RESOLUTION GRANTING SPECIAL USE PERMIT PURSUANT..
TO ORDINANCE NO. 962
(Industrial Casting Company)
The City Council of the City of National City does
hereby find, determine, order and resolve as follows:
1. That a request for a Special Use Permit, pur-
suant tothe provisions of Section 8, Paragraph 1,2 of Ordi-
nance No. 962.has been .submitted to the Planning Commission,
and said Cornmission .at .a regular meeting has recommended
granting said Special. Use Permit upon certain conditions.
2. That the granting of said Special Use Permit,
subject to the conditions hereinafter specified, will, in
the opinion of the City Council, protect the public health,
safety and general welfare.
3. That a Special Use Permit is hereby granted
withreference to all the certain real property situated in
the City of National City, California, more particularly
described as follows:
Lots 13 through 17, Block 279, ,according
to the Map thereof, No. 348, City of Nat-
ional City.
4. That the Special Use Permit hereby granted is
for the installation and operation of an iron and steel
casting business, incorporating the use of a "Detroit Rocking
Electric Furnace
5. That said Special Use Permit is hereby granted
upon the following conditions:
a. Prior to operation of the furnace an inspec-
tion of the electric furnace and all electrical wiring and
equipment shall be obtained from the Department of Building
and Housing.
(1) All electrical work shall be installed
by a qualified person licensed to operate as an
electrical contractor by the State of California.
(2) The electric furnace and equipment shall
be approved by Underwriters Labciratories, Inc., or
other recognized authority.
b. All electrical distribution service wires
shall be placed underground (excluding those shtaded ser-
vice wires from bus bar on transformer to bus bar on elec-
trode pedestal).
c. Exterior walls of all existing structures or
buildings shall be painted harmoniously.
d. The entire property, excluding that frontage
on Cleveland Avenue in front of that portion of the existing
building tobeutilized as an office shall be enclosed by a
solid wood fence, including gates, not less .than eight feet
in height.
(1) Plans for the construction of said fence and
gates shallbe acompanied by structural calculations for wind
and other live loading as prepared by a prafessional engineer
and submitted to the Department of Building and Housing for
the issuance of a building permit.
(2) Fencing shall be installed observing the re-
quired four foot landscaped setback from all property lines
abutting upon a dedicated street: provided however, if the
applicant so desires fencing may be installed on the exterior
side yard property line .(2.3rd Street side) .subject to: perma-
nently landscaping the parkway on 23rd Street in accordance
with theprovisions of the. zoning ordinance. Parkway on Cleve-
land Avenue shall be permanently landscaped, excluding areas of
ingress and egress, in accordance with the .adopted policy for
landscaping in the Tidelands. Area. Landscape, approved as to
type, size and specie shall be installed pursuant to the recom-
mendation of the Director of Parks and Recreation.
(3.) The fencing shall be constructed of new material,
maintained in good repair, and all surfacts thereof shall be
kept painted or stained for. .the purposes of preservation and
appearance.
e. All off-street parking sites shall be provided
within the proposed fence enclosure.
(1) Parking sites shall be provided at a minimum
of one space for each two employees or at a ratio of not less
than one space for each eight hundred square feet of gross
floor area whichever is greater.
(2.) Each 'required parking space shall be not
lessthan nine feet in width .and twenty feet in Length,
exclusive of all other areas.
(3.) All parking sites and access driveways
shall be improved and sufficed in accordance with .the provis-
ions of thezoning ordinance.
f. Provisions for off -.street loading and unloading
shall be installed and maintained in .accordance with the
provsions of thezoning ordinance.
g. Bins, substantially constructed of concrete,
block or wood, shall be provided for the storage of metals
pending melt.
(l) At LTG time shall the Storage of metals,cast-
ings or .other materialsbe permitted to exeed the height of
the fence surrounding the property.
(2) Storage of metals for meWing shall be pro-
hibited outside of bins.
(3) The storage of materials or wastes in such
form or manner that they may be transferred off said lot by
naturalcauses or forces, is prohibited.
h. As a condition of occupancy, all damaged or
broken curbs, gutters and sidewalks shall be repaired.
i. Applicant shall comply with all applicable local,
County, State and District laws.
j. In the event that the City Council upon recom-
mendation of the Planning Commission should hereafter find and
determine that the conditions set forth above have not been
satisfied or have been violated, it may declare this Special
Use Permit void and of no further effect.
