RESOLUTION SUPPORTING CITY OF UPLAND. IN OPPOSING ENACTMENT
OF ASSEMBLY BILL NO. 2294 WHICH PRESCRIBES FIXED LOT SIZES
AND DEVELOPMENT STANDARDS WITHIN MOBILEHOME PARKS
WHEREAS, ASsembly Bill 2294 establishing and pres-
cribing lot sizes and other development standards within mobile -
home parks has passed the Assembly under the sponsorship of
John P. Quimby over the objections of the League of California
Cities and many other cities including the City of National
City and is now pending in the Senate of the State of California;
and
WHEREAS, said Bill proposes an amendment to Section
18300 of the Health and Safety Code of the State of California
deleting the authority of the City to probhibit specified parks,
travel trailers, or tent camps within all or certain zones
within the City and set definite standards of lot sizes, set
backs and other development standards within the mobilehome
park which are not variable by the City; and
WHEREAS, the City Council of the City of National City
ha.s through years of experience ascertained that the citizens of
the City are exceptionally interested in controlling the place-
ment of trailer parks, and that the taking of this control by a
general state enactment would take substantial rights away from
the citizens of the City without commensurate benefits; and
WHEREAS, it appears to this City Council that it is
of great importance that this Bill now pending before the SEnate
should be defeated and that all cities should be advised of the.
infringement of the STate in a matter which should be substan-
tially a matter of local concern;
NOW, THEREFORE, BE IT RESOLVED that this City Council
strongly opposes the restrictions placed upon the City to pres-
cribed lot sizes and other development standards in mobilehome
parks within its City as a flagrant infringement of local control
without any overriding or redeeming state-wide concern;
BE IT FURTHER RESOLVED that a copy of this Resolution
be circulated to our local legislators and the League of Calif-
ornia Cities so that they might also voice their protests of a
bill which will take from the citizens of the City a
valuable right to exercise control of the development of
the mobilehome parks in their City in favor of handing the
control of these mobilehome parks to the Association of
Mobilehome Manufacturers acting through the .state law
proposed by this Association.
BE IT FURTHER RESOLVED that a copy of this Reso-
lution be forwarded to the author of the Bill, Assemblyman
John P. Quimby and the Senate Representative to this District,
James R. Mills.
