RESOLUTION AUTHORIZING EXECUTION OF A CONTRACT
WITH TAYLOR TRACTOR COMPANY FOR WEED ABATEMENT
BE IT RESOLVED by the City Council of the City
of National City that the City Manager of National City is
hereby authorized and directed to execute a contract with
TAYLOR TRACTOR COMPANY for weed abatement work for 1971.

1. PARTIES.
The City of National City, hereinafter referred to
"City" hereby contracts with and employs TAYLOR TRACTOR CO.
einaftcr referred to as "Contractor" to perform weed abate-
,-.ent work under the terms of this contract.
2. COND1TTt7N OI' WORK.
The contractor agrees to perform weed abatement work
10 pursuant to the terms of the "Weed Abatement ,Specificat:ionstt
11 adopted by the National City Fire Department, a copy of which
12 is attached hereto and marked Exhibit "A" and incorporated
13 },ere in as if fully set forth hereafter.
14 3. CO'•:PENSATION.
15 The City agrees to pay the contractor, for work done
'1G under this contract, the unit rates for labor contained in the
17 bid submitted to the National City Clerk by the contractor on

WEED ABATEMENT SPECIFICATIONS
Where directed by the Fire Prevention Bureau,.parcels of land and
parkways shall be cleaned as herein specified. After all cleaning
operations have been completed, the grounds and sidewalks shall be
left in a neat and presentable condition. All work shall be to the
satisfaction of the Fire Prevention Bureau. The contractor will
select the method of cleaning each lot to achieve the work at
the lowest cost. The Fire Prevention Bureau shall approve the
cleaning method for each lot.
1. DISKING:
Parcels of land shall be disked with an approved double throw
disk at a sufficient depth to place the weeds under the finished
soil surface. Disking shall be performed in such a manner as to
completely eliminate all standing weeds. If there is no improved
sidewalk, that portion of the land usually designated as sidewalk
and/or parking is to be part of the lot or parcel and shall not
be considered separately.
Approximately sixty (60) days thereafter, or when otherwise
ordered by the Fire Prevention Bureau, the above described
operation may be repeated to insure the complete removal of all
weeds or any regrowth thereof.
2. EDGING:
Edging, when required, shall be done as herein specified. Back
furrows shall he plowed along borders of cleaned areas designated
by the Fire Prevention Bureau with an approved disk-terracer, or
similar approved equipment, to eliminate weeds otherwise im-
practical to disk under with heavier equipment. Edging shall be
done between the first and second disking operations, or as
otherwise directed.
3. MOWING:
When, in the opinion of the Fire Prevention Bureau, other
methods of weed abatement are impractical or prove unsatisfactory,
weeds shall be cut to within one (1) inch of the finished soil
surface with an approved mechanical mower. Mowing shall be done
between the first and second disking operations, or as otherwise
directed.
Cuttings resulting from mowing shall be raked and disposed of
each day at approved locations, unless the contractor can, and is
permitted to, disk under the cuttings. A fine mulch type of
cutting may be permitted to lay under certain conditions.
4.' HANDWORK:
Whenever it. is impractical by reason of topography, location
of -trees, shrubbery, buildings or fences, to disk or mow weeds;
or whenever it `s impractical to work 4-ractors, mowing machines

or other similar machines in a confined area, the weeds shall be
removed by hoe, rake or other means employing hand labor. All
materials accumulated by the above mentioned hand labor shall be
disposed of daily in an approved location.
5. WASTE MATTER REMOVAL:
Whenever it becomes necessary to remove any waste material from
any parcel of land, the Fire Prevention Bureau, or his authorized
representative, shall be notified and he shall. authorize such
work as is deemed necessary. All waste material shall be hauled
to a legal disposal area and dumped as per their directions.
All disposal fees will be paid by the contractor. Whenever
possible, waste matter shall be removed before any weed abatement
work is done on the premises.
NOTE: Waste matter is defined in the National City Ordinance
No. 1155 (Section 3) is as follows:
"Section 3: Waste matter is defined for the purpose
of this ordinance as unused or discarded matter having
no substantial market. value, which is exposed to the
elements and is not enclosed in any structure or
otherwise concealed from public view, and which
consists (without limitation or exclusion by enumer
ation) of such matter and material as:
(a) Rubble, asphalt, concrete, plater, tile.
(b) Rubbish, crates, cartons, metal and glass
containers.
(c) Vehicle bodies and parts.
6. MEASUREMENT AND PAYMENT:
The unit of measurement for cleaning parcels of land and park-
ways shall be the rate, as specified in the bid and contract.
Payment for cleaning parcels of land and parkways will be made
on the rate as per the contract. It shall include full com-
pensation for furnishing all labor, materials, tools and
equipment, and 'doing all the work as herein provided.
Payment for waste material hauling will be based on the contract
note for hauling the waste matter to the disposal area.
At the expiration of thirty (30) days (calendar) after the
commencing of the work and at thirty (30) day intervals there-
after, invoices in triplicate may be submitted to the Fire Pre-
vention Bureau showing the number of parcels on which weeds were
abated and the amount of money claimed under the contractor.
The claim will then be submitted to the Finance Department and
payment ordered on the next disbursing day of the City. Ten
percent (10%) of each payment will be withheld by the. City until
the contract is terminated.

7. BOND:
The following bonds will be required:
(a) Faithful performance bond of at least $2,500.00
(b) Labor and materialmens bond of at least $5,000.00
(c) Public liability insurance of at least $100,000/300,000.00
for injury or death and property damage of at least
$50,000.00 that insures the company and the City and
its employees while acting in their official capacity.
NOTE: These amounts are minimum the City Council and/or
the City Attorney may deem these insufficient.
1. A certificate of insurance with a 10 day written notice of
cancellation provision shall be submitted prior to commencing
work. The City of National City shall be named as an
additional insured.
