RESOLUTION GRANTING A LIMITED COMMERCIAL PLANNED
DEVELOPMENT PERMIT PURSUANT TO ORDINANCE 1077
(Commercial Parking Lot West of D Avenue,
north of the closed 32nd Street)
The City Council of the City of National City,
California, does hereby find, determine, order and resolve
as follows:
1. At a regular meeting of the City Planning Com-
mission on October 9, 1967, said Commission unanimously
adopted a recommendation that the owners of the real property
more full described in Planning Department Map No. CPD-10, on
file with the National City Planning Department, be granted a
Limited Commercial Planned Development Permit upon the condi-
tions hereinafter stated.
2. That the City Council has received the recommen-
dation of the Planning Commission, and after full and complete
consideration of said recommendation hereby grants a Limited
Commercial Planned Development Permit upon the following terms
and conditions:
a. - Said Commercial Planned Development Permit
be issued for a period of two (2) years at which time it be
reviewed by the City Council, after recommendation from the
Planning Commission for renewal for continued operation, taking
into consideration change of conditions.
b. No fence be required along the northerly
property line provided traffic barriers of solid poles, ten
(10) inches in diameter, pinned to the earth are installed
and maintained four (4) feet from the north property line of
said pay parking lot prohibiting traffic circulation and en-
croachment of any portion of automobiles onto the adjacent
property.
c. No additional fence or hedge be required on
the west property line providing traffic barriers of solid
poles, ten (10) inches in diameter, pinned to the earth, are
installed and maintained four (4) feet from the west property
line prohibiting traffic circulation adjacent to the existing
fence.
d. No parking be permitted on the westerly
parking lot property line.
e. Smooth wire fences be installed and maintained
on the sourtherly and easterly property lines.
f. All existing barbed wire fences enclosing any
portion of the parking lot to be removed.
g. Access roads within the proposed pay parking
lot to be maintained at a minimum of twenty (20) feet in width.
h. No parking or standing of automobiles to be
permitted within the area of any access road.
i. Automobile parking spaces to be clearly marked
on the blacktop in a design at a minimum 60° angle, 9 feet by 20
feet each space, off a twenty (20) foot access road.
j. Bumper guards to be installed four (4) feet
from the southerly and easterly property lines to prohibit
automobiles from hitting the required smooth wire fencing.
k. The existing blocktop surface be approved
subject to the entire surface being maintained free of condi-
tions reflecting deterioration or inadequate maintenance. All
broken, damaged or deteriorated portions of the surface shall
be replaced and/or repaired immediately.
1. All fences, traffic barriers and gates shall
be maintained in a neat, substantial, safe condition. Original
construction of any wood fence or gate erected shall be of new
material and shall be painted or stained.
m. Any portion of the property encompassed
within this commercial planned development permit shall not
be utilized as a holding area for vendors waiting for space
in the Sale City Swap Meet.
n. All electrical, telephone and similar dis-
tribution service wires shall be placed underground.
o. The use of outside sound systems, public
address systems, music systems, juke boxes and other music
making devices of that description and general nature shall
be prohibited.
p. All lighting, if used, to be directed away
from adjacent properties and streets.
q. At no time after the issuance of this per-
mit shall the applicant and/or property owner permit the ac-
cumulation of debris, trash, and/or weeds within the area of
the property upon which the limited commercial planned develop --
went permit is issued or within the parkway adjacent to said
property along D Avenue.
r. Storage of materials or waste upon any por-
tion of the lot in such form or manner that they may be trans-
ferred off said lot by natural cause or forces shall be pro-
hibited.
s. In the event that the City Council should
at any time find and determine that the above conditions as
set forth have not been satisfied, it may declare this Permit
void and of no further effect.
