HomeMy WebLinkAboutCC RESO 10,055RESOLUTION NO. 10,055 RESOLUTION URGIN EARLY APPROVAL AND CONSTRUCTION OF THE PERIPHERAL CANAL AS A PART OF THE STATE WATER PROJECT WHEREAS, the City and County of San Diego, now practically wholly dependent upon imported Colorado River water for domestic, industrial and agricultural use, look to the California State Water Project for a large part of their future needs as their present water sources are de- pleted by the development of areas in the West with superior rights in such sources; and WHEREAS, the Delta pool concept, under which all water contracted for to be used south of the Sacrament -San Joaquin River Delta is to be delivered at the Delta into the huge aqueducts, constituting the Project's water -distributing conduits, has been from the first the backbone of the Project; and WHEREAS, the facilities to make this delivery poss- ible and at the same time fully protect the Delta and its ecology from the serious consequences of these major diversions have long been the subject of intense study and planning by both the State and Federal authorities responsible for the construction and operation of the State Project and the Federal Central Valley Project; and WHEREAS, the Peripheral Canal, by which it is planned to intercept the water to be exported above the Delta, carry it around the Delta to the pumps which will lift it into the southbound conduits, and from which such water can be released as and when necessary into the Delta for the protection of all Delta uses, including the maintenance and enhancement of its ecology, is the plan finally agreed upon by both Federal and State experts; and WHEREAS, the proposal has received support of a broad array of affected groups, including sportsmen organi- zations, wild -life groups,recreationists, agriculturists, boating clubs and commercial fishing interests; and WHEREAS, the proposal has been approved by the Secretary of the Interior, by both the Sentate Committee on Water Resources and the Assembly Committee on Water, and now awaits only the approval of the Governor before it can be submitted to the Congress for authorization. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of National City, California, reaffirms its support and approval of the Peripheral Canal and hereby urges Governor Reagan to give prompt approval to the feasibility report sub- mitted to him by the Secretary of the Interior; and BE IT FURTHER RESOLVED, that Congress be urged to adopt the legislation necessary for its construction.
