City of National City that the City Manager is hereby authorized and directed to executean agreement with the City of San Diego for the construction and use of the Plaza Boulevard Interceptor sewer. Included are references to the Plaza Blvd. project, and to the Metro- politan Sewerage .System into which the Plaza Blvd. trunk will drain. SEWAGE AGREEMENT BETWEEN NATIONAL CITY AND SAN DIEGO The Sewerage Agreement.of 1960 between the City of National City and the City of San Diego provides for the transportation and disposal of National City's sewage. The contract provides that San Diego will construct and will then operate and maintain the Metropolitan Sewerage System during the contract period of 40 years starting in 1963. The contract guarantees National City a firm capacity right to an average daily flow of 8.10 mgd in the•Metropolitan System. The most recent computed average daily flow from National City (1968-69 Fiscal.Year) was 2.232 mgd. CAPACITY OF METROPOLITAN SYSTEM The capacity of the main interceptor which picks up the National City flow is designed at 128 mgd. This is ade- quate to serve the entire South San Diego bay area until at least the year 2003. 1 Mr. Harold Foster April 10, 1970 The Metropolitan treatment plant now has a capacity of about 150 mgd and average daily flows are 89 mgd. The treatment plant is to be expanded in stages as required by the growth in total flow from the entire metropolitan area. There w ill be at all times ample capacity to serve National City's needs. POPULATION PROJECTIONS IN PROJECT AREA The portion of the City of San Diego to be served by the' Plaza Blvd. sewer will have an estimated population of 32,000 when fully developed in the year 2000. FINANCIAL PARTICIPATION BY SAN DIEGO San Diego proposed to pay National City for the share of the pipeline costs equal to the share of the capacity of the line reserved for San Diego's.use. Such payment will be a cash contribution. FEDERALLY SUBSIDIZED HOUSING The project area contains three subsidized housing projects: 1.. Bay View Navy Housing 2.. Low rent apartments in Highland Park 3. Paradise Gardens Housing Project We have no statistics at -this time concerning rent averages or ethnic distribution, as the tributary area still is largely undeveloped. It is understood, however, that the majority of the area will be developed for low and moderate priced housing with no ethnic discrepancies. • DESIGN CRITERIA The'City's portion of the Plaza Blvd. sewer capacity design is as follows: 32,000 population x 80 gpd x 1.7 peak factor 4.4 mgd peak flow Mr. Harold. As pointed out above, San Diego and National City have interrelated interests in the area to be served by the Project. .The City of San Diego has a very high degree of need for the project, and feels that the only way to fulfill this need is to join in a cooperative effort with National City. Funds are -available for San Diego's share of the project cost. Enclosed is an original of HUD Form 41401-2 outlining San Diego's funding for our portion of the Plaza Blvd. project. Also enclosed are four copies of our map SE-71 showing the location of the National City area with respect to the Metropolitan facilities.
