RESOLUTION URGING TIGHTER CONTROL OF THE
NARCOTIC TRAFFIC IN SAN DIEGO COUNTY AND RECOMMENDING
STRICT ENFORCEMENT OF PENALTIES IN NARCOTIC ARRESTS
WHEREAS, there is a known increase in narcotic
traffic in the San Diego area, and
WHEREAS, in the first four months of this year,
juvenile narcotic arrests exceeded the combined totals of
1965-66, according to Captain L. L. DeVore, Juvenile Division
San Diego Police Department, and
WHEREAS, there appears to be a softening of penalties
in narcotic arrests;
NOW, THEREFORE, BE IT RESOLVED that the City Coun-
cil of the City of National City is gravely concerned over
the increase in narcotic traffic and urgently recommends
that penalties be strictly enforced; that legal technicalities
be overcome which afford lenient courts the opportunity to
free repeated offenders and that stiffer penalties be invoked
on first. offenders.
BE IT FURTHER RESOLVED that the City Council hereby
calls upon the State Department, the President of the United
States, and all of our Federal and State legislators to do
everything in their power to control narcotic use.
PASSED AND ADOPTED this IOth day of October, 1967.
