This line is under— sized to the extent where a new 24" inch line is to replace an existing 10" inch line at certain locations near Palm Ave. The new line is strictly a replacement and does not add new length to the system. A study made by City of National City showed a projected population growth of 42,500 against a present population of 46,577, census of 1968. The line starts at 8th St. and Plaza Blvd. and ends at the Wilson Ave. Pump and meter station where the sewage is metered into an interceptor •line that -Carries sewage to the San Diego Metropolitan Sewerage System, sewage disposal plant, as shown on -the attachea map. The new line is approximately 19,390 ft. in length. • The new line is an interceptor sewer under definition 2101 (b) (1)of State Water Control Board regulations. A substantial portion serves separate and distinct drainage areas. The map delineates the area to be served by the Plaza Boulevard Interceptor Sewer, both in National City and San Diego. The pipe sizes range from 18" to 36"'diameter. Course generally follows Paradise Creek Channel. • ti PLAZA BOULEVARD INTERCEPTOR SEWER BYPASS ANALYSIS The purpose of the Plaza Boulevard Interceptor Sewer is to update and size a line that successfully transports effluent from its entering the line to its emptying into the Metropolitan Interceptor Sewer. In the event any effluent is allowed to bypass the system it will flow into tidewater estuaries and eventually into San Diego Bay. The City of National City has; ordinances prohibiting roof storm drainage from entering the; sanitary sewer system. and With the use of plastic couplings it is expected that the amount of infiltration will be minimal. There will be no bypass facilities constructed within the Plaza Boulevard Interceptor Sewer System. PLAZA BOULEVARD INTERCEYIOR SEWER DESCRIPTION OF PROJECT The City of National City proposes to construct an interceptor sewer from the intersection of Plaza Boulevard and Paradise Valley Road to the Metropolitan interceptor -sewer at 23rd Street and Wilson Avenue. The design of the sewer will be such as to intercept an existing 12" line from the north and a proposed 10" line from the east at the Plaza and Paradise Road Intersection, The proposed interceptor will be in Plaza Boulevard from Paradise _Valley Road to Highland Avenue. The sewer then meanders in Streets, easements and alleys to the intersection with the metro interceptor. The proposed interceptor sewer is designed and aligned to intercept existing trunk sewers and their designed capacity for its intire course. The existing 12" sewer and proposed 10" sewer serve distinct drainage areas in the City of San Diego. Since historically the City of San Diego -has had sewage flow in the City of National lines, it is only proper that this area be included within the National City study and planning and future construction. The proposed interceptor sewer follows basically Paradise Creek and Paradise Creek Diversion. The design is from existing criteria in this area of the country. The costs are from sewer bids and experience in this area. Attached Exhibit "A" shows the general area served and the location of the proposed interceptor sewer. Exhibit "B" shows the location of the interceptor in detail, the drainage channels, the existing trunks and the size of the proposed sewer lines.
