RESOLUTION GRANTING A RESIDENTIAL PLANNED DEVELOPMENT
PERMIT PURSUANT TO ORDINANCE 1077
(No. 42 - North side of 18th Street 66 feet
West of Rachael Avenue. Bill Webb)
The City Council of the City of National City,
California, does hereby find, determine, order and resolve
as follows:
1. At a regular meeting of the City Planning Com-
mission on April 10, 1972, said Commission unanimously adopted
a recommendation that the owner of the real property known as
North side of 18th Street 66 feet West of Rachael Avenue, and
more fully described in Exhibit "A" attached hereto and made a
part hereof as though set forth in full, be granted a Residen-
tial Planned Development Permit upon the conditions hereinafter
stated;
2. That the City Council has received the recommen-
dation of the Planning Commission, and after full and complete
consideration of said recommendation hereby grants a Residential
Planned Development Permit to construct a 24-unit apartment
complex subject to the following teLlus and conditions:
a. That prior to the issuance of a building permit
by the Department of Building and Housing, the property owner
shall first:
1) File with the Planning Department an acknowledg-
ment in writing stating that he is cognizant of all conditions
as hereinbelow set forth and agrees to accomplish same, except
as otherwise provided for, prior to the issuance of a certificate
of occupancy for any unit by the Housing Department, City of
National City. (ACCEPTANCE FORM AVAILABLE FROM THE PLANNING
DEPARTMENT . )
2) File with the Planning Department a revised plot
plan incorporating those applicable conditions as hereinbelow
set forth (i.e., building orientation; pedestrian walkways,
exterior lighting, parking lot layout, etc.)
3) File with the City Engineer of the City of
National City a revised grading plan depicting those "tempo-
rary improvements" on 17th Street at Rachael Avenue, author-
ized by the City Engineer.
4) A 100% performance bond shall be provided for
future improvement of 17th Street to City standards. Said
bond shall be in the amount of $1,800.00, which completes
the roadway requirements for this property. Owner shall sign
a covenant not to oppose our assessment district for 17th
Street.
b. Site Development shall be in accordance with
the revised plot plan filed in the office of the Director of
Planning. (As ref. in Cond. a.1).
c. Maximum ratio of fill slopes shall be.2 to 1.
(3 to 1 preferable)
1) All slopes shall be planted and provided with a
permanent underground sprinkler system.
2) Maximum ratio of slope for grass banks shall be
4 to 1.
d. All areas allocated as usable open space not
otherwise surfaced for walkways or improved usable open space
shall be landscaped and provided with a permanent underground
irrigation system.
1) Pool deck area shall be surfaced with a minimum
4-inch thick concrete.
2) Pool area shall be completely enclosed within a
6-foot high fence including gates.
3) Children's play area shall be enclosed within
a minimum height of three feet (3'), excepting along westerly
property line which shall be a minimum height of six feet (6')
and solid in nature. Said area shall be surfaced with grass
and provided with play apparatus.
e. Off-street parking areas and areas .surfaced for
vehicular access, except driveway approaches on public pro-
perty, shall be surfaced with a minimum of four -inch (4")
thick portland cement concrete or paved with minimum three
inch (3") thick asphalt surfacing or minimum two-inch (2")
thick asphalt surfacing over four -inch (4") base of compacted
material approved by the City Engineer. All such paving shall
thereafter be properly maintained.
1) All parking sites shall be striped for a minimum
width of nine (9) feet, except where adjacent to a fence, wall
or other obstruction where three feet (3') shall be added to
the width.
2) All parking sites shall be sloped to drain with
a maximum grade of two (2). percent.
3) Parking sites shall be installed and maintained
at a minimum ratio of 1.5 spaces per living unit. (36 spaces)
f) Pedestrian walkways providing access to dwelling
units, parking areas, and service areas shall be a minimum
width of 36 inches, except as otherwise provided herein.
1) Pedestrian walkway, a minimum width of five
feet (5'), shall be installed along the easterly line of said
property from the public sidewalk on 18th Street to property
line on 17th street.

An enclosed trash area shall be provided.
h. All yards and open space that is not otherwise
used for walkways, driveways, or usable open space shall be
landscaped and provided with a permanent underground irrigation
system.
i. All vehicular access areas, parking areas, and
pedestrian walkways that provide access to dwelling units
shall be lighted.
1) All lighting shall be so shaded and adjusted
as to fall only upon those properties on which said light source
is located, and further shaded to screen the windows of habitable
rooms from the direct rays of light.
j. An 8-inch dike -mix A.C. beiin shall be installed
adjacent to the ten (10) foot front yard setback line on 18th
Street, excluding area of driveway and walkway.
k. Access for fire hose and ladders shall be pro-
vided and maintained as required by the Fire Marshal.
1. A 20-foot wide, paved temporary access road shall
be constructed between Rachael Avenue and subject property.
Paving for the roadway shall be 2.inches of asphalt concrete
on 6 inches of prepared subgrade. Paving shall extend to the
paved parking area.
m. A safety barricade shall be provided along the
top of cut in the l7th Street dedication. (Tobe approved by
City Engineer prior to installation.)
n The center building shall be rotated 180° to pro-
vide a front to front effect with the most northerly building.
