RESOLUTION GRANTING A RESIDENTIAL PLANNED DEVELOPMENT
PERMIT PURSUANT TO ORDINANCE 1077
(R4PD to John Sedlack, National City
Convalescent Hospital)
The City Council of the City of National City
does hereby find, determine, order and resolve as follows:
1. At a regular meeting of the City Planning
Commission on October 23, 1967, said Commission unanimously
adopted a recommendation that the owners of the real property
more fully described in Planning Department Map No. C-67, on
file with the National City Planning Department, be granted
a Residential Planned Development Permit upon the conditions
hereinafter stated.
2. That the City Council has received the recom-
mendation of the Planning Commission, and after full and com-
plete consideration of said recommendation hereby grants a
Residential Planned Development Permit upon the terms and
conditions more particularly described in Exhibit "A", a
copy of which is attached hereto and incorporated herein as
if fully set forth.

ATTEST:
1. Westerly twenty feet of subject property to be
dedicated for Thelma Lane.
a. Said dedication to be improved with curb
and pavement as approved by the City Engineer.
b. Installation of the sidewalk on the east
side of Thelma Lane to be waived, subject to the following:
(1) No fence shall be constructed to en-
croach within sixteen feet of the westerly property
line after dedication. Said fence to be a decora-
tive fence and not a solid wood fence or chain link
fence.
(2) No structure to be constructed to en-
croach within sixteen feet of the westerly property
line after dedication.
(3)
the easterly side of Thelma Lane.
On street parking to be prohibited on

foot setback for the fence to be developed with low
landscaping, with the balance of the area, eleven
feet, to any structure to be heavily landscaped.
c. City to work with the residents on Thelma
Lane and the developers in an attempt to improve the full
width of Thelma Lane at one time. City to work with the
California American Water Company in an effort to obtain be-
tween an eight foot and a ten foot dedication to provide be-
tween a 28 foot and a 30 foot right-of-way for Thelma Lane.
2. Northerly thirty feet of subject property to be
dedicated for Mariposa Street (4th Street).
a. Mariposa Street (4th Street)to be improved
with curbs, 20 feet of pavement and five foot concrete side-
walk contiguous to the curb, the entire width of the subject
property. Balance of parkway, fourt and one-half feet to be
landscaped.
c. City to work with the 1911 Act Improvements
Division of the San Diego City Engineering Department in an
attempt to secure their support for the improvement of the
north half of Mariposa Street concurrently with the proposed
development.
3. Easterly 30 feet of subject property to be dedi-
cated for Shell Avenue.
a. Shell Avenue to be improved with curbs, twenty
feet of pavement and five feet concrete sidewalk installed con-
tiguous to the curb the entire length of the subject property.
Balance of parkway, four and one-half feet to be landscaped.
4. Curb returns on Thelma Lane, Mariposa Street and
Shell Avenue to be installed with a minimum twenty foot radius.

5. Property owners to install an asphalt improved
facility along the southerly property line to prevent
onto adjacent property.
a. Parking lot on the southerly portion of subject
to be installed to provide all drainage onto Shell Avenue.
6. Convalescent hospital to provide no surgery or pri-
mary treatment such as are customarily provided in major hospi-
tals and further provided that no treatment is given to con-
tagious diseases, and the patients are not treated for major
mental sickness or disease.
7. Said development to be constructed in accordance
with the plans attached to Application for Residential Planned
Development Permit No. P.D. 11 as approved by the City Council.
8. Entire facility shall be constructed simultaneously
so that the project as a whole, when construction is completed and
all furnishings and equipment axe -installed, shall be ready for
occupancy. Said construction to be completed approximately
fifteen months from the approval of said permit by the City Coun-
cil.
9. Off street parking shall be installed and main-
tained on the basis of one space for each three units.
10. Developers and property owners shall file pre-
cise plans for landscaping, showing exterior recreation areas,
walkways, fencing and tree location, all landscaping to be done
within the parkways and setbacks, for approval by the City Coun-
cil upon recommendation of the Planning Commission prior to in-
stallation. After approval of said plans installation in com-
pliance with said precise plans shall be completed prior to
occupancy.
11. Developers and property owners ahall comply with
the recommendations of the City Engineer as to installation and
maintenance of drainage facilities. All drainage facilities
shall be maintained free of debris at all times after construct-
ion.
12. All proposed public utility facilities shall be
placed underground.
13. The use of outside sound systems, public address
systems, music systems, juke boxes and other music making devices
of that description and nature shall be prohibited.
14. Outside lighting shall be directed away from
adjace nt residential structures and streets within the area.
15. Construction drawings to include complete grading
and drainage plans to be approved by the City Engineer.
16. Complete construction plans to be approved by
the Building Department and Fire Department prior to the
issuance of a building permit.
17. All street improvements, including curbs, gutters,
sidewalks, driveways, cross gutters to be installed as approved
by the City Engineer.
18. All fixtures to be installed on the roof or outside
the proposed structures (i.e. refrigeration facilities, air con-
dition facilities, heating facilities, etc.) shall be screened
from view of the adjacent residential properties-.
19. All structures to be constructed in conformance
with the architectural motif as shown on the rendering attached
to subject application.
20. In the event that the City Council should hereafter
find and determine that the conditions as approved by the Planned
Development Permit have not been satisfied, it may declare the
permit void and of no further effect.
