HomeMy WebLinkAboutCC RESO 9627RESOLUTION NO. 9627 RESOLUTION GRANTING A CONDITIONAL USE PERMIT (Golden Arrow Dairy) The City Council of the City of National City does hereby find, determine, order and resolve as follows: 1, At a regular meeting of the City Planning Com- mission on June 24, 1968, said Commission unanimously adopted a recommendation that the owners of the real property located at 3460 Highland Avenue, be granted a Conditional Use Permit upon the conditions hereinafter stated. 2. That the City Council has received the recom- mendation of the Planning Commission, and after full and com- plete consideration of said recommendation hereby grants a Conditional Use Permit for the installation of a self-service operation of four gasoline pumps at 3460 Highland Avenue, sub- ject to the following terms and conditions: a. Detailed construction plans and plot plan, including all elevations, to be submitted to the City Engineer of the City of National City for approval prior to the issuance of any permits, b, Detailed construction plans and specifications to be submitted to the Department of Building and Housing of the City of National City for approval prior to any construction. c, A demolition permit shall be obtained from the Department of Building and Housing of the City of National City prior to any demolition of the existing dairy store. d. Curbs and sidewalks shall be installed on Highland Avenue frontage in accordance with the City of Chula Vista engineering datum prior to final inspection of the pro- posed structure by the Building Inspector of the City of National City. e. The proposed metal dairy store shall in- corporate the following: (1) All roof edges shall be finished with facia and/or combination facia gutter. (2) Subject structure shall present either a finished parapet or overhand to the street. (3) Thirty (30%) percent, including doors, to a twelve foot (12') height shall be constructed of, or sur- faced with glass, stone, wood, brick and/or decorative masonry as architectural treatment to increase the aesthetic appearance of the building. (4) Factory applied baked enamel or painted exterior surface. f. A ten foot (10') front yard setback shall be maintained from Highland Avenue. Said setback shall be land- scaped with any harmonious combination of lawn, flowers, trees, shrubs, ground cover and such objects as pools and/or fountains. Said required landscaped area shall also include a permanent watering system adequate to maintain said landscaping. (Exclud- ing therefrom all areas of ingress and egress, and driveways). g. A canopy shall be installed over the proposed four (4) gasoline pumps, incorporating the same color scheme as the proposed metal building, and of such size as to completely. cover an automobile while parked at the pump island. h. A competent attendant shall be on duty at all times during operation of said gasoline pumps. Said attend- ant shall be stationed within the proposed dairy store and shall not be an employee stationed within the other structures on the subject property. i. A two-way communication system shall be in- stalled and operated at all times said pumps are in operation. Operation of said gasoline pumps shall be secured when attend- ant leaves the dairy store. j. There shall be no display or advertising within the required ten foot (10') from yard setback, except for: one free standing sign the base of which shall be located outside of the required setback, and projection does not ex- ceed one-half the distance of said setback. k. The property owner shall work with the State Division of Highways and locate the proposed structure in such a manner it will not encroach on property needed for the future freeway to local interchange between Freeway 54 and Highland Avenue.
