RESOLUTION GRANTING PERMIT FOR PLANNED
RESIDENTIAL DEVELOPMENT
(16th Street between Lanoitan Avenue and Euclid Avenue)
WHEREAS, the Planning Commission of the City of
National City has considered the application of Leo Delgado
for a planned residential development permit, to allow the
construction of. 164 units, for the area north of 16th Street
between Lanoitan Avenue and Euclid Avenue, and
WHEREAS, the Planning Commission of the City of
National City has recommended the granting of a planned
residential development permit to Leo Delgado subject to 13
conditions, and
WHEREAS, the Planning Commission of the City of
National City has reconsidered its recommendation concerning
a planned residential development permit and re -recommended the
granting of said permit subject to two (2) additional conditions,
NOV, THEREFORE, BE IT RESOLVED that Leo Delgado is
granted a planned residential development permit, authorizing
the construction of 164 residential units, for that area of
National City north of 16th Street between Lanoitan Avenue and
Euclid Avenue subject to the conditions hereinafter enumerated.
This permit is subject to the following conditions:
1. The effective date of this permit is November 7,
1968.
2. The applicant must dedicate for public street
purposes as much of his land as is necessary to establish an
eighty (80') foot right-of-way for Euclid Avenue.
3. The entire right-of-way of Euclid Avenue,
including the newly dedicated portion, adjacent to the applicant's
premises shall be graded under the supervision of the City
Engineer.
4. Following dedication and grading, the applicant
shall improve the easterly forty (40') feet of Euclid Avenue
with twenty (20') feet of paving, curbs, gutter and sidewalk.
The installation of these required public improvements shall
comply with the design criteria of, and be constructed under
the supervision of, the City Engineer.
5. No building permit will be issued under this
resolution until the applicant's plans have been approved by
the National City Fire ➢epartment.
6. Structures located on the lot side -by -side shall
be at least eight (8') feet apart. Structures not located in a
side -by -side position shall be at least fifteen (15') feet apart.
7. A two (2') foot sidewalk shall be constructed
connecting the automobile parking area and the main structure,
as reflected on the plans submitted with the application for
the permit granted by this resolution.
8. Permitee shall plant the number and type of trees
required by the City Forester in parkways or between sidewalks
and property lines on all street frontages subject to this
permit.
9. All slopes and embankments on the subject pre-
mises shall be planted, for erosion control, in a manner
approved by the City Forester.
10. The premises subject to this permit shall be
separated from adjacent residential properties by a solid fence
of not less than four (4') feet nor more than six (6') feet
in height. The required fence may be omitted from boundaries
if the owner of an adjacent residential property gives his
written consent to the omission of the fence.
11. All driveways and parking areas shall be surfaced
with a minimum of two (2'') inches of A. C. pavement, or its
equivalent.
12. All utilities on the premises subject to this
permit shall be installed underground.
13. The applicant shall install a fire hydrant, of a
type and size approved by the Fire Chief, on Euclid Avenue
adjacent to the premises subject to this permit. The exact
location of the required fire hydrant shall be established by
the Fire Chief.
14. The driveway reflected on the applicant's plans
for ingress and egress to and from Lanoitan Avenue shall be
constructed with at least a forty (40') foot travelway. The
travelway required by this section shall be bounded by curbs
installed in line with the curbs existing on 15th Street, at the
east side of Lanoitan Avenue. The area between the travelway
curb and the property line shall be landscaped. The travelway
as allowed by this section shall be used as an access road and
shall be used for offstreet parking, or for any other purpose.
15. The applicant shall provide offstreet parking
for one hundred eighty (160) automobiles.
16. In all other respects, the development allowed by
this permit shall comply with the final plans submitted by the
applicant to acquire this permit.
17. In the event of any ambiguity in this permit or
in the plans as submitted by the applicant or arising by virtue
of later unanticipated events, the Planning Commission and City
Council of National City shall have authority to review this
permit and to modify, clarify, or expand the terms thereof.
By commencing work under this permit, the applicant consents to
the continuing jurisdiction of the Planning Commission and City
Council of National City to review his plans and project.
