEPTING from all of the above described
land that portion thereof described in deed
to the City of National City for street purposes
recorded December 19, 1960 under Document No.
244577 of Official Records.
