HomeMy WebLinkAboutCC RESO 9660RESOLUTION NO. 066c RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, CALLING, PROVIDING FOR AND GIVING NOTICE OF A SPECIAL ELECTION TO BE HELD ON NOVEMBER 5, 1968, FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED VOTERS OF SAID CITY A PROPOSITION FOR THE ISSUANCE OF WATER REVENUE BONDS BY SAID CITY, AND ORDERING THE CONSOLIDATION OF SAID ELECTION WITH THE STATEWIDE GENERAL ELECTION TO BE HELD ON SAID DATE, The City Council of the City of National City, California, DOES HEREBY RESOLVE, DETERMINE AND ORDER as follows: Section 1. A special election is called to be held in the City of National City, California, on Tuesday, Novem- ber 5, 1968, for the purpose of submitting to the qualified voters of said City the proposition of issuing water revenue bonds pursuant to the Revenue Bond Law of 1941 (Chapter 6, Part 1, Division 2, Title 5 of the Government Code of the State of California) in the amount and for the purpose here- inafter set forth. Section 2. The purpose for which said bonded indebtedness is to be incurred and revenue bonds issued is as follows: The acquisition, construction and financing of a waterworks system for said City, including works and facilities for the production, storage, treatment, transmission and distribution of water, and the acquisition of existing financed with funds to be derived from the sale of the revenue bonds herein proposed to be issued, including all improvements, additions and extensions of said waterworks system later con- structed or acquired, Section 6. The special election hereby called for November 5, 1968, is ordered consolidated with the statewide general election to be held on said date. Within said City, the precincts, polling places and officers of election for the special election shall be the same as those provided for said statewide general election. The Board of Supervisors of San Diego County is requested to order the consolidation of the special election with said statewide general election, and is authorized to canvass the returns of the special election. Said elections shall be held in all respects as if there were only one election, and only one form of ballot, namely, the ballots used at said statewide general election, shall be used, Said Board of Supervisors shall certify the results of the canvass of the returns of said special election to the City Council of said City which shall thereafter declare the results thereof, The proposition for incurring bonded indebt- edness submitted by this ordinance shall be designated on the ballot by a letter printed on the left margin of the square containing the description of the measure, as provided in Section 10231 of the Elections Code. Section 7. The proposition for incurring bonded indebtedness to be submitted at the special election shall be in substantially the following form: CITY OF NATIONAL CITY WATER REVENUE BOND PROPOSITION: Shall the City of National City issue water revenue bonds in the princi- pal sum of $8,000,000 for the acquisition, construction and financing of a waterworks system for said city, including works and facilities for the production, storage, -3- treatment, transmission and distribution of water, and the acquisition of existing waterworks systems or portions thereof, within or without the limits of said city, and lands, wells, easements, rights -of -way and other property necessary or convenient therefor and authorized incidental expenses included in connection therewith? Section 8. The method of voting for or against the proposition for incurring bonded indebtedness shall be the method provided for by law for voting on measures at the statewide general election in San Diego County. Section 9. The polls for the special election shall be opened at seven o1clock A.M., and shall remain open continuously from said time until eight o'clock P.M. when said polls shall be closed, except as provided in Section 14436 of the Elections Code of the State of California. Section 10. Except as otherwise provided in this resolution, the special election shall be conducted as provided by law for other municipal elections in said City. Section 11. The City Clerk shall certify to the passage and adoption of this resolution and shall cause said resolution (1) to be published once a week for two succeeding weeks in the NATIONAL CITY STAR NEWS, and (2) to be posted in three public places in the City for two succeeding weeks.
