RESOLUTION ESTABLISHING GENERAL PREVAILING RATE. SCHEDULE
OF PER DIEM WAGES FOR PUBLIC WORKS CONTRACTS

WHEREAS, a study of
per diem wages and of holiday
ments for health and welfare,
9903
the 'general prevailing rate of
work, including employer pay -
pension, vacation and similar
purposes, in the City of National City, for each -craft, class-
ification or type of workman needed to execute public works
contracts for the City of National City, has been made, and
WHEREAS, the applicable wage rate established by
collective bargaining agreements and such rates as may have
been predetermined for Federal public works within the locality
and in the nearest labor market area have thereby been ascer-
tained, and
WHEREAS, where such rates do not constitute the rates
actually prevailing in the locality, further. data from labor
organizations and employers or the employer associations con-
cerned, including the recognized collective bargaining repre-
sentatives for the particular craft, classification or type of
work involved have been considered;
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City. of National City as follows:
1. That based upon the reports and recommendations
made to it, the City Council ascertains and de-
termines that the prevailing rate for each craft,
classification or type of workman needed to execute
public works contracts for the City of National
City is as hereinafter set forth in Exhibit "A",
attached hereto and made a part hereof;
2. That the City Clerk be, and she is hereby directed
to cause to be published such prevailing wage rate
scheduled one time in the National City. Star -News,
a newspaper published twice week in said City,.
and of general circulation;
3. That by reference to this resolution by number,
the City Council may establish the schedule of
prevailing rate of per diem wages for public works
contracts awarded by the. City Council of the City
of National City for work performed for each craft,
classification, or type of workmen needed to ex-
ecute such contracts, including contracts awarded
pursuant to special assessment proceedings; and
ATTEST:
4. That until such time as the determination herein
made is superseded by resolution of this Council
such prevailing rate of per diem wage schedule,
or so much thereof as is applicable to the work
to be performed under the particular contract,
shall be included as a specification in all.

WAGE SCALES FOR THE BASIC TRADES
The following wage scales are taken from the Master Labor Agreements nego-
tiated between the San Diego County Construction Negotiating Committee (ACC,
BCA and EGCA) and the basic construction crafts Labor Negotiating Committee.
AREAS COVERED: Unless otherwise indicated, these wage scales are applicable in
the area known as San Diego County and off shore islands, California.

HEALTH & WELFARE: 46c per hour; 5/1/71 56c
PENSION: 55c per hour; 5/1/71 65c

'Premium pay classifications -not affecting foreman's rate unless foreman is en-
gaged in performing work in premium classifications.
Premium pay of 25c per hour shall be paid on all classifications where carpen-
ters work from or with bos'n chairs, swinging scaffolds or from any safety belts
or any similar equipment. Premium pay of 25c per hour shall be paid for weld-
ing in any carpenter classification.
Pile Drivers and Millwrights have special working rules and receive
travel expense and subsistence in designated areas. Please refer to
the Agreement for these special working rules.

EXISTING FRINGE BENEFIT PROGRAMS AT THE OPTION OF THE UNION.
All Operators and Oilers on equipment with booms of eighty (80) to one hundred
(100) feet, including jib and pile driving rigs with hammer leads of eighty (80)
to one hundred (100) feet, shall receive fifteen cents (15c) per hour pay in addi-
tion to the regular rate of pay. Thereafter, they shall receive an additional
twenty cents (20c) per hour pay additional to the regular rate of pay for each
- additional twenty (20) feet of boom or portion thereof, including jib, up to two
,unfired (200) feet; thereafter, the Operator shall receive one dollar and fifty
vents ($1.50) per hour in addition to his regular rate of pay, which shall include
he above -mentioned long boom rate; and the Oiler shall remain at the two hun-
ired (200) foot rate. The rate of pay established by this paragraph shall become
.he base rate for the entire shift.
Operators on Tandem -type equipment, excluding compaction units, shall receive an
additional one dollar ($1.00) per hour in addition to the regular rate and this
shall become the base rate for the entire shift.
Operators on Tower Crane equipment shall receive an additional forty-five cents
(45c) per hour in addition to the regular rate and this shall become the base rate
for the entire shift (long boom pay does not apply).
Operators on hoists with three (3) drums shall receive fifteen cents (15c) per
hour additional pay to the regular rate of pay. For each additional drum, he
shall receive an additional fifteen cents (15c) per hour. The additional pay shall
be added to the regular rate and become the base rate for the entire shift.
