HomeMy WebLinkAboutCC RESO 10,554RESOLUTION NO. 10,.554 RESOLUTION GRANTING A RESIDENTIAL PLANNED DEVELOPMENT PERMIT PURSUANT TO ORDINANCE 1077 (No. 39 - 910 Euclid Avenue) The City Council of the City of National City, California, does hereby find, determine, order and resolve as follows: 1. At a regular meeting of the City. Planning Com- mission on January 10, 1972, said Commission unanimously adopted a recommendation that the owner of the real property known as No. 39 - 910 Euclid Avenue, and more fully described in Exhibit "A" attached hereto and made a part hereof as though set forth in full, be granted a Residential Planned Development Permit upon the conditions hereinafter stated: 2. That the City Council has received the recom- mendation of the Planning Commission, and after full and complete consideration of said recommendation hereby grants a Residential Planned Development Permit to construct apart- ment houses subject to the following terms and conditions: A. That prior to the issuance of a building permit by the Department of Building and Housing, the property owner shall file with the Planning Depart- ment an acknowledgment in writing stating that he is cognizant of all conditions as hereinbelow set forth and agrees to accomplish same prior to the issuance of a certificate of occupancy by the Housing Department, City. of National City. B. Site development shall be in accordance with a site development plan approved by the Planning Commission. C. Maximum ratio of fill slopes shall be 2 to 1. (3 to 1 preferable) 1) All slopes shall be planted and provided with a permanent underground sprinkler system. 2) Maximum ratio of slope for grass banks shall be 4 to 1. D. Area allocated as useable open space (excluding pool area) shall be surfaced with grass and provided with a permanent underground sprinkler system. 1) Pool area shall be completely enclosed within a six foot (6.') high fence; deck area shall be surfaced with 4-inch thick concrete. 2)Children's play areas shall be enclosed by a six foot (6') high fence and surfaced with grass or six inches (6") of sand. Play apparatus shall be provided. E. Off-street parking areas and areas surfaced for vehicular access, except driveway approach on Euclid Avenue and approaching drive, shall be surfaced with minimum two inch (2".) thick asphalt surfacing over two inch (2") base of compacted material as specified by the City Engineer. All such paving shall there- after be properly maintained. 1) All parking sites shall be striped for a minimum width of nine feet (9'). 2) All parking sites shall be sloped to drain with a maximum grade of 2%.. 3) Parking sites shall be installed and maintained at a ratio of 1.5 spaces per two -bedroom units and 1.3 spaces per one -bedroom units. F. Concrete walkways (a minimum width of 36 inches) shall be installed in front of all parking spaces to protect the landscape from foot traffic. 1) Concretewheel stops at all parking sites are required if concrete walkway is less than five feet (5') in width. G. Excluding area of ingress and egress, the required ten foot (10'.) setback on Euclid Avenue shall be land- scaped and provided with a permanent underground sprinkler system. 1) Said landscaping shall be permanently main- tained in a growing and healthy condition. 2) Two (2) trees, 15-gallon minimum size, shall beplanted within said setback area, but no closer than five feet (5') from edge of sidewalk. H. Pedestrian walkways providing access to dwelling units, parking areas, and service areas shall be a minimum width of 48 inches, except as otherwise provided herein. I. Enclosed trash areas shall be provided at a minimum of three (3) locations, each adequate in size to house two rubbish dumpsters. (Six dumpsters required for entire project). J. All yards and open space that is not otherwise used for walkways, driveways, or useable open space shall be landscaped and provided with a permanent underground sprinkler system. K. All vehicular access areas, parking areas, and pedestrian walkways that provide access to dwelling units shall be lighted. 1) All exterior lighting, except shadow lighting, shall be installed on decorative poles and serviced by underground wires. 2) All lighting shall be so shaded and adjusted to fall only upon those properties on which said light source is located. L. Laundry and dryer facilities shall include: 1) Minimum of ten (10). washers and five (5) com- mercial dryers. 2). Adequate deep sink and foldingtable facilities. M. Building number 1 shall be relocated to maintain a minimum distance of fifteen feet (15') from easterly property line (13 feet shown). N. Building number 2.shall be relocated to maintain a minimum distance of fifteen feet (15') from easterly property line (13 feet shown). 0. Parking areas tobe used only for parking of vehicles used by tenants and their guests. No auto- mobile repair, etc., shall be allowed. No commercial uses shall be allowed. No storage of boats, campers, or other equipment in required yard areas. P. One architecturally designed identification/ directional sign may be located on the site, provided, however, said sign shall not exceed 32 square feet and be located closer than 10 feet from any property line. Q. At the intersection of Euclid Avenue and the pro- posed private drive, the following shall be installed, constructed and/or accomplished in accordance with City of National City engineering specifications: 1) Installation of concrete cross gutter per Std. Dwg. 31-SB. 2) Installation of City standard stop sign with painted street bar. 3) Paint curb red, no parking. R. Type "CS" guard fence assembly shall be installed at the easterly end of llth Street. Location and installation shall be in accordance with. City Engineer's specifications. S. Median provided in approach drive shall be land- scaped and provided with a permanent underground sprinkler system. T. Proposed swale in driveways shall be installed in accordance with. National City Std. Dwg. 9-SB. U. Curb and gutter combinations in driveways shall be type "G".. V. A minimum of four (4) private hydrants shall be installed as recommended by the Fire Marshal. W. This permit shall expire one year after the date ATTEST: of approval by the City Council unless the project is completed in compliance herewith Within that time.
