IT RESOLVED by the City Council of the. City of National City. that CLEO OSBURN, City Manager, is hereby authorized toenter into and sign an agreement with the State of California, California State Personnel Board, co- operative Personnel Services Division, for the purpose of performing a position classification and/or salary survey for the City of National City. ATTEST: CITY CLERK AGREEMENT THIS AGREEMENT, made and entered into this day of , , by and between the STATE PERSONNEL BOARD, through its duly appointed, qualified, and acting Executive Officer, party of the first part, hereinafter called the Board, and the CITY OF NATIONAL CITY , party of the second part, hereinafter called the CITY W1TfLETfi: That the parties, for and in consideration of the covenants, conditions, agreements, and stipulations hereinafter expressed, hereby Agree as follows: 1. In consideration of the payment by the CITY to the Hoard of the sum hereinafter prescribed in Schedule A, the Board does hereby agree to perform those technical personnel services hereinafter set forth, pursuant to the authority contained in Section 18707, Govern- ment Code. 2. The Board shall A. Prepare a classification plan covering employees of the CITY . H. Prepare a compensation plan for those classes of positions recommended by the Board. In performing the services incident to the preparation of a classifi- cation plan, the Board shall: (1) Make job analyses of all positions agreed to between the parties, prepare appropriate class specifications, and allocate all positions to their prover classif.cations. T/C - 1 12/70 (2) Prepare such rules and regulations as may be necessary to administer the classification plan. (3) When requested, advise and assist the CITY in technical matters of personnel administration. In performing the services incident to the preparation of a compensa- tion plan for the classified service of the CITY the Board shall: (1) Prepare salary range recommendations for all classes of positions in the CITY service. (2) Perform all necessary technical work in connection with the above function. (3) Prepare guidelines necessary for the administration of the compen- sation plan in the CITY' - Schedule A In consideration of the performance of the above functions by the Board, the CITY agrees to reimburse the Board for all direct expense of performance and reasonably proportionate shares of the indirect expense and overhead expense as required by State Administrative Manual, Sections 8755 8755.1, provided that the reimbursable costs shall not exceed $4,900.00 If additional services are requested of the Board, costing in excess of such amount, this agreement shall be suitably amended in writing by mutual consent of the parties in order to provide the additional funds. In addition, the CITY agrees to cooperate fully and to furnish such clerical help and materials as may be necessary to the proper performance of the above -mentioned services. T/C - 2 12/70 The Board shall, from time to time, submit invoices covering services rendered, and the CITY agrees to pay such invoices within sixty (60) days following receipt thereof. This agreement may be terminated by either party hereto upon thirty (30) days written notice prior to the date of termination.
