RESOLUTION GRANTING A RESIDENTIAL PLANNED DEVELOPMENT
PERMIT PURSUANT TO. ORDINANCE 107.7
(No. 44 - Between "T and "V" Avenues, Fifth
to Seventh Streets - Corky McMillin)
The City Council of the City of National City,
California, does hereby find, determine, order and resolve
as follows:
1. At a regular meeting of the City Planning Com-
mission on April 24, 1972, said Commission unanimously adopted
a recommendation that the -owner of the real property known
as being between "T" and "V" Avenues, Fifth to Seventh Streets,
and more fully described in Exhibit "A" attached hereto and
made a part hereof as though set forth in full, begranted a
Residential Planned Development Permit upon the conditions
hereinafter stated:
2. That the City Council has received the recom-
mendation of the Planning Commission, and after full and
complete consideration of said recommendation hereby grants
a Residential Planned Development Permit to construct a pro-
posed Unit 2, Family Park Apartments subject to the following
terms and conditions:
a. That prior to the issuanceof a building
permit by the Department of Building and Housing, the property
owner shall first:
(1) File with the Planning Department a
recorded copy of a covenant and agreement to. hold property as
one parcel. (Family Park Apartments Units 1 and 2)
(2) File with the Planning Department an
acknowledgment in writing stating that he is cognizant of all
conditions as hereinbelow set forth and agrees to accomplish
same, except as otherwise provided for, prior to the. .issuance
of a certificate of occupancy for any unit by the Housing
Division, Department of Building and Housing, City of National
City. (Acceptance' from available from the Planning Department.)
(3) Provide the City Engineer, City of
National City, with a revised site plan indicating:
(a) How run-off water from the slope
at the easterly end will be collected
and disposed of. (Cannot drain into
Unit 1)
(b). How run-off water from the slope
at the southeasterly corner will be col-
lected and disposed of.
(c) Provisions that parking lot, roof
and other areas' run-off water will not
drain across any sidewalk, existing or
proposed, or another property.
b. Site development shall be in accordance
with the plans filed in the Planning Department.
c. Maximum ratio of fill slopes shall bet
to 1 (3 to 1 preferable) or as approved by the City Engineer
based upon a qualified geologist's report.
(1) All slopes shall be planted and pro-
vided with a permanent underground sprinkler system.
(2) Maximum ratio of slope for grass banks
shall be 4 to 1.
d. All areas allocated as useable open space
not otherwise 'surfaced for walkways or improved useable open
space shall be landscaped and provided with a permanent under-
ground irrigation system.
(1) All slopes shall be adequately planted
and maintained to minimize the possibility of erosion, and
provided with a permanent underground sprinkler system.
e. Children's play area shall be .enclosed
within a fence a minimum height of three feet (3'). Said area
shall be surfaced with grass and provided with play apparatus.
f. Off-street parking areas surfaced for vehi-
cular access, except driveway approaches on public property,
shall be surfaced with a minimum of four inch (4") thick Port-
land Cement Concrete or paved with minimum three inch (3")
thick asphalt surfacing or minimum two inch (2")_thick asphalt
surfacing over four inch (4.") base of compacted material approved
by the City Engineer. All such paving shall thereafter be
properly maintained.
(1.) All parking sites shall be
striped for a minimum width of nine feet (9'), except where
adjacent of a fence, wall or other obstruction, where three
feet (3') shall be added to the width.
(2) All parking sites shall be
sloped todrain with a maximum grade of two percent (20)..
(3) Parking sites shall be
installed and maintained at a minimum ratio of 1.5 spaces
per living unit (47 spaces).
g. Pedestrian walkways providing access to
dwelling units, parking areas, and service areas shall be a
minimum width of 36 inches, except as otherwise provided
herein.
(1) A pedestrian walkway, a minimum width
of four feet (4'), shall be installed adjacent to the South-
erly line of the driveway, to provide pedestrian access to the
project from "T" Avenue.
h. An enclosed trash area shall be provided
and permanently maintained.
i. All vehicular access areas, parking areas,
and pedestrian walkways that provide access to dwelling units
shall be lighted.
(1) All lighting shall be so shaded and
adjusted as to fall only upon those properties on which said
light source is located, and further shaded to screen the
windows of habitable rooms from the direct rays of light.
j. Access for fire hose and ladders shall be
provided and maintained as required by the Fire Marshal.
k. A detailed landscape and irrigation plan
shall be submitted to and approved by the Director of Parks
and Recreation prior to installation.
