HomeMy WebLinkAboutCC RESO 10,367RESOLUTION NO. 10501-7 RE.SOLUT.ION SUPPORTING TRANSPORTATION LEGISLATION MAKING STATE FUNDING AVAILABLE TO LOCAL TRANSPORTATION AGENCIES WHEREAS, all transportation needs in the San Diego County geographic area constitute jurisdictional needs beyond the capacity of individual cities to provide. Ways must be found tocontrol smog, reduce our dependence upon more free- ways, control urban sprawl and at the same time furnish the means to transport people quickly, safely, economically and comfortably from one place to another, and WHEREAS, the League of California Cities and the Comprehensive Planning Organization have gone on record that transportation needs are a regional problem that should be handled by "elected" local officials instead of creating a new level of government, such as the Unified Port District, and WHEREAS, if the cities and County of San Diego are not organized into a transportation District, San Diego County may lose the benefit of about $2 million dollars from Assembly- man Deddeh's Transportation Bill AB 544, and WHEREAS, Assemblyman Deddeh has introduced a Regional Transportation Bill AB 2084 and has asked for recommendations from the various cities in San Diego County; NOW, THEREFORE, BE IT RESOLVED that Assemblyman Deddeh be encouraged to include in his Regional Transportation Bill AB 2084 provisions that: First, include all aspects of transportation, in- cluding aviation, rapid transit, fixed rail, exclusive freeway bus lanes, and bus trans- portation to interface all modes of transport- ation. Second, avoid the creation of a new distract level of regional government. Third, establish a transportation advisory and planning commission, composed of one council- man or mayor, from each city within the county appointed by the City Councils and one supervisor appointed by the supervisors to advise the Board of Supervisors on matters of district policy. Fourth, have built-in safeguards to insure that the interests of cities and citizens are protected as much as possible. Fifth, meet the ..Supreme Court requirement of one-man one -vote. Sixth, use the San Diego County Board of Super- visors as directors. Seventh, provide for the San Diego. County Board of Supervisors to be the Governing Board. Eighth, minimize expense as much as possible by avoiding creation of a new staff and special headquarters. PASSED AND ADOPTED this 15th'•-day of June, 1971. ATTEST:
