RESOLUTION AMENDING THE PERSONNEL RULES FOR THE
CIVIL SERVICE FOR THE CITY OF NATIONAL CITY
PROVIDING FOR ANNUAL VACATION LEAVES
WHEREAS, the Civil Service Commission has con-
sidered the proposed amendment to the personnel rules of
the City of National City to provide for annual vacation
leave, and
WHEREAS, the Civil Service Commission has
recommended to the City Council an amendment of the
existing personnel rules to provide new rules for annual
vacation leave;
NOW, THEREFORE, BE IT RESOLVED that the person-
nel rules of the City of National City are amended to
read as follows:
10.4 ANNUAL VACATION LEAVE: The purpose of Annual
Vacation Leave is to enable each eligible employee
annually to return to his work mentally refreshed.
a. All employees in the Competitive Service
shall be entitled to annual vacation leave with pay
following one year's service with the City.
b. Each eligible employee shall be credited
with 15 working days or 120 hours of vacation
following one year's service with the City.
c. Eligible employees who work less than full
time, but more than 1,040 hours a year, shall be
credited vacation on a pro-rata basis.
d. Eligible employees of the Fire Department
who work a platoon shift shall be entitled to the
equivalent of 15 working days (per 40-hour week
employees) in calendar days following one year's
service with the City.
e. The times during a calendar year when an
employee may take his vacation shall be determined
by the department head with due regard for the
wishes of the employee, and particularly in regard
to the needs of their service. If the requirements
of their service are such that the employee cannot
take part or all of his annual vacation in a par-
ticular calendar year, such vacation shall be taken
during the following calendar year.
f. Any eligible employee, with the consent of
the department head, may schedule his vacation in a
maximum of two sections.
g. Any eligible employee may defer or accumu-
late the annual vacation leave accrued during one
anniversary year and hold or accumulate such annual
vacation leave for the use, and in conjunction with
the annual vacation leave in the following anniver-
sary year. Employees desiring to hold over or
accumulate vacation leave from one year to the next
year may do so only under unusual or emergency
circumstances and must have the approval of the
City Manager and City Council.
h. Where one or more municipal holidays fall
within an annual vacation leave, such holidays
shall not be charged as annual vacation and the
vacation leave may be extended accordingly.
i. Employees who terminate employment shall
be paid in a lump sum for all accrued annual vaca-
tion leave earned prior to the effective date of
termination.
