HomeMy WebLinkAboutCC RESO 10,593RESOLUTION NO. 10,593 RESOLUTION GRANTING A RESIDENTIAL PLANNED DEVELOPMENT PERMIT PURSUANT TO ORDINANCE 107.7 (No. 41 - Fourteenth Street and Orange Avenue) (Standmark, Inc.) The City Council of the City of National City., California, does hereby find, determine, order and resolve as follows: 1. At a regular meeting of the City Planning Com- mission on February 22,. 1972, said Commission unanimously adopted a recommendation that the owner of the real property known as No. 41 - Fourteenth Street and Orange Avenue, and more fully described in Exhibit r' A" attached hereto and made a part hereof as though set forth in full, be granted a Residential Planned Development Permit upon the conditions hereinafter stated: 2. That the City Council has received the recom- mendation of the Planning Commission, and after full and complete consideration of said recommendation hereby grants a Residential Planned Development Permit to construct a con- dominium complex subject to the following terms and condi- tions: A. That prior to the issuance of a building permit by the Department of Building and Housing, the property owner shall file with the Planning Department an acknowledgment in writing stating that he is cognizant of all conditions as herein - below set forth and agrees to accomplish same prior to the issuance of a certificate of occu- pancy by the Housing Department, City of National City. B. Site development shall be in accordance with the site development plan as approved by th.e Planning Com- mission. C. Maximum ratio of fill slopes shall be 2 to 1. (3 to 1 preferrable) (Res. 10,593) EXHIBIT "A" San Diego County Assessor's Map, Book 557, page 40 parcels 2, 3, and 10; and Book 557, page 39 parcel 24. (1) All slopes shall be planted and provided with a permanent underground sprinkler system. (2) Maximum ration of slope for grass banks shall be 4 to 1. D. All areas allocated as useable open space not other- wise surfaced for walkways or improved useable open space, shall be landscaped and provided with a per- manent underground irrigation system. (1) Pool deck area shall be surfaced with a minimum 4-inch thick concrete. (2). Children's play area shall bescreened from adjoining driveways. Said area shall be sur- faced with grass or combination of grass and six inches (6") of sand and provided with appropriate play apparatus. E. Off-street parking areas and areas surfaced for vehicular access, except driveway approaches on public property, shall be surfaced with a minimum of four inch (4") thick Portland cement concrete or paved with minimum three inch (3") thick asphalt surfacing or minimum two inch (2") thick asphalt surfacing over four inch (4") base of compacted material approved by the City Engineer. All such pav- ing shall thereafter be properly maintained. (1) All open parking sites shall be striped for a minimum width of nine feet (9'). (2) All parking sites shall be sloped to drain with a maximum grade of 2%. (3) Parking sites shall be installed and maintained at a minimum ratio of 1.5 spaces per living unit and 19 guest parking sites. Total of 157 parking sites to be provided. F. Pedestrian walkways providing access to dwelling units, parking areas, and service areas shall be a minimum width of 36 inches, except as otherwise provided herein. G. An enclosed trash area shall be provided for each dwelling unit. H. All yards and open space that is not otherwise used for walkways, driveways, or useable open space shall be landscaped and provided with a permanent underground sprinkler system. I. All vehicular access areas, parking areas, and pedestrian walkways that provide access to dwelling units shall be lighted. (1) All exterior lighting, except shadow lighting shall be installed on decorative poles and serviced by underground wires. (2) All lighting shall be so shaded and adjusted to fall only upon those properties on which said light source is located, and further shaded to screen the windows of habitable rooms from the direct rays of light. J. There may be one unlighted sign not more than six (6) square feet in area pertaining only to the sale or lease of the property or premises upon which dis- played provided that such sign shall not be located closer than ten feet (10') to any property line abutting a public street, and shall be removed six (6) months from date of final inspection of all units. (1) Two identification signs, not to exceed five (5) feet by ten (10) feet each, may be permitted• subject to City Council approval, upon recom- mendation of the Planning Commission. K. All drives shall be identified by name as approved by the Department of Building and Housing and Planning Department. L. A sewer lateral should be installed only at 14th Street and proposed Grove Avenue. M. At the intersection of 14th Street and Orange Avenue a section of the northeast corner of the proposed site, having a 20-foot property line radius, to be dedicated for public street purposes. N. A grading plan and permit will be required per National City Ordinance No. 1280 prior to grading. 0. All surface drainage accumulating at the northwest corner of the proposed site shall be discharged into proper inlets and piped under 14th Street Northerly to intersect with the existing natural drainage pattern. P. Curb, gutter and sidewalk shall be installed along the 14th Street and Orange Avenue frontage per National City Ordinance No. 125.6. Q. One-half street paving shall be installed along the 14th Street and Orange Avenue frontage per National City Ordinance No. 1256. Because of proposed sewer main construction on 14th Street the area 3 feet adjacent to the centerline have no base with 2" A.C. on natural soil. R. Prior to City Council adoption of resolution granting Residential Planned Development Permit No. 41, adequate arrangements shall have been made for traffic discharge at the most southerly extension of Orange Avenue along the proposed site frontage; and city participation in the grading of the north 1/2 of 14th Street adjacent to the proposed site, using a portion of the excavated materials from the proposed site for required embankment on 14th Street. S. Each individual building will be treated as a Group "H" occupancy (Apartment House). T. One hour fire resistive construction will be required between living units. U. One hour fire resistive construction will be required between storage room and game room in the recre- ation building. V. Provide fire retardant roof covering for all build- ings. W. Provide for roof drainage to be conducted under side- walk and through curb face. Provisions for site drainage as established by the Engineering Department shall be considered as meeting roof drainage require- ments. X. Provide separate plumbing drainage and venting systems for each living unit. Y. Fire apparatus access and existing hydrant locations are adequate for this complex providing: (1) 14th Street is to be a through street from Orange Avenue, west to Grove Street. (2) No on street parking within the complex unless one-way streets are provided and parking allowed on one side only. Z. All driveways within the project area shall be signed or curbs painted red to prohibit parking. AA. Construction shall be continuous until completed. BB. Construction shall commence within 60 days after the issuance of a building permit. CC. This permit shall expire six (6) months after the date of approval by the City Council if no building permit is obtained or construction has not started.
