RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT
BETWEEN NATIONAL CITY AND SAN DIEGO FOR THE CONSTRUCTION
AND USE OF THE PLAZA BOULEVARD INTERCEPTOR SEWER
BE IT RESOLVED by the City Council of the. City of
National City that the City Manager is hereby authorized and
directed to executean agreement with the City of San Diego
for the construction and use of the Plaza Boulevard Interceptor
sewer.

B. State briefly, with respect to each source of funds indicated above,
the major local actions required in order to make such funds available,
specifying th'e actions completed to date and those remaining. Indicate

Funds in the amount of $245,775 will be budgeted in
Sewer Revenue Fund 506 for Utility Department contributions
to this project. . About 30 days will be required to obtain
funds.

Subject: Plaza Blvd. Sewer
This letter is to outline the salient features of the
existing relationships between the Cities of San Diego
and National City concerning sewerage. Included are
references to the Plaza Blvd. project, and to the Metro-
politan Sewerage .System into which the Plaza Blvd. trunk
will drain.
SEWAGE AGREEMENT BETWEEN NATIONAL CITY AND SAN DIEGO
The Sewerage Agreement.of 1960 between the City of
National City and the City of San Diego provides for the
transportation and disposal of National City's sewage.
The contract provides that San Diego will construct and
will then operate and maintain the Metropolitan Sewerage
System during the contract period of 40 years starting
in 1963. The contract guarantees National City a firm
capacity right to an average daily flow of 8.10 mgd in
the•Metropolitan System. The most recent computed average
daily flow from National City (1968-69 Fiscal.Year) was
2.232 mgd.
CAPACITY OF METROPOLITAN SYSTEM
The capacity of the main interceptor which picks up the
National City flow is designed at 128 mgd. This is ade-
quate to serve the entire South San Diego bay area until
at least the year 2003.

The Metropolitan treatment plant now has a capacity of
about 150 mgd and average daily flows are 89 mgd. The
treatment plant is to be expanded in stages as required
by the growth in total flow from the entire metropolitan
area. There w ill be at all times ample capacity to
serve National City's needs.
POPULATION PROJECTIONS IN PROJECT AREA
The portion of the City of San Diego to be served by the'
Plaza Blvd. sewer will have an estimated population of
32,000 when fully developed in the year 2000.
FINANCIAL PARTICIPATION BY SAN DIEGO
San Diego proposed to pay National City for the share
of the pipeline costs equal to the share of the capacity
of the line reserved for San Diego's.use. Such payment
will be a cash contribution.
FEDERALLY SUBSIDIZED HOUSING
The project area contains three subsidized housing
projects:
1.. Bay View Navy Housing
2.. Low rent apartments in Highland Park
3. Paradise Gardens Housing Project
We have no statistics at -this time concerning rent
averages or ethnic distribution, as the tributary area
still is largely undeveloped. It is understood, however,
that the majority of the area will be developed for low
and moderate priced housing with no ethnic discrepancies.

DESIGN CRITERIA
The'City's portion of the Plaza Blvd. sewer capacity
design is as follows:
32,000 population x 80 gpd x 1.7 peak factor
4.4 mgd peak flow

SAN DIEGO'S INTEREST IN. PROJECT .
As pointed out above, San Diego and National City have
interrelated interests in the area to be served by the
Project. .The City of San Diego has a very high degree
of need for the project, and feels that the only way to
fulfill this need is to join in a cooperative effort with
National City. Funds are -available for San Diego's share
of the project cost.
Enclosed is an original of HUD Form 41401-2 outlining
San Diego's funding for our portion of the Plaza Blvd.
project.
Also enclosed are four copies of our map SE-71 showing
the location of the National City area with respect to
the Metropolitan facilities.
It is hoped that this will fulfill the required informa-
tion for your grant request.

in accordance with its established policies and in full
compliance with the law concerning such matters.

capacity to carry both the sewage generated within National

Provided that, in the event actual cost of construction
exceeds or is less than the total estimated cost set forth
above, shall pay its share of the actual cost of
Sewer based on the formula and schedule for actual design
capacity of the Sewer as set fortn above, and further
provided that in no event shall City pay more than 110% of

5. National City warrants and agrees that %balm& Sc.rer
will be constructed in accordance with appropriate recognized
standards in tale industry and in a good and workmanlike manner.
6. Those certain. rights accruing to C by virtue of
an agreement between C--'and i:ati.onal City dated April 1.7,
1969 on file in the office cf the CityClerk are continued
under this agreement, provided that Q4.y may utilize these
rights in and through.the newly constructed *iiiorioW Serer, and
further provided that the rights granted thereunder shall
continue for so long as then has rights set forth in.
paragraph '.7 hereof.
7. (, `y, by this agreement to pay a portion of con
struction costs as more fully set forth herein, purchases
the right to transport an additional 3.4 ragd sewage flow
through said c Sewer for a period of .30 years commencing
with the first day upon. which-'which=is Sewer is operative or
.•July 1, 1971, whichever date is earlier.
8. In the event National City does not commence con-
struction of Sewer on or before January 1, 1971, this
agreement shall be of no force and effect.
