RESOLUTION GRANTING A RESIDENTIAL PLANNED DEVELOPMENT
PERMIT PURSUANT TO ORDINANCE 1077
(3019 East Eighteenth Street. (Starfire Homes, Inc.))
The City Council of the City of National City,
California, does hereby find, determine, order and resolve
as follows:
1. At a regular meeting of the City Planning Com-
mission on February 14, 1972, said Commission unanimously
adopted a recommendation that the owner of the real property
known as 3019 East Eighteenth Street, and more fully described
in Exhibit "A" attached hereto and made a part hereof as
though set forth in full, be granted a Residential Planned
Development Permit upon the conditions hereinafter stated:
2. That the City Council has received the recom-
mendation of the Planning Commission, and after full and
complete consideration of said recommendation hereby grants
a Residential Planned Development Permit to construct apart-
ment houses subject to the following terms and conditions:
A. That prior to the issuance of a building permit by the
Department of Building and Housing, the property owner
shall file with the Planning Department an acknowledge-
ment in writing stating that he is cognizant of all
conditions as hereinbelow set forth and agrees to
accomplish same prior to the issuance of a certificate
of occupancy by the Housing Department, City of National
City.
B. Site Development shall be in accordance with that shown
on the plot plan (revised 1/24/72) as reviewed by the
Planning Commission, except for those changes noted
below.
C. Maximum percent of slope for all planted banks shall
be 2 to 1. (3 to 1 preferrable).
D. Area allocated as useable open space shall be surfaced
with grass and provided with a permanent underground
sprinkler system.
(1) Where said area abuts the area surfaced for
vehicular circulation, in addition to redwood
headers, a six inch dike -mix curb -or equivalent
shall be installed.
E. Area allocated for children's play area (500 square
feet minimum) shall be surfaced with grass and pro-
vided with play apparatus.
(1) Said area shall be completely enclosed within a
three foot (3') high chain link fence.
(2). Provided with a permanent underground sprinkler
system.
F. Off -Street parking area and driveway, except for drive-
way approach, shall be surfaced with a minimum four
inch (4") thiek'portland cement concrete or paved with
minimum three inch (3°) thick asphalt surfacing or
minimum two inch (2") thick asphalt surfacing over
four inch (4") base of compacted material approved by
the City Engineer. All such paving shall thereafter
be properly maintained.
(1) Parking sites shall be striped at a minimum width
of nine feet (9') and provided with concrete wheel
stops.
(2) All parking sites shall be level in grade.
(3) Parking sites shall be installed and maintained
at a ratio of 1.5 spaces per dwelling unit.
(4) A six inch (6") dike -mix curb or equivalent shall
be installed along the northerly edge (at top of
slope) of that area surfaced for vehicular circu-
lation and/or parking.
(5) End parking sites that abut a fence or wall shall
be striped to provide an additional three feet (3')
in width to permit adequate opening of automobile
doors.
G. Excluding area of ingress and egress, the required ten
foot (10') front yard setback shall be landscaped and
provided with a permanent underground sprinkler system.
(1) Said area shall be permanently maintained in a
growing and healthy condition.
(2) Two (2) trees,.15-gal. minimum size, shall be planted
within said front yard setback, but no closer than
five feet (5') from edge of sidewalk.
H. Pedestrian walkways providing access to dwelling units,
parking area, and service areas shall be a minimum
width of 36 inches.
I. A screened or enclosed trash area shall be provided,
adequate in size to house four (4) 30-gal. trash recep-
tacles. (said area shall not be located within the
required front yard setback.)
J. All yards and open space that is not otherwise used
for walkways, driveways, or useable open space shall
be landscaped and provided with an adequate watering
system.
K. A utility storage area of not less than five (5) square
feet per dwelling unit shall be provided.
L. To increase the aesthetic appearance of the building
(when viewed from 18th Street) a planter box, a mini-
mum of 12 inches in height by 24 inches in width, shall
be installed adjacent to the stuccoed portion of the
building front.
(1) Said planter shall be planted with a combination
of either pfitzer juniper and shore juniper ever-
greens, or combination of pyracantha and natal -plum
shrubs.
M. Excluding the required front yard setback, the entire
parcel shall be screened from abutting properties by
the installation of a six foot (6') high solid fence
or wall.

National City, County of San Diego, State of California,
according to map thereof No. 1748, filed in the office of
the County Recorder of said San Diego County, February 7,
1923.
