WHEREAS, the problems of the South Bay communities
are mutual problems, the solution of which requires mutual, co-
ordinated effort at the local, county, and federal level, and
WHEREAS, effective representation at the county
level requires a representative who is thoroughly informed on
local problems and with an intimate knowledge of local com-
munities, and

a Supervisorial district other than that in which the other
South Bay communities will be placed.
BE IT FURTHER RESOLVED that the City Council of
National City calls upon the Board of Supervisors to delay any
final redistricting for at least 30 days to allow the South
Bay communities a fair opportunity to present alternative plans
for redistricting.
