HomeMy WebLinkAboutCC RESO 9807RESOLUTION NO. 9807 RESOLUTION ADOPTING THE BEAUTIFICATION PROGRAM FOR THE CITY OF NATIONAL CITY, CALIFORNIA WHEREAS, Title IX of the Housing and Urban Development Act of 1965 amends Title VII of the Housing Act of 1961 and provides for the making of grants by the Department of Housing and Urban Development to States and local public bodies to assist them in the beautification and improvement of open -space and other public urban land where such assistance is needed for carrying out a local program which is important in the comprehensively planned development of the locality; and WHEREAS the City of National City desires to beautify and improve open -space and other public urban land to facilitate their increased use and enjoyment; and WHEREAS Title VI of the Civil Rights Act of 1964 and the regulations of the Department of Housing and Urban Development effectuating that Title prohibit discrimination on the basis of race, creed, color, or national origin in the use of all facilities and improvements provided by Federal assistance; and WHEREAS the City of National City is cognizant of the conditions that are imposed in the undertaking and carrying out of programs assisted under Title VII of the Housing Act of 1961, as amended, including those relating to labor standards and equal employment opportunity; and WHEREAS it is estimated that the cost of the activities proposed to be carried out in performance of beautification and improvement of open -space and other public land exceeds the usual expenditures of the City of National City for comparable activities by $103 . $2.0. 00; and WHEREAS the City of National City has set forth a continuing program of Urban Beautification for the next three to five year period; and WHEREAS the program requires the utilization of both public and private resources; and WHEREAS local civic organizations, such as the City Beautification Committee of the Chamber of Commerce, have and will continue to cooperate in a united effort of Urban Beautification. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of National City, that the Urban Beautification Program as contained in the City of National City's 1969-70 Urban Beautification Grant application is hereby endorsed and adopted. The attached Resolution is a true and correct copy of Resolution No. 9807 as finally adopted at a meeting of the City Council of the City of National City held on the 22nd day of April, 1969, and duly recorded in her office. 3. The meeting was duly convened and held in all respects in accordance with law and, to the extent required by law, due and proper notice of the meeting was given. A legal quorum was present throughout the meeting, and a legally sufficient number of members of the Applicant voted in the proper manner for the adoption of the Resolution. All other requirements and proceedings under law incident to the proper adoption or passage of the Resolution have been duly fulfilled, carried out, and otherwise observed. 4. The impression of the seal as affixed below consti- tutes the official seal of the City of National City, and this certificate is hereby executed under the official seal. 5.
