RESOLUTION GRANTING A COMMERCIAL PLANNED
DEVELOPMENT PERMIT
(C2PD for Hydro -Spray Automatic Car Laundry)
The City Council of the City of National City
does hereby find, determine, order and resolve as follows:
1. At a regular meeting of the City Planning
Commission on March 10, 1969, said Commission unanimously
adopted a recommendation that the owners of the real property
more fully described in Planning Department Map No.PD-16 on
file with the National City Planning Department, be granted
a Commercial Planned Development Permit upon the conditions
hereinafter stated.
2. That the City Council has received the recom-
mendation of the Planning Commission, and after full and com-
plete consideration of said recommendation hereby grants a
Commercial Planned Development Permit upon the following
terms and conditions:
(1) The proposed development shall conform to all
applicable codes and laws of the City of National City, includ-
ing conformance with all requirements of the C-2-P-D- Commer-
cial Planned Development Zone of the Zoning Ordinance of
National City.
(2) The automatic car laundry shall be constructed
directly west of the existing service station on a parcel of
land seventy-two (72) feet in width by one hundred forty (140)
feet in length, containing a minimum gross area of 10,030
square feet, located 41.46 feet from the front property line
abutting Division Street, as shown on the Plot Plan on file
in the Planning Department.
(3) The automatic car laundry shall be designed
and operated so as to allow operation solely by the owner or
representative of the owner of an automobile through a
coin operated, electrical water spraying device. No auto-
mation or mechanical equipment other than required to oper-
ate the electrical water spraying device or small vacuums
used to clean inside the cars shall be permitted.
(4) The following accessory uses are specifically
prohibited:
a. General automobile or vehicle repairing.
b. Body and fender repair.
c.- Automobile painting.
d. Lubrication hoists or other lubricating
equipment.
e. Grease pit or any variation thereof.
f. Sale of automobile equipment and/or
accessories.
g. Installation of any automobile equipment
and/or accessories.
h. Oil changes or filter changing.
i. Flushing of radiators.
(5) All structures shall have an integrated color
or painted exterior surface. Any portion of the structure
constructed of metal shall have baked enamel finished exterior
surface or other exterior finish as durable and aesthetic
as the factory applied baked enamel finish. All structures
shall be maintained in a neat, substantial, safe condition and
shall be repaired or repainted in the event the original
material or paint is damaged in any way.
(b) Provisions shall be made for roof drainage, to
be approved by the Director of Building and Housing, to pre-
vent ponding of water on the roof.
(7) The ends of the main structure shall be con-
structed of solid material to prevent water splashing onto
adjacent property.
(8) The location of all structures and uses shall
be in accordance with the Plot Plan on file in the Planning
Department.
(9) All buildings shall incorporate and present a
finished parapet and/or combination facia gutter. Finished
soffits shall be required.
(10) No mechanical equipment,tank, duct, cooling
tower or mechanical ventilator shall be erected, constructed
or maintained on the roof of subject structure or elsewhere
on the property unless all such equipment and appurtenances
are contained within a completely enclosed portion of the
same building having walls and roofs with construction and
appearance similar to the building.
(11) All vacuums shall be completely enclosed with
construction and appearance similar to the main building.
(12) No material, equipment or goods of any kind
shall be stored on the roof of any structures.
(13) There shall be no outside storage or display
of merchandise.
(14) The storage of all materials or waste which
might cause fumes or dust or which constitutes a fire hazard
or may be edible by or otherwise attractive to insects or
rodents shall be stored in closed containers.
(15) The applicant and/or property owner shall not
permit the accumulation of debris, trash or weeds within the
area of the property upon which this permit is issued or
within the parkway adjacent to the property.
(16) Trash containers shall be installed and main-
tained on the premises, and the premises shall be kept free
of trash at all times. The storage of materials or waste
upon any portion of the premises in such a manner that they
may be transferred off said premises by natural causes or
forces shall be prohibited.
(17) Provisions shall be made to contain all waste
water within the boundary of the property upon which said
structure is constructed with said waste water emptying into
the sewer system of the City of National City. Adequate
drainage facilities shall be installed to prevent the ac-
cumulation of standing water and no waste water shall be
permitted to flow over or across any public sidewalk or
into the public street.
(18) Coin changing machines shall be installed and
maintained in good operating condition at all times.
(19) All lighting shall be directed away from ad-
jacent properties and public streets.
(20) All public utilities shall be installed
underground.
(21) To more adequately control the circulation of
vehicles about the area proposed for development, directional
markings shall be painted upon the blacktop surfacing.
(22) All off street parking sites shall be lined
and provided with adequate bumper guards, including the park-
ing sites adjacent to the vacuums.
(23) All signs shall be of an architectural design
and shall be approved by the Planning Commission prior to
installation.
(24) All open area not included within driveways
and/or other areas under control by the Fire Department of
the City of National City shall be paved with two inches of
asphalt.
(25) Trees and/or shrubbery shall be planted and
maintained adjacent to the entrance into the equipment room
on the Division Street side.
(27) A ten (10) foot setback shall be maintained
adjacent to the property line parallel to Division Street.
Said area shall not be utilized for any use in conjunction
with subject development, including parking.
(28) Construction shall commence within ninety (90)
days from the date of the issuance of a Commercial Planned
Development Permit by the City Council.
(29) All construction shall be completed within
one hundred twenty (120) days from the date of issuance of
a building permit by the Building and Housing Department.
(30) All conditions shall be complied with prior
to occupancy of said premises and prior to the issuance of
a Business License by the City of National City.
(31) Bumper guards shall be installed along the
easterly line of subject property.
(32) If at any time it is determined by the City
Council of the City of National City that the conditions
above set forth have not been satisfied, the City Council
may declare this Commercial Planned Development Permit void
and of no further effect, without further proceedings or
notice.
