RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT
BETWEEN CITY OF NATIONAL CITY AND NATIONAL
CITY SWIM CLUB BOOSTERS
BE IT RESOLVED by the City Council of the City of
National City that the Mayor is authorized to execute that
certain Agreement between the City of National City and the
Swim Club Boosters, a copy of which is attached hereto.

AGREEMENT
It is the purpose of this document to set forth the terms of a formal agree-
ment between the City of National City and the National City Swim Club Boosters, a
non-profit body, to assure an adequate competitive swimming program in this City
for the benefit of those who desire to participate.
Effective on the day following adoption by City Council, the following condi-
tions will exist and will continue to be in effect subject to annual review and the

1 City and the Department of Parks and
Recreation agree to:
1. Pay to the Swim Club Boosters a maximum total of $2,550.00 per year for
the purpose of employing a coach for the Swim Club. Said funds are to be paid on
a monthly basis, as billed and certified by the Boosters Club.
2. Provide pool use for a maximum of three Swim Meets per year. Dates and
times of these events to be agreed on by staff personnel. The City will continue
to realize the spectator fees collected.
3. Provide use of the pool a minimum of three hours per weekday during peri-
ods when school is out for the summer and when the pool is open for other uses, at
the convenience of the 'Pool staff. Additional use may be granted by the Director
of Parks and Recreation if the request can be justified.
4. Provide the use of the pool for a minimum of one and one-half hours per
weekday during the school year when the pool is open for other purposes. Coopera-
tive use may be necessary in thin regard depending upon unforseen economic oppor-
tunities. Additional use may be granted if the request is justified.
5. Cooperate with the Swim Club Boosters, the Swim Club, and the coaching
staff in order that the hest interests of the City and competitive swimmers may be
served. -
6. Pay a maximum of $40 per major day per meet toward the expense of furnish-
ing food and refreshments to meet officials as billed by the Booster Club.

7. Permit the Swim Club Boosters the exclusive right to concession sales
during any A.A.U. competitive swim meets held at the National City pool under
club sponsorship.
In return for the rental free use of the pool as stipulated, the direct sub-
sidy as stated, and for other approved considerations, the Swim Club Boosters
agree to:
1. Have representative participants in all meets which have been commonly
attended on an equivalent or progressive basis concerning number of personnel
entered.
2. Provide a swimming coach for the purpose of supervising, instructing, train-
ing, and guiding Swim Club personnel at all times when they are in the pool or at an
official gathering.
3. Limit coaches employed to those candidates currently certified as water
safety instructors who have a satisfactory educational background and work record
ordinarily required of a City employee.
4. Enforce all pool safety and sanitary rules during Swim Club participation.
5. Require a minimum of 25 authorized swimmers during practice sessions.
6. Control the conduct of participants and officials to assure credit to the
good image of all parties concerned. The discipline of transgressing parties shall
be the responsibility of the Swim Club Boosters.
7. Furnish the Department of Parks and Recreation with a complete monthly
financial report, including the number of hours worked by the Swim Coach and his
rate of remuneration. Said report shall be delivered to the Park and Recreation
Department on or before the fourth day of each month.
8. Furnish the Director of Parks and Recreation with an attendance report
monthly on a day and session basis. Said report shall be submitted to the Park and
Recreation Department on or prior to the fourth day of each month.

9. Request swim meet dates and alternatives for staff approval at the earliest
possible date.
10. Require cooperation with the pool management and staff personnel by all
Booster and Swim Club members and coaching staff.
11. Limit the use of the pool on a club basis, to those who are bona fide,
paid up, competitive swimmers.
12. Limit the use of the deck and office areas to those persons with official
business to transact.
13. Designate the Swim Club Booster president, or other official, to serve as
the liaison officer with whom the Director of Parks and Recreation would deal in
solving mutual problems as they may occur.
14. Provide the Department of Parks and Recreation with a certified copy of
the Annual Auditor's Report of the financial condition of the organization within
one month after the report is completed.
15. Prior to August 1st of each year, pay to the City of National City a•sum
equal.to $7.00 per competitive swimmer listed on the club roster ($20.00 maximum
per family) for swim privileges, said privileges to be honored at any time the pool
is open to the general public for recreational swim purposes.
16. Enforce all other rules listed under General Rules and Regulations that
may apply to this activity.
