RESOLUTION GRANTING A RESIDENTIAL PLANNED DEVELOPMENT
PERMIT PURSUANT. TO ORDINANCE .1077
(Natbnal City Convalescent Hospital)
The City Council of the City of National City,
California, does hereby find, determine, order and resolve
as follows:
1. At a regular meeting of the City Planning Com-
mission on May 10, 1971, said Commission unanimuously adopted
a recommendation that the owner of the real property known
as Southwest corner Fourth Street and Shell Avenue,and more
fully described below, be granted a Residential Planned Develop-
ment Permit upon the conditions hereinafter stated:
The north 440 feet of the East 330.feet of the
West 660 feet of the Southwest Quarter of Quarter
Section 104 Ranchode la Nacion.
2. That the City Council has received the recom-
mendation of the Planning Commission, and after full and
complete consideration of said recommendation hereby grants
a Residential Planned Development Permit to construct National
City Convalescent Hospital, subject to the following terms
and conditions:
a. Prior to the issuance of
the Department of Building and Housing,
shall file with the Planning Department
a building permit by
the property owner
an acknowledgment in
writing, stating that they are -cognizant of all conditions as
hereinbelow set forth and agree to perform all workin within
a period of time not to exceed two (2) years.
(1.) If such work has not been completed within
two (2) years, this permit shall be subject to
revocation.
(2..) The development shall conform to the plot
plan submitted.
b. Prior to the issuance of a building permit by
the Department of Building and Housing, detailed construction
plans, including grading plans, .shall be submitted to and
approved by the City Engineer and the Fire Chief of the City of
National City.
c. Westerly thirty. (3.0) feet of subject property
shall bededicated for Thelma Lane.
(1) Said dedication shall be improved with
curb, gutter, sidewalk, and thirty (3.0) feet
of pavement as approved by the City Engineer.
Sidewalk shall be five (5) feet in width, con-
structed of concrete and placed contiguous to
the curb.
d. Northerly forty (40). feet of subject property
shall be dedicated for Mariposa Street (Fourth Street).
(1) Mariposa Street (Fourth Street) shall be
improved with curb, gutter, sidewalk and thirty
(30) feet of pavement as approved by the City
Engineer. Sidewalk shall be five (5) feet in
width, constructed of concrete and placed con-
tiguous to the curb.
(2) City to work with the 1911 Act Improvements
Division of the San Diego City Engineering Depart-
ment in an attempt to secure their support for
the improvement of the north half of Mariposa
Street concurrently with the proposeddevelopment.
e. Easterly thirty (3.0) feet of subject property
shall be dedicated for Shell Avenue.
(1) Shell Avenue shall be improved with curb,
gutter, sidewalk, and twenty (20) feet of pave-
ment as approved by the City Engineer. Sidewalk
shall be five (5) feet in width, constructed of
concrete and placed contiguous to the curb.
f. Southerly thirty (30) feet of subject property
shall be dedicated for street purposes.
(1) Said dedication stall be improved with curb,
gutter, sidewalk,' and pavement as approved by
the City Engineer. Sidewalk shall be five (5)
feet in width, constructed of concrete and placed
contiguous to the curb.
g. Curb returns on Thelma Lane, Mariposa Street,
and Shell Avenue shall be installed with a minimum twenty
(20) foot radius.
h. All parkway and setback areas not improved for
walkways, vehicular access or parking shall be landscaped.
i. Off-street parking shall be provided at a
minimum ratio of one (1) automobile storage space for each
three (3) patient beds, plus one (1) additional space for each
three (3) permanent employees.
(1) All off -.street parking sites shall be
lined and provided with adequate wheel stops.
(2) Each required parking space shall not be
less than nine (9) feet in width and twenty (2.0)
feet in length, exclusive of all other areas.
(3) Each required parking space shall open
directly upon an aisle or driveway of such
width and design as to provide safe and suffic-
ient means of vehicular access to such parking
space.
(4) All parking spaces and drivewaus shall be
surfaced with asphaltic concrete at least two (2)
inches in depth, or its equivalent.
j. All required areas of landscape shall include shrubs,
trees,:ground cover, lawn, decorative rock or attractive paved
surfaces, earth features and rock groupings.
(1) To insure the hardiness of plants and
to produce within a reasonable period of time
the effect for which landscaping is provided,
all trees and large shrubs shall have a minimum
height of five (5) feet at time of planting, be
adequate in diameter to support the top; shall
not be smaller than those usually sold in five -
gallon containers; and shall have the body and
fullness that is typical of the species. All
other shrubs shall not be smaller than those
usually sold in one -gallon containers and shall
have the body and fullness that is typical
of the species.
(2) Large trees .and shrubs shall be adequately
supported when planted. Such supports shall be
so designed that the trees and shrubs will not
be injured.
(3) A minimum distrance of five (5) feet shall
be maintained between corner of large trees or
shrubs and edge of driveways.
(4) All plant growth shall be controlled by
pruning, trimming or otherwise so that it will
not:
(a) interfere with the installation ,
maintenance, and repair of any public
utility.
(b) restrict any vehicular access.
(c) constitute a traffic hazard.
(5) All trees, shrubs, and plants shall be period-
ically fertilized, weeded, aerated, trimmed, edged,
and watered and shall be maintained in a healthy,
growing condition.
(6) All trees, shrubs, and plants which have been
planted and which, due to accident, damage, disease,
or other cause, fail to show a healthy growth
shall be replaced.
(7) All areas of landscape shall be provided with
a permanent underground automatic sprinkler, irri-
gation or other acceptable watering system. Said
system shall be capable of providing a proper
amount of precipitation for the particulartype
of plant materials used.
k. All electrical, telephone, or similar distribution
utility facilities shall be placed underground in accord with
undergrounding provisions of the zoning code.
1. Convalescent hospital to provide no surgery or
primary treatment such as are customarily provided in major
hospitals, and further provided that no treatment is given to
contagious diseases, and that patients are not treated for
major mental sickness or disease.
m. Entire facility shall be constructed simultane-
ously so that the project as a whole, when construction is com-
pleted and all furnishings and equipment are installed, shall
be ready for occupancy.
n. Property owners shall file precise plans for
landscaping, showing walkways, fencing, and tree locations,
and all landscaping to be done within the parkways and setbacks,
for City Council approval upon recommendation of the Planning
Commission prior to installation. Installation in compliance
with said precise plans shall becompleted prior to occupancy.
o. The use of outside sound systems, public address
systems, music systems, jukeboxes, and other music -making
devices of that description and nature shall be prohibited.
p. Outside lighting shall be shaded and directed
to fall only upon those properties from which said light source
is erected.
q. All fixtures to be installed on the 'roof or
outside the proposed structures (i.e., refrigeration facilities,
air-conditioned facilities, heating facilities, etc.) shall be
screened from view.
r. No building permits shall be issued for this
project until the planning commission has approved the design
plans for all exterior elevations of all buildings.
