RESOLUTION AUTHORIZING EXECUTION OF THOROUGHFARE
AGREEMENT FOR THE IMPROVEMENT OF EUCLID AVENUE
EXTENSION FROM 22nd STREET TO RIDGEWAY DRIVE
BE IT RESOLVED by the City Council of the City of
National City that the Mayor of National City is hereby
authorized and directed to execute a thoroughfare Agreement
for the improvement of Euclid Avenue Extension from 22nd
Street to Ridgeway Drive in the City of National City with
the County of San Diego.

THOROUGHFARE AGREEMENT
FOR THE IMPROVEMENNT OF EUCLID AVENUE
IN THE CITY OF NATIONAL CITY
THIS THOROUGHFARE AGREEMENT, executed this day of
197, by and between the City of National City, California, a municipal corporation,
hereinafter called the "City" and the COUNTY OF SAN DIEGO, a political subdivision
of the State of California, hereinafter called the "County`.
WITNESSETH:
WHEREAS, the City and the County desire to enter into a joint thoroughfare
agreement to construct that portion of Euclid Avenue Extension within City by
grading and paving from 22nd Street to Ridgeway Drive, a distance of approximately
0.27 mile, hereinafter referred to as "The Project" as shown on Exhibit A attached
hereto: and
WHEREAS, Euclid Avenue has been confirmed by the County Board of Supervisors
as a unit of the City -County Thoroughfare System; and
WHEREAS, the City and the County desire to proceed with the construction
,-of said improvement and to share in the cost of such sonstruction according to
the provisions of the County Board of Supervisors' Policy No. J-18 attached
hereto as Exhibit B and by this reference incorporated herein as though fully
set forth.
NOW THEREFORE, IT IS MUTUALLY AGREED by and between the City and the County
as follows:
1. The City and the County shall cause to be constructed Euclid Avenue
Extension withir. the City Limits from 22nd Street to Ridgeway Drive, a distance
of approximately 0.27 mile as hereinabove described.
2. The distribution of the work and the responsiblity therefore is as follows:
a. The City will complete the design, prepare plans and specifications,
acquire all right-of-way, advertise and award the contract for the
construction for the project;
b. The City will provide all inspection of and contract management
services for the project.
c. The City will perform all material engineering and testing necessary
to determine a suitable structural section and will perform control
testing during the construction of the project.
3. County will pay a lump sum of $40,000 toward the cost of this project
according to the provisions of the Board of Supervisors' Policy J-18 attached
hereto as Exhibit B and by this reference incorporated herein as though fully set
forth. Said sum is payable within thirty (30) days after receipt of billing from
the City stating that the construction contract for the project has been awarded.
4. The project shall consist of construction of Euclid Avenue Extension as
a 64' width 4-lane highway from 22nd St. to Ridgeway Drive. The typical roadway
section shall be constructed as shown on Exhibit C attached hereto. The plans
and specifications for the project shall be signed by the City Engineer on
behalf of the City and by the County Engineer on behalf of the County.
5. Upon completion of the project, the City shall install all signs, striping,
channelization and other traffic safety devices necessary to provide the maximum
traffic safety and capacity.
6. The County shall not participate in nor contribute funds to the City
toward the construction contract for the project unless the construction contract
includes a clause conforming to the provisions of the County Affirmative Action
Program adopted by the Board of Supervisors on October 14, 1971, and filed with
the Clerk of the Board of Supervisors as Document No. 446699.

7. This agreement shall terminate three years from the date of its execution
or upon completion of construction of the project, whichever date is sooner. All
County funds paid to the City for the project but not used at the termination of
this agreement shall be repaid by the City to the County within 30 days of termi-
nation of this agreement.
8. This agreement may not be modified, amended or otherwise changed unless
by an amendment in writing executed by the parties hereto.
9. After completion of construction, the party having responsibility for
the maintenance of the project shall maintain the roadway structures and facilities
in a safe and usable condition.
IN WITNESS WHEREOF, the parties hereto have caused this agreement to be
executed on the date first above written.

Purpose
To establish a policy for County financial assistance to the cities
for the construction of a City -County Thoroughfare System.
Background
The road system which stands next in traffic -carrying importance after
the State Highway System includes a mixture of city streets and county
roads. Many of the most important routes of this system cross juris-
dictional boundaries. To establish a basis for the definition of a
system of these major city streets and county roads (to be known as
the City -County Thoroughfare System) and to establish a program of
county financial assistance for the construction of this system, the
following policy was adopted.
Policy
It is the policy of the Board of Supervisors that:
COUNTY FINANCIAL ASSISTANCE
A. Annually seventy percent (70%) of those funds payable to the
County under Section 2106 of the Streets and Highways Code will
be made available for the construction of the City -County
Thoroughfare System.
THOROUGHFARE ADVISORY COMMITTEE
B. A Thoroughfare Advisory Committee appointed by the Board of
Supervisors is established as an advisory committee to the County
Engineer. The Committee shall consist of: representatives
familiar with street improvement and highway development needs of
the region nominated by participating cities within the County of
San Diego, and five members -at -large, each member of the Board of
Supervisors nominating one such member -at -large. The County
Engineer shall be, ex officio, permanent chairman for the
Committee. The chairman shall vote only in the case of a tie
vote. Secretarial and staff services to the Committee shall be
furnished by the County Engineer.

C. A system of streets and roads shall be selected by the Thorough-
fare Advisory Committee for confirmation of the Board of
Supervisors as the City -County Thoroughfare System. The Thorough-
fare Advisory Committee shall select routes for inclusion in the
Thoroughfare System only if they satisfy all of the following
requirements:
1. Routes must be in the Select System.
2. Routes must be shown on the circulation element of the
County General Plan as major roads or prime arterials.
3. Routes must connect to a State Highway or to another route
of the Thoroughfare System, so as to form a continuous and
compact traffic circulatim system for the area.
CITY -COUNTY THOROUGHFARE PROJECTS
D. The Thoroughfare Advisory Committee shall select projects for
construction on the routes of the Thoroughfare System. Such
projects are subject to the approval and confirmation of the
Board of Supervisors; if any such project is rejected by the
Board, the Thoroughfare Advisory Committee shall select and
present a substitute proposal.
Each project to be constructed within an incorporated area will
be the subject of an agreement between the County and the partici-
pating City, specifying the extent of the project and the manner
and amount in which funds will be provided. Such projects are
eligible for up to fifty percent (507) County financial assistance
from annual allocations of those county monies derived from
Section 2106 of the California Streets and Highways Code. The
balance of funds is to be furnished from any other fund sources
available to the City concerned or by the County for any portion
of the project which lies outside of municipal boundaries.
County financial assistance in the construction of the City -
County Thoroughfare System is intended to be limited to projects
which improve traffic circulation in the metropolitan area, and
therefore is not to be used for the following purposes (such items,
if included in a project at the desire of a City, shall be
considered to be nonparticipating work to be paid for by the City):

1. Any right of way other than permanent Thoroughfare right of way.
2. Construction costs for longitudinal storm drains which carry
drainage originating off of the street.
3. Cost of construction, reconstruction, relocation or extensions of
utilities, except to the extent such work is required for the
Thoroughfare construction.
4. Right of way for utilities.
5. New frontage or property improvements such as: curb, gutter,
sidewalks, fence, walls or driveways, except where these items
are a right of way obligation or consideration in lieu of cash.
6. Improvments on intersecting streets, or other areas, outside the
Thoroughfare right of way except to the extent necessary to
reestablish a connection disrupted by -a change of grade or
alignment of the Thoroughfare.
7. Street lighting except traffic safety lighting.
8. Landscaping except erosion control planting and work necessary to
restore any planting removed by the Thoroughfare construction.
9 Reconstruction of an existing pavement section for structural
reasons where existing line and grade are acceptable.
Projects shall also conform to geometric and capacity standards
equaling or exceeding those adopted by the County.
