A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NATIONAL CITY APPROVING EARLY LAND ACQUISITION
AND RELATED ACTIVITIES, APPROVING FEASIBILITY OF
RELOCATION AND APPROVING THE CONDITIONS UNDER
WHICH RELOCATION PAYMENTS WILL BE MADE FOR THE
E. J. CHRISTMAN BUSINESS AND INDUSTRIAL PARK,
PROJECT NO. CALIF. R-127
WHEREAS, by Resolution No. 9751, dated the 4th
day of February, 1969, the City Council of the City of
National City did approve early land acquisition activi-
ties, approve the feasibility of relocation, and assume
responsibility to bear any loss arising as a result of
early land acquisition and related activities in the E. J.
Christman Business and Industrial Park; and
WHEREAS, the Redevelopment Agency did adopt
Resolution No. 69-2 on February 4, 1969, authorizing the
filing of an Application for Early Land Acquisition Loan
for the project; and
WHEREAS, in connection with an application for
financial assistance under Title I of the Housing Act of
1949, as amended, the governing body of the locality must
hold a public hearing on early land acquisition and re-
lated activities before the Secretary of Housing and Urban
Development will enter into an Early Land Acquisition Loan
Contract with the Redevelopment Agency under Title I; and
WHEREAS, it is recognized that the Federal Con-
tract for such financial assistance pursuant to Title I
will impose certain obligations and responsibilities upon
the Redevelopment Agency of the City of National City and
will require, among other things, a feasible method for the
relocation of families and individuals displaced from the
project area in connection with the undertaking of early
land acquisition and related activities in connection with
Project No. Calif. R-127; and
WHEREAS, the rules and regulations prescribed by
the Federal Government pursuant to Title I require that the
conditions under which the Redevelopment Agency will make
relocation payments in connection with the E. J. Christman
Business and Industrial Park be officially approved by the
Governing Body of the locality; and
WHEREAS, the Local Public Agency has prepared and
submitted a program for the relocation of individuals and
families that may be displaced as a result of carrying out
the Project in accordance with early land acquisition ac-
tivities; and
WHEREAS, there have also been presented to the
Governing Body information and data respecting the reloca-
tion program which has been prepared by the Local Public
Agency as a result of studies, surveys and inspections in
the Project area and the assembling and analysis of the data
and information obtained from such studies, surveys, and
inspections; and
WHEREAS, the members of the Governing Body have
general knowledge of the conditions prevailing in the Pro-
ject Area and of the availability of proper housing in the
Locality for the relocation of individuals and families
that may be displaced from the Project Area and, in the
light of such knowledge of local housing conditions, have
carefully considered and reviewed such proposals for relo-
cation; and
WHEREAS, there was presented to this meeting of
the Governing Body of the City of National City, for its
consideration and approval, a set of conditions under which
the Redevelopment Agency will make Relocation Payments,
which set of conditions is set forth in the Relocation Pro-
gram, attached hereto and marked for the Project contemplated
by the application; and
WHEREAS, the conditions under which the Agency will
make Relocation Payments were reviewed and considered at the
meeting; and
WHEREAS, the project area, which is predominantly
nonresidential in character, is to be redeveloped for pre-
dominantly nonresidential uses; and
WHEREAS, the Governing Body is cognizant of the
conditions that are imposed in the undertaking and carrying
out of urban renewal projects with Federal financial assist-
ance under Title I, including those prohibiting discrimina-
tion because of race, color, creed, or national origin;
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of National City that the provisions of Resolu-
tion No. 9751, dated February 4, 1969 of the City Council
of the City of National City, be and are hereby reaffirmed;
BE IT FURTHER RESOLVED by the City Council of the
City of National City as follows:
1. That early land acquisition and related ac-
tivities should and may be undertaken in the E. J. Christman
Business and Industrial Park.
2. That it hereby approves the acquisition of real
property in the project area.
3. That it also approves the demolition and re-
moval of any structure acquired with financial assistance
provided under the Contract for Early Land Acquisition Loan.
4. That it is hereby found and determined that
the program for the proper relocation of individuals and fami-
lies displaced in carrying out the Project in decent, safe,
and sanitary dwellings in conformity with acceptable standards
is feasible and can be reasonable and timely effected to
permit the proper prosecution and completion of the Project;
and that such dwellings or dwelling units available or to
be made available to such displaced individuals and families
are at least equal in number to the number of displaced in-
dividuals and families, are not generally less desirable in
regard to public utilities and public and commercial facil-
ities than the dwellings of the displaced individuals and fam-
ilies in the Project area, are available at rents or prices
within the financial means of the displaced individuals and
families, and are reasonably accessible to their places of
employment. The City Council is satisfied permanent housing
facilities will be available within three years from the time
occupants of the Project area are displaced and that pending
the development of such facilities there will be available
to such displaced occupants adequate temporary housing facil-
ities at rents comparable to those in the locality at the time
of their displacement.
5. That a feasible method exists for the relocation
of families and individuals which may be displaced from the
project in connection with early land acquisition and related
activities.
6. That the conditions under which the Agency will
make Relocation Payments are hereby in all respects approved.
7. That it is hereby found and determined that the
objectives of the Redevelopment Plan as presently developed
cannot be achieved through more extensive rehabilitation of
the properties in the Project area to be acquired under the
proposed Contract for Early Land Acquisition Loan with the
Government.
8. That the redevelopment of the project area for
predominantly nonresidential uses is necessary for the proper
development of the community.
