HomeMy WebLinkAboutCC RESO 10,476RESOLUTION NO. 10,476 RESOLUTION ADOPTING ENVIRONMENTAL IMPACT STATEMENT REGARDING THE CONSTRUCTION OF THE TIDELANDS AVENUE CONNECTION TO ROUTE 54 WHEREAS, the question of environmental impact caused by the construction of the Tidelands Avenue connect- ion to Route 54 was considered by the National City Planning Commission on September 27, 1971, and WHEREAS, the City Planning Commission recommended approval of the staff report containing a proposed "Environ- mental Impact Statement", and WHEREAS, the National City Council at its meeting of October 5, 1971 considered the report and recommendation of the Planning Commission and the Planning staff regarding the environmental impact of the proposed construction of the Tidelands Avenue connection to Route 54; NOW, THEREFORE, BE IT RESOLVED that the City Council adopt the following statement concerning the plans of the proposed construction of the Tidelands Avenue con- nection to Interstate Route 54: "ENVIRONMENTAL IMPACT STATEMENT Pursuant to: Division 13, Public Resources Code State of CAlifornia CITY. OF NATIONAL CITY PROJECT IDENTIFICATION STATE Local TIDELANDS AVENUE CONNECTION TO ROUTE 54 September 3, 1971 1. PROJECT LOCATION, DESCRIPTION AND PURPOSE A location map is attached to this statement.marked Exhibit "A" and incorporated herein by reference. Tidelands Avenue is a major arterial street in the City of National City and is so identified on the National City General Plan. It extends from 13th Street near the northern city limits of National City in a southerly direct- ion to Sweetwater River flood control channel on the south. The San Diego Unified Port District has future plans to ex- tend Tidelands Avenue across the flood control channel to Chula Vista. Route 54 Freeway is a state highway project, partly constructed, which when completed will serve as a link to the east extending from National City on the west, through La Mesa and El Cajon on a direct route to U. S. 80. The project for which this statement is made is the off -ramp connectors from Route 54 westbound and I-5 south - bound to Tidelands Avenue, excluding that portion of the off -ramp lying west of the mean high tide line, which falls within San Diego Unified Port District jurisdiction. This connection is identified on the National City General Plan. The project includes a bridge over the Atchison, Topeka & Santa Fe and the San Diego &Arizona Eastern Railroad rights of way, and the Paradise Creek channel which will relocated by this project. From the mean high tide line eastward to I-5, the project is a new street on new location. The Tidelands Avenue connection is needed to provide direct east -west freeway access to serve the harbor and industrial area. 2. ENVIRONMENTAL IMPACT The project is on new location, traversing industrial lands which are undeveloped at the present time except for the Atchison, Topeka & Santa Fe and the San Diego &Arizona Eastern Railroads, and the San Diego Gas and Electric Company right of way. Most of the lands are barren of vegetation except for scattered brush and native scrub. The environmental impact of the :new road construction will be positive. The project will encourage development of the adjoining lands for better usage. It will also provide direct freeway access to industrial traffic, elim- inating the need for such traffic to use local business and residential streets. The completed project will be attractively landscaped. 3 UNAVOIDABLE ADVERSE ENVIRONMENTAL EFFECTS AND MITIGATIION MEASURES. No adverse environmental effects have been identified. 4. ALTERNATIVES There are no feasible alternate routes for the project. The alignment is fixed by existing industrial development, by the location of I-5, and the advanced stages of planning for Route 54, and the Sweetwater Flood Control Project. 5. R.ELATIONSHIP BETWEEN LOCAL SHORT-TERM ENVIRONMENTAL USES AND MAINTENANCE AND. ENHANCEMENT OF LONG-TERM PRODUCTIVITY. There will be no changes in the intended land uses adjoining this project; however, the project may accelerate development of some of the lands, where development has been discouraged because of circuitous access. It is expected that the project will accelerate the development of other vacant or marginally developed lands beyond the project limits, and that such development would be in conformance with the guidelines recommended by the National City General Plan." BE IT FURTHER RESOLVED that the City Clerk is directed to transmit copies of this resolution to all appropriate governmental entities. PASSED AND ADOPTED this 12th day of October, .1971.
