RESOLUTION OF INTENTION
(Alley between "Q" AVenue, "R" Avenue and 5th
Street, 7th Street, Assessment District No. 176)
The City Council of the City of National City,
California, does hereby resolve, determine and order as
follows:
Section 1.

intention of the City Council of said
to order the following work to be done
or improvement to be made in the City of National City, to wit:
that ALLEY BETWEEN "Q" AVENUE, "R" AVENUE AND 5TH STREET,
7TH STREET,
ASSESSMENT DISTRICT NO. 176 . be improved as follows: alley
to be 20' wide 4' concrete center strip, 8' A.C. side paving,
drainage,
and that any other work auxiliary to any of the above and
which may be required to carry out the same be performed.
Section 2. The attention of all persons is directed
to the fact that all of said classes of work above described
may not be constructed upon all of the streets or public ways
above mentioned in their entirety, but only upon the particular
locations shown on the plans, specifications and drawings.
Section 3. The estimated cost of said work, including
incidental expenses, is the sum of $13,555.53 . The City has
budgeted the sum of $800.00 as a contribution toward
said cost.
Section 4. All the aforesaid work or improvement
shall be constructed at the grades, along the
the points, of the dimensions, at the places
shown on the plans, specifications, profiles
lines, between
and in the manner
and drawings for
the said work approved and adopted by this Council on October 12,
1971 , by Resolution No. 10,473 Said plans, specifi-
cations, profiles and drawings are on file in the office of
the City Clerk of the City of National City in the Civic Center
of said City, and reference is hereby made to said plans,
specifications, profiles and drawings for a full and detailed
description of said proposed work and for a description of
the grades at which said work is to be done. Said grades
are hereby adopted and established as the official grades for
all purposes in connection with proceedings pursuant to this
Resolution of Intention. Notice is hereby given that said
grades may be new and different from those heretofore estab-
lished or existing, or may be, and in some cases are, different
from exisiting ground levels.
Section 5. This City Council hereby makes the expense
of said work chargeable upon a district, which district this
City Council hereby declares to be the district benefited by
the said work and to be assessed to pay the cost and expenses
thereof. For a description of said district, reference is hereby
made to a map of said district heretofore approved by this
City Council on file in the office of the City Clerk and
designated as "MAP OF ASSESSMENT DISTRICT NO. 176 FOR STREET
IMPROVEMENT ON ALLEY BETWEEN "Q" AVENUE, "R" AVENUE AND 5TH
STREET, 7TH STREET
ALL IN THE CITY OF NATIONAL CITY, CALIFORNIA." This map
indicates by a boundary line the extent of the territory included
in the said proposed district and shall govern for all details
as to the extent of said assessment district.
Section 6. All public streets or public parks, and
all easements or rights of way belonging to the public, and also
all property owned by the United States of America or the State
of California now in use in the performance of a public function
are hereby specifically excluded from this assessment district.
Section 7. Serial bonds bearing interest at the rate
of six percent (6%) per annum shall be issued to represent each
assessment of fifty dollars ($50.00) or over remaining unpaid
for thirty (30) days after the date of recordation of the
warrant. Said serial bonds shall extend over a period ending
nine (9) years from the second day of January next succeeding
the next September 1 following their date. Said bonds shall
be payable to bearer and there shall be added after the re-
demption clause in the bond the following language, "together
with a premium of five percent (5%) of said unmatured princi-
pal." Said bonds are to be issued pursuant to and as provided
in the Improvement Act of 1911, Division 7 of the Streets and
Highways Code of the State of California.
Section 8. The said proposed work is to be done
under and proceedings therefore are to be under and pursuant
to the said Improvement Act of 1911.
Section 9. Notice is hereby given that the 9th day
of November, 1971 , at the hour of 8:00 o'clock p.m. are
the day and hour when, and the Council Chambers of this City
Council in the Civic Center in the City of National City is the
place where, any and all persons having any protest or objection
to said proposed work or to the extent of said assessment
district, or to the proposed grades, may appear before the
City Council of the City of National City and show cause why
said proposed work should not be carried out in accordance with
this Resolution of Intention. Protests or objections must be
in writing and must be delivered to the City Clerk of said
City of National City not later than the hour herein set for
hearing protests or objections.
Section 10. The National City Star News is hereby
selected as the newspaper in which this resolution shall be
published and in which all other publications regarding the
proceedings pursuant to this Resolution of Intention shall be
made. The City Clerk is hereby directed to certify to the
adoption of this Resolution and to cause said Resolution to
be published in the manner provided by law.
Section 11. The City Clerk is hereby directed to
mail notices of the adoption of this resolution as provided
in said Improvement Act of 1911, postage prepaid, to all
persons owning real property which is proposed to be assessed
to pay any part of the cost of said work whose names and
addresses appear on the last equalized assessment roll or as
known to the City Clerk.
Section 12. The Street Superintendent of the City
of National City is hereby directed to cause to be conspicuous-
ly posted along the line of the contemplated work and on all
open streets within the said assessment district notices of
the passage of this Resolution of Intention in the time, form
and manner provided by law.

Street, 7th Street, Assessment District No. 176)
NOTICE IS HEREBY GIVEN that on October 12, 1971 , the City
Council of the City of National City, passed and adopted Resolution
of Intention No.10,475 under the provisions of the Improvement Act
of 1911 for the purpose of ordering the following work to be done
and improvements to be made in the City of National City, County of
San Diego, State of California, to wit:
That ALLEY BETWEEN "Q" AVENUE, "R" AVENUE AND 5TH STREET,
7TH STREET, ASSESSMENT DISTRICT NO. 176 be improved as
follows: earthwork, curb, paving and that any other work auxiliary
to any of the above and which may be required to carry out the same,
be performed, excepting therefrom all of the herein -described work
of all said work that has already been done to the lines and grades
and in accordance with the plans, specifications and drawings here-
after described.
The estimated cost of the construction of said improvements is
the sum of $ 13,555.53 , including incidental expenses. The
City of National City has budgeted the sum of $ 800.00 as a
contribution toward the cost of said work. The remaining costs
thereof will be assessed upon the property benefited. According to
the last equalized roll for taxes you are the owner of property
within the boundaries of the district which will be assessed to pay
the costs and expenses` of this improvement. Said Resolution of In-
tention No.10,475 is on file in the office of the City Clerk of the
City of National City and is referred to for all particulars.
NOTICE IS HEREBY GIVEN THAT ON:
November 9, 1971 , at the hour of 8:00 p.m. of said day, at the
meeting place of the City Council of the City of National City,
1243 National Avenue, National City, California has been fixed as
the time and place of hearing any and all objections to the proposed
work and improvement, the grades to which said work is proposed to
be done, or the boundaries of the district. Any persons owning prop-
erty within the boundaries of the district may present written pro-
test, not later than the hour hereinabove set for hearing, against
the doing of said work, the grades to which said work is to be done
or the boundaries of the district proposed to be assessed. Any pro-
test filed must be in writing and must contain a description of the
property in which the signer thereof is interested, sufficient to
identify the same, and must be delivered to the City Clerk of the
City of National City.
This work is to be done by special assessment proceedings under
the Improvement Act of 1911. Property owners will be able, to pay
their assessments in cash at the termination of work .and confirmation
of the assessment. If any property owner does not desire to pay for
the work in cash, a bond will be issued against the property for the
amount of any assessment of $50.00 or more, under the Improvement Act
of 1911, which bond will bear interest at the rate of six percent (66)
per annum and will be payable in equal installments over 'a period of
nine (9) years.
