RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT
BETWEEN THE CITY OF NATIONAL CITY AND THE STATE
PERSONNEL BOARD
BE IT RESOLVED by the City Council of the City
of National City that the City Manager is authorized to ex-
ecute that certain Agreement for the preparation of a clas-
sification and compensation plan for City employees by the
State Personnel Board, a copy of which is attached.

AGREEMENT
THIS AGREEMENT, made and entered into this
day of , , by and between the STATE PERSONNEL
BOARD, through its duly appointed, qualified, and acting Executive
Officer, party of the first part, hereinafter called the Board, and
the
CITY OF NATIONAL CITY , party of
the second part, hereinafter called the
WITNESSETH: That the parties, for and in consideration of the covenants,
conditions, agreements, and stipulations hereinafter expressed, hereby
agree as follows:
1. In consideration of the payment by the
CITY

CITY to
the Board of the sum hereinafter prescribed in Schedule A, the Board
does hereby agree to perform those technical personnel services herein-
after set forth, pursuant to the authority contained in Section 18707,
Government Code.
2. The Board shall
A. Prepare a classification plan covering employees
of the CITY
B. Prepare a compensation plan for those classes
of positions recommended by the Board.

In performing the services incident to the preparation of a
classification plan, the Board shall:
(1) Make job analyses of all positions agreed to between the
parties, prepare appropriate class specifications, and allocate all
positions to their proper classifications.
(2) Prepare such rules and regulations as may be necessary
to administer the classification plan.
(3) When requested, advise and assist the CITY
in technical matters of personnel administration.
In performing the services incident to the preparation of a
compensation plan for the classified service of the CITY
the Board shall:
(1) Prepare salary range recommendations for all classes of
positions in the CITY'S service.
(2) Perform all necessary technical work in connection with the
above function.
(3) Prepare rules and regulations necessary for the administration
of the compensation plan in the CITY
Schedule A
In consideration of the performance of the above functions by
the Board, the
CITY
agrees to reimburse the Board for the
latters costs, not to exceed $ 4,700.00 , as determined by the Board
including:
(1) .Salaries, retirement, vacation, sick leave and related
operating expenses.
(2) The actual travel expense of such employee between Sacramento
or other permanent headquarters and the CITY
in accordance with the rules and regulations of the Board of Control of
the State of California concerning such expenses.
(3) The living expenses for such employees while engaged in the
above -mentioned activities away from Sacramento or other permanent
headquarters, in accordance with the rules and regulations of said
Board of Control concerning such expenses.
In addition, the CITY agrees to cooperate fully
and to furnish such clerical help and materials as may be necessary
to the proper performance of the above -mentioned services.
The Board shall, from time to time, submit invoices covering
services rendered, and the CITY agrees to pay such
invoices within sixty (60) days following receipt thereof. This
agreement may be terminated by either party hereto upon thirty (30)
days written notice prior to the date of termination.
