HomeMy WebLinkAboutCC RESO 9671RESOLUTION NO. 9671 RESOLUTION REQUESTING THE STATE OF CALIFORNIA AND LEAGUE OF CALIFORNIA CITIES 10 STUDY THE PROBLEM CREATED BY LACK OF FUNDS FOR STATE OF CALIFORNIA RIGHT-OF-WAY ACQUISITIONS WHEREAS, the California Division of Highways must, of necessity, hold public hearings to determine loca- tion of future freeways and rights -of -way thereto far in advance of actual acquisition; and WHEREAS, it is recognized that a time lag ex- ists in order to permit processing of freeway agreements and to coordinate planning by all agencies concerned; and WHEREAS, the interim period between route adopt- ion by the State Highway Commission and actual acquisition can be five to ten years; and WHEREAS, said interim period causes a hardship on the citizens of each and every city in that the citizen is unable to develop his property to the highest and best use or to sell his property to the State; and WHEREAS, the Federal Interstate System has first priority for highway acquisition and construction thereby severely limiting the funds available for right-of-way ac- quisition within adopted non -interstate systems; and WHEREAS, land is appreciating within these non - interstate systems thereby causing additional costs to ac- crue to each and every taxpayer within the State. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of National City, California, that the League of California Cities convened in general session at their Annual Conference adopt a resolution urging funding actions by ap- propriate committees of the State Legislature.
