A RESOLUTION OF THE CITY OF NATIONAL CITY
APPROVING UNDERTAKING OF GENERAL NEIGHBORHOOD
RENEWAL STUDY AND FILING OF APPLICATION FOR
FEDERAL ADVANCE OF FUNDS AND DESIGNATING A
SURVEY AREA.
WHEREAS, under Title I of the Housing Act of 1949,
as amended, the Secretary of Housing and Urban Development
may make advances of funds to local public agencies for the
preparation of general Neighborhood Renewal Plans for areas
defined in Section 102(D) of such Title where the interest
of sound community planning makes it desirable that the urban
renewal activities proposed for the areas be planned in their
entirety; and
WHEREAS, Title

the basis of race, color, creed or national origin in sale,
lease or other disposition of residential property (including
land intended for residential use) or in the use or occupancy
thereof; and
WHEREAS, it is desirable and in
that the Redevelopment Agency of the City
the public interest
of National City pre-
pare a General Neighborhood Renewal Plan, presently estimated
to cost $436,135.00, in that certain area, herein designated
a General Neighborhood Renewal Area, located in the City of
National City, County of San Diego, and State of California,
and generally bounded by:
Interstate 5 Freeway on the West, on the East
by an irregular line beginning at the intersection
of 7th Street and "A" Avenue and ending at the
intersection of 18th Street and "D" Avenue exclud-
ing Kimball Park and South Bay Plaza Shopping
Center, on the South by an irregular line beginning
at the intersection of 18th Street and "D" Avenue
and ending at the westerly prolongation of 22nd
Street and its intersection with Interstate 5 Free-
way, and on the North by 7th Avenue.
WHEREAS, pursuant to Sections 33310 and 33312 of the
Health and Safety Code of the State of California it is necessary
to designate a survey area for study purposes for said General
Neighborhood Renewal area; and
WHEREAS, said survey area is described on the at-
tached Exhibit "A" made a part hereof as if fully set forth
herein.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF
NATIONAL CITY:
1. That the proposed General Neighborhood Renewal
Area described above is an area consisting of an urban renewal
area or areas and adjoining areas having specially related
problems which is of such size that the urban renewal activities
in the urban renewal area or areas may have to be initiated in
stages, consistent with the capacity and resources of the Re-
development Agency of the City of National City over an esti-
mated period of not more than 8 years.
2. That the undertaking by the Redevelopment Agency
of the City of National City of the preparation of a General
Neighborhood Renewal Plan for the General Neighborhood Renewal
Area described above is hereby approved.
3. That it is cognizant of the intention of the
Redevelopment Agency of the City of National City to undertake
an urban renewal project promptly upon completion of the General
Neighborhood Renewal Plan and the preparation of an urban re-
newal plan for such project, which project shall embrace at
least 10 percent of the urban renewal area or areas within the
General Neighborhood Renewal Area and shall be of the character
contemplated by Section 110(c) of Title I.
4. That is cognizant ofthe conditions that are im-
posed in the undertaking and carrying out of urban renewal
projects with Federal financial assistance under Title I, in-
cluding those relating to (a) a feasible method of relocation,
(b) the provision of necessary local grants-in-aid, and (e)
the prohibition of discrimination because of race, color, creed,
or national origin; as well as the requirement of Section 102(d)
of Title I,that a General Neighborhood Renewal Plan conform to
the locality's general plan and Workable Program for Community
Improvement.
5. That. it is the intention ofthis .body that the
General Neighborhood Renewal Plan will be used to. the .fullest
extent feasible as a guide for theprovision of public im-
provements in the General Neighborhood Renewal Area and that
the. Plan will. be considered in formulating codes and other
regulatory measures affecting property in such Area and in
undertaking other local governmental activities pertaining to.
the development, redevelopment, and rehabilitation of the area.
6. That the filing of an application of the Redevel-
opment Agency of the City. of National City for an advanceof
funds from the United. States to enable it todefray the cost
of preparing a General Neighborhood Renewal Plan for a proposed
General Neighborhood Renewal Area described above is hereby
approved.
7. That a survey area is hereby designated pursuant
to Section 33310.of the. Health and Safety Code of the State
of California for thepurposes of .study said General Neigh-
borhood Renewal Area, said survey area is more particularly
described on the attached exhibit "A.' made a part hereof.
8. That pursuant .to Section 33312 of the Health.
and Safety Code of the. State of California it is hereby found
and determined that said surveyarea requires study to deter. -
mine if a redevelopment project or projects within said
area are feasible.
