RESOLUTION OF INTENTION
(Arcadia Place and Pleasant Lane,
Assessment District No. 169)
The City Council of the City of National City,
California, does hereby resolve, determine and order as fol-
lows:
Section 1. The public interest and convenience re-
quire and it is the intention of .the City Council of said City
of National City to order the following work to be done or
improvement to be made in the City of National City, to wit:
that ARCADIA PLACE AND PLEASANT LANE,ASSESSMENT DISTRICT NO.
169. be improved as follows: grade, A.C. pave, curb, sidewalk
and driveways and that any other work auxiliary to any of the
above and which may be required to carry out the same, be per-
formed.
Section 2. The attention of all persons is directed
to the fact that all of said classes of work above described
maynot be constructed upon all of the streets or public ways
above mentioned in their entirety, but only upon the particular
locations shown on the plans,, specifications and drawings.
Section 3: The estimated cost of said work, including
incidental expenses, is the sum of $27,6.35.90. The City has
budgeted the sum of $3,131'.98 as a contribution toward said
.cost.
Section 4. All the aforesaid work or improvement
shall be constructed at the grades, along the lines,. between
.the points,: of the dimensions, at the' places and in .the manner
shown on the plans,specifications, profiles and drawings for
the said work approved and adopted by this Council on May 27,
1969,. by Resolution No.' 9.832-- Said plans, specifications,
profiles and drawings are on file in the office of the City
Clerk of the City of National City in the Civic Center of said
City, and reference is hereby made to said plans, specifications,
profiles and. -drawings for a full and detailed description of said

proposed work and for a description of .the grades at which
said work is to be done. Said grades arehereby adopted and
established as the official grades for all purposes in con-
nection with proceedings pursuant .to this Resolution of In-
tention. Notice ishereby given that said grades may be new
and different from those heretofore established or existing,
or may be, and in some cases are,' different from existing
ground levels.
Section 5. This City Council hereby makes. :the ex-
pense of said work chargeable upon a district, which district
this City Council. hereby declares to be the district benefited
by the said work and tobe assessed to pay the cost and expenses
thereof. For a description of said district, reference is here-
by made to a map of said district heretofore approved by this
City Council on file in the office of the City Clerk and desig-
nated as "MAP OF ASSESSMENT DISTRICT NO. 169 FOR STREET IMPROVE-
MENT ON ARCADIA PLACE AND PLEASANT LANE, ALL IN THE CITY OF
NATIONAL CITY, CALIFORNIA." This map indicates by a boundary
line the extent of the territory included in the said proposed
district and shall govern for all details as to the extent of
said assessment district.
Section 6. All public streetsor public parks, and
all easements or rights of way belonging to the public, and
also all property owned by the United .States of America or the
State of California now in use in the performance of a public
function are hereby specifically excluded from this assessment
district.
Section 7. Serial bonds bearing .interest at .the rate
of six percent '(6%) per annum shall be issued to representeach
assessment of fifty dollars ($.50..00).
or over remaining unpaid
for thirty (3.0) days after the date of recordation of the war-
rant. Said serial bonds :shall extend over a period ending
nine (9) years from the second day of January next succeeding
the next September 1 following their date. Said bonds shall
be payable to bearer and there shallbe added after the redemption
clause in the bond the. following .language, "together with a
premium of five.perc.ent (.5%), of said unma.tured principal."
Said bonds are tobe issued pursuant to and as provided in
the 'Improvement Act of 1911,' Division 7 of the
Highways .Code of the State:of California.
Section 8. The said proposed work istobe done
under and proceedingstherefor are to be under and pursuant
to the said Improvement Act of 1911.
Section 9. Notice is hereby given that .the let
day of July,,1969, at thehour of 8:00 o'clock p.m. are the
day and hour when, and the Council Chambers of .this City
Council in the Civic Center in the City of National City is
the place where, any and all persons having any protest or
objection to said proposed work or to the extent of said
assessment district, or to the proposed grades,n y appear
before the City Council of the City of National City and show
cause why said proposed work :should not be carried out in ac-
cordance with .this Resolution of Intention.Protests or object-
ions must: be in writing and must: be delivered
of said City of National City not Later. .than
set for hearing protests or objections.
Section 10. The National City Star News ishereby
selected as the newspaper in which .this resolution shall be
published and in which all :other publications regarding the
proceedings pursuant to .this Resolution of Intention shall be
made. The City Clerk ishereby directed to certify to. .the
adoption of this Resolution and to cause said Resolution to be
published in the manner provided by law.
Section 11. The City Clerk ishereby directed to
mail notices of the adoption of this resolution as provided in
said Improvement Act of 1911, postage prepaid, to all persons
owning real property which :is proposed tobe assessed to pay
any part of the cost of said work whose names and addresses
appear on the last equalized .as.sessmentroll or as known to
the City Clerk.

Section 12. The Street Superintendent of. .the City
of National City is hereby directed to cause to be conspicuously
posted along the line bf the contemplated work and on all open
streets within the said assessment district notices of the pass-
age of this Resolution of Intention in the time, form and manner
provided by law.

NOTICE IS HEREBY GIVEN that on May 27, 1969, the City Council of the City of
National City, passed and adopted Resolution of Intention No. 9833 under the pro-
visions of the Improvement Act of 1911 for the purpose of ordering the following
work to be done and improvements to be made in the City of National City, County
of San Diego, State of California, to wit:
That ARCADIA PLACE AND PLEASANT LANE, ASSESSMENT DISTRICT NO. 169 be improved
as follows: earthwork, curb, paving and that any other work auxiliary to any of
the above and which may be required to carry out the same, be performed, excepting
therefrom all of the herein -described work of all said work that has already been
done to the lines and grades and in accordance with the plans, specifications and
drawings hereafter described.
The estimated cost of the construction of said improvements is the sum of
$27,635.90, including incidental expenses. The City of National City has budgeted
the sum of $3,131.98 as a contribution toward the cost of said work. The remain-
ing costs thereof will be assessed upon the property benefited. According to the
last equalized roll for taxes you are the owner of property within the boundaries
of the district which will be assessed to pay the costs and expenses of this im-
provement. Said Resolution of Intention No. 9833 is on file in the office of the
City Clerk of -the City of National City and is referred to for all particulars.
NOTICE. IS HEREBY GIVEN THAT ON:
July 1, 1969, at the hour of 8:00 p.m. of said day, at the meeting place of
the City Council of the City of National City, 1243 National Avenue, National City,
California has beenfixedas the time and place of hearing any and all objections
to the proposed work and improvement, the grades to which said work is proposed
to be done, or the boundaries of the district. Any persons owning property with-
in the boundaries of the district may present written protest, not later than the
hour hereinabove set for hearing,.against the doing of said work, the grades to
which said work is to be done or the boundaries of the district proposed to be
assessed. Any protest filed must be in writing and must contain a description of
the property in which the signer thereof is interested, sufficient to identify
the same, and must be delivered to the City Clerk of the City of National City.
This work is to be done by special assessment proceedings under the Improve-
ment Act of 1911. Property owners will be able to pay their assessments in
cash at the termination of work and confirmation of the assessment. If any
property owner does not desire to pay for the work in cash, a bond will be
issued against the property for the amount of any assessment of $50.00 or more,
under the Improvement Act of 1911, which bond will bear interest at the rate of
six percent (6%) per annum and will be payable in equal installments over a
period of nine (9) years.
